Purpose of the position
Under the direction of the Head of Human Resources (Head of HR), the Human Resources Generalist (HR Generalist) supports MSF Korea in the achievement of its social mission through providing excellent HR services. The HR Generalist is also responsible for providing fine administrative supports to field staff and has an active role to assist the Head of HR to achieve more comprehensive development in both office and field human resources management.
Main Tasks and Responsibilities
Support the Head of HR in regard to the HR Management of the office:
Ensure all organizational HR policies are appropriately applied and updated
Provide consultancy and advisory role to employees on HR policies and work related issues when they are raised and inform Head of HR for any potential risks
Follow up any changes in labour law that could impact MSFK HR policies.
Recruitment and hiring - taking overall responsibility for the recruitment activities and hiring process:
- Support the elaboration or update of job descriptions of office employees
- Propose and carry out plans to work on diversified recruitment methods to aim to attract the widest pool of suitable and qualified candidates for both office and field employees
- Be responsible for managing the Linkedin account and any other recruiting channels to keep it attractive and informative to potential candidates and followers
- Execute the selection process of office employees: screening resumes, interview arrangements , tests organization, reference and document check
- Provide an administrative support and follow-up of the hiring process of field employees and make sure the applicants files are complete and up-to-date
- Administer the employment contracts of office employees and calculate the salary scaling of field employees for Head of HR’s approval and develop employment contracts for field employees
- Plan and conduct new employee’s orientation to foster positive attitude towards the organizational objectives for office employees and provide briefing to field employees regarding the contractual and administrative information including tax and social securities
Staff performance and development management:
- Coordinate annual performance and development review process
- Identify and analyze the training and development needs
- Provide written plans and budgets for development, relevant training or/and learning opportunities for all staff
- Follow up the training agenda and plan
- Monitor the effectiveness of the training for the organization as well as for the employee
Budget & HQHR Data Collection
- Under the guidance of Head of HR, administer office HR budget
- Make a budget proposal and review for Head of HR in accordance with the office HR Action Plan.
- Keep track of employee’s data, digital and paper version in accordance with the labor law for both the office and field employees
- Provide statistical information on office HR for strategic annual planning, budgeting and reports
Payroll, Taxation and employee benefits
- Ensure that MSF Korea compensation and benefit program is properly implemented
- Execute and ensure perfect payroll administration including the social securities for both office staff and field employees
- Administer employee benefit programs such as medical check-up, indemnity medical insurance and others
- Provide staff members with information of updated social insurance or taxation and support international staff closely on contract, taxation and social security to make sure that they are fully informed of the system
- Follow up on leaves
- Proceed Year End Tax Settlement for all staff
- Be responsible for closing employement contracts and proceed termination taxation & severance pay with the support of payroll company
- Manage MIF ( Monthly Information form ) and clarify monthly expatriates departure /arrival info with Admin officer
Others
- Support any Field Human Resources activities including recruitment events as requested by the line manager
- Provide necessary information for auditor, produce reports for government survey or organization registration purpose, etc
- Back up departure organization when requested
- Contribute to an HRIS program development and implementation
- Any other task requested by line manager
Qualifications & job requirements
- Minimum 3 years of proven experience as an Human Resources Generalist
- Solid knowledge of Korean labour law and HR related regulations
- Proactive approach to solve HR related issues.
- Proven ability to work under tight deadlines and to manage multiple tasks.
- Commitment MSF principles and values.
- Strong interpersonal, communication and administrative skills.
- Good command of English in speaking and writing.
- PC skills: Excel and Word are essential.
