▣ Six at the top : The Great Ruler issues commands,
founding states and inheriting flefs(appoiting noble families).
Small/petty men should not be employed.
[Explanation]
Six at the top (上六,상육) receives commands from the Great Ruler.
States are founded and family lineages are inherited/rewarded,
but small/petty men must not be used.
[Commentary]
This scene depicts the rewarding of merits after the war has ended.
The situation unfolding in the nation and within families is not much different.
Petty men who fled while others risked their lives fighting often step forward to claim
achievements once the war ends.
Although the war is over, giving positions and opportunities to such petty men
will sow seeds of another future concern.
Therefore, when the Great Ruler, by heavenly mandate [
founds a state [開國,개국] and continues family lineages[承家,승가],
petty men must not be used [小人勿用,소인물용].
Cheng Yi and Zhu Xi also noted that if a petty man has military achievements,
bestowing wealth and noble renk (金帛爵位,금백작위) is acceptable,
but he must never be allowed to interfere in politics.
Dongpa also argues regarding the evils of petty men as follows :
"If military law is strictly enforced when troops deploy, and achievements are evaluated
properly when troops rest, there will be no room for petty men to enter.
Petty men enter because military discipline is lacking.
Without firm orders, unauthorized triumphs (奇勝,기승) occur.
how can one comfortably abide with someone who achieved an unauthorized victory?
If petty men are made feudal lords or high ministers on the day the army rests,
chaos begins from there."
THis applies when the Shi Hexagram(師卦,사괘 - Army) changes into the Sanshui-meng
Hexagram(山水蒙卦,산수몽괘 / Hexagram 4).
Confucius's commentary is no different.
"The command of the Great Ruler is to properly award rewards according to merit
Not using small/petty men is because those petty men will surely cause turmoil
in the country later on
Even in Silrok(True records), memorials petitioning "Never employ petty men"
pour in most frequently.
Line Six at the top[上六,상육] is also viewed through the historical precedent of King Wu rewarding meritorious officials after his victory.
According to Sima Qian's Records of thr Grand Historian(Shiji-Annals),
King Wu appointed feudal lords for each meritorious subject and implemented
the feudal system :
Taigong Wang Lu Shang was enfeoffed in the state of Ql(齊, 제);
The Duke of Zhou was enfeoffed in the state of Lu(魯,노);
Descendants of Emperor Shun were ebfeoffed in Chen(陳,진);
Descendants of Yu the Great were enfeoffed in Ql(杞,기);
His younger brother Guan Shu was enfeoffed in Guan(管,관),
and his younger brother Cai Shu in Cai(蔡,채), instructing them to monitor Lufu(祿父,녹보),
the son of King Zhou of Shang.
When asking about one's lifespan through Guijiun Hexagram(歸魂卦,귀혼괘) such as Shi(師,사),
Bi(比,비), Tongren(同人,동인), Dayou(大有,대유), Sui(隨,수), Gu(蠱,고), and Guimei (歸妹,귀매),
it can be spoken of in terms of 'Decreed Fate'(定明,정명) and 'Unnatural Death/ Accidental fate'
The reason is that because of ;tracing things back to their origin and foreseeing their end'
(元始反終,원시반종), one 'knows the explanations of life and death' (知死生之說(지사생지설),
making it possible to discern whether one will live or die.
As a reference, for petty men and children, tasks will be difficult,
while for great men, tjeir merits will be greatly recognized.
