＜개헌＞은 서두를 일이 아니며, 충분히 논의하고 숙고한 뒤에 ＜내년 지방 선거＞에서 함께 ＜국민투표＞에 부쳐도 됩니다 - 21세기 영어

제목 : <개헌>은 서두를 일이 아니며, 충분히 논의하고 숙고한 뒤에 <내년 지방 선거>에서 함께 <국민투표>에 부쳐도 됩니다.

Title : <Constitutional amendment> is not a rush, and we can discuss and consider it thoroughly and then put it to a <referendum> together in <next year's local elections>.

1. 지금은 <비상 계엄>으로 인해서 엉망진창이 된 대한민국의 <사회 질서>, <사법 질서>를 먼저 바로 잡아야 할 때입니다.

Now is the time to correct the social order and judicial order of the Republic of Korea, which has been ruined by emergency martial law.

2. 지금은 비상 계엄에 편승했던 내란 동조자들을 철저하게 색출하고, 미래 세대를 위해서 철저 하게 응징해야 할 때입니다.

Now is the time to thoroughly ferret out and eradicate the sympathizers of insurrection and the civil war who rode on emergency martial law and thoroughly punish them for future generations.

3. 지금은 <헌법 개정>을 논할 때가 아닙니다. 그동안 <헌법 내용>이 잘못되어서가 아닙니다. 국가 질서와 사회 질서가 무너지고 군대가 국회를 장악하고, 비상계엄으로 사회를 어지럽힌 것은 윤석열 전 대통령 및 내란 동조 세력(군대, 경찰, 검찰, 행정부, 사법부 등)들이 <헌법과 법률>을 묵살 무시하고, <국민의 평화와 헌법상의 기본적인 권리>를 짓밟은 국정농단 세력의 수준 이하의 위헌적인 무력 행위 때문에 일어난 것입니다.

This is not the time to discuss <constitutional amendment>. It's not because <the contents of the constitution> has been wrong. The collapse of the national order and social order, the military dominated the National Assembly, and the emergency martial law disrupted society because of the unconstitutional acts of force below the level of the manipulation of state affairs, which ignored the Constitution and laws by former President Yoon, Suk-Yeol and the forces that sympathized with insurrection and the civil war (military, police, prosecution, administration, judiciary, etc.) and trampled on the People's Peace and Basic Rights under the Constitution.

따라서, <헌법 개정>을 먼저 논할 것이 아니라, <국정농단 세력>부터 먼저 엄벌에 처하고, 발본색원함으로써 다시는 대한민국이 국가적인 위기에 처하지 않도록 하는 것이 먼저 해야 할 일입니다.

Therefore, instead of discussing <the revision of the constitution> first, it is the first thing to do to ensure that the Republic of Korea is never in a national crisis again by first punishing and rooting out the government manipulation forces.

4. 이번에 <헌정 질서>를 어지럽힌 <윤석열 전 대통령의 탄핵 심판> 과정에서 대한민국의 선량한 대다수의 국민은 가슴을 쓸어내렸고, 밤잠을 제대로 자지 못했으며, 자영업자를 비롯한 무수한 중소 상인들과 개인들의 경제생활이 처참하게 붕괴되었으나, 이러한 잘못된 <윤석열 전 대통령 의 탄핵 심판>은 오로지 국민들의 저항과 열정, 우원식 국회의장과 민주당을 비롯한 야당의 헌신적인 노력으로 얻어낸 <선량한 시민들의 승리>의 결과입니다.

In the process of <the impeachment trial of former President Yoon, Suk-Yeol>, which disrupted <the Constitutional Order>, the good majority of South Korea's citizens swept their hearts, did not sleep well, and the economic lives of countless small and medium-sized merchants and individuals, including self-employed people, collapsed disastrously.

However, this false "impeachment trial of former President Yoon, Suk-Yeol" is the result of the "victory of good citizens" obtained only by the resistance and passion of the people and the dedicated efforts of the opposition parties, including National Assembly Speaker Woo, Won-sik and the Democratic Party.

5. 그러나, 일부 국민의 힘 국회의원, 전광훈 목사, 손현보 목사, 전한길 강사 등, 특히 윤상현 국회의원과 나경원 국회의원 등은 <헌법 질서>를 유린하고, <내란>을 선동하고, <국론>을 분열시키고, 국가와 사회 경제를 무참하게 무너뜨렸으며, 수십 년간 대한민국이 피땀 흘려 쌓아온 경제 및 전 세계적인 민주주의에 대한 믿음과 한류의 좋은 기억들과 좋은 인상 및 대한민국의 세계적인 신뢰도를 나락으로 빠뜨렸습니다.

However, some members of the National Assembly, Rev. Jeon, Kwang-hoon, Rev. Son Hyun-bo, and lecturer Jeon Han-gil, especially Rep. Yoon, Sang-hyun and Rep. Na, Kyung-won, have violated the Constitutional Order, instigated the insurrection and civil war, divided the National Opinion, brutally destroyed the nation and social economy, and plunged Korea's economic and global democracy that it has accumulated through blood and sweat, good memories and good impressions of the Korean Wave, and Korea's global credibility into the abyss.

따라서, 지금은 <개헌>을 논의할 때가 아니라, <헌법 질서>를 유린하고, <내란>을 선동하고, <국정>을 농단하고, <국론>을 분열시키고, 국가와 사회 경제를 무참하게 무너뜨린 세력들에 대한 엄정한 처벌과 일벌백계를 먼저하고, 국민들의 마음을 안정시키고 위무하고, 무너진 경제를 되살리고, 엉망진창이 된 사법 질서와 군대 질서를 바로잡는 것이 우선적으로 이루어져야 합니다.

Therefore, this is not the time to discuss the amendment. Strict punishment for those who violated the Constitutional Order, instigated insurrection and the civil war, divided the National Theory, and brutally destroyed the state and social economy must be carried out first. The priority should be to stabilize the minds of the people, to revive the collapsed economy, and to correct the messy judicial and military orders.

6. ​차기 대선 주자가 되고 싶은 훌륭한 정치인은 먼저 특정인에 대해서 근거없는 비방과 중상모략을 삼가고, 대한민국의 멋진 미래를 위해서 분명하고 명쾌한 정책과 비전을 제시하고, 비열하게 느껴지는 내부 총질을 하기 보다는 선의의 경쟁을 해야 합니다.

A good politician who wants to be the next presidential candidate should first refrain from baseless slander, libel, defamation andmudslinging against a specific person, present clear and clear policies and visions for the wonderful future of the Republic of Korea, and compete in good faith rather than shooting an internal gun that feels mean.

7. 2025.4.2. 정대철 대한민국 헌정회장은 "윤석열 대통령과 이재명 더불어민주당 대표는 헌법재판소의 탄핵 심판 선고에 승복한다는 선언을 심판 선고 전에 발표하길 바란다"고 말했습니다.

On April 2, 2025, Chung, Dae-chul, chairman of the the Constitutional Council of the Republic of Korea, a group of former lawmakers, said, "President Yoon, Suk-Yeol and Chairman Lee, Jae-myung of the Democratic Party of Korea should announce a declaration before the judgment that they accept the impeachment judgment of the Constitutional Court.“

전직 국회의원 모임인 <대한민국 헌정회>는 이날 오후 '헌법재판소의 대통령 탄핵 심판 선고에 대비한 호소문'을 통해 " 4월 4일 윤석열 대통령 탄핵 심판에 대한 헌재의 선고가 인용이든 기각 또는 각하든 어느 경우에도 여야 정치권 및 모든 국민은 무조건 승복할 것을 촉구한다"며 이같이 밝혔습니다.

The Constitutional Council of the Republic of Korea, a group of former lawmakers, said in a "appeal to the Constitutional Court's ruling on the impeachment of the president" later in the day, "We urge the political parties and all citizens of the ruling and opposition parties to unconditionally accept the ruling, opposition, or opposition parties, regardless of whether the Constitutional Court's ruling on the April 4 impeachment trial of Yoon Suk Yeol is cited, rejected, or otherwise.“

또한 헌정회, 김두관, 김동연, 김부겸, 한동훈, 오세훈, 안철수 등의 여야 잠룡들은 <윤석열 전 대통령 탄핵 심판>을 기회로 삼아 <헌정 질서 확립>, <사회 질서 확립>, <국가 경제 회복>, <분열된 국론 통합>, <내란 동조 세력 척결>, <국민 감정 위무> 등에는 진정한 관심이 없고, 오로지 <잿밥 – 그저 권력에 대한 욕심과 사욕(私慾)>에만 몰두하고 있는 매우 이기적인 모습을 보이고 있습니다. 심히 참으로 부끄럽습니다.

The Constitutional Association, Kim, Doo-kwan, Kim, Dong-yeon, Kim, Boo-kyum, Han, Dong-hoon, Oh, Se-hoon, and Ahn, Cheol Soo are also very selfish, taking advantage of the "Impeachment Trial of Former President Yoon, Suk-Yeol" to show no real interest in "establishing constitutional order", "establishing social order", "restoration of national economy", "integrating divided public opinion", " eradicating the forces of sympathizing with insurrection and civil war", and "committing public sentiment". They’re very self-serving, focused solely on the desire for power and the desire for self-interest. It's a shame.

국민을 <대통합>하여 이끌어 나갈 지도자로서의 자질과 능력이 심히 부족하고, 정치적인 철학이 매우 빈곤하며, 미래의 비전 제시, 매우 구체적이고 실현 가능한 국가 및 경제 발전 계획 등에 대한 정책적인 안목마저 부족한 사람들입니다.

They lack the qualifications and abilities of leaders to lead the people by <grand integration>, political philosophy is very poor, and policy perspectives on presenting future visions and very specific and feasible national and economic development plans are lacking.

조기 대선이 치러질 경우, 대권 주자로 거론되는 여야 잠룡들이 줄줄이 <임기 단축 개헌론>을 내놓고 있습니다. 특히, 탄핵 정국 속에 정권 교체 가능성이 높은 야당에서도 <대통령 3년 임기 개헌>​에 가세하고 나서면서 <여야 대선주자>들이 개헌을 고리로 <이재명 더불어 민주당 대표>를 포위하고 압박하는 양상입니다.

In the event of an early presidential election, the ruling and opposition parties, which are considered presidential candidates, are proposing a series of arguments for a constitutional amendment to shorten the term. In particular, the opposition party, which is likely to change its regime amid the impeachment, is also joining the constitutional amendment of the three-year term of the president, and the presidential candidates of the ruling and opposition parties are surrounding and pressing Lee, Jae-myung, the leader of the Democratic Party of Korea, through constitutional amendment.

리더자로서의 능력과 자질이 안되는 분들이 그저 <대권 욕심>에 빠져서 심히 <이재명 대표>를 헐뜯고, 비난하고. 중상모략하기에 바쁩니다.

Those who do not have the ability and qualifications as leaders are just so into the <greed for president> that they are very busy insulting and criticizing Chairman Lee, Jae-myung of the Democratic Party

<조기 대선>이 치러질 경우, <대권 주자>로 나서고자 하는 <여야 잠룡>들은 정정당당하게 <이재명 민주당 대표>와 선의의 경쟁, 정책 경쟁, 미래에 대한 비전 제시, 탁월한 리더쉽 발휘 등을 통해서 국민의 선택을 받아야합니다. 그럼에도 불구하고, <이재명 민주당 대표>가 대통령 당선이 될 경우를 대비해서 줄줄이 <3년 임기 단축 개헌론>만 내세우는 가식과 위선이 심히 부끄럽습니다.

In the event of an early presidential election, the ruling and opposition parties who want to run for president should receive the people's choice through fair competition with opposition leader Lee, Jae-myung, policy competition, presentation of vision for the future, and excellent leadership. Nevertheless, we are deeply ashamed of the pretence and hypocrisy of putting forward only the theory of constitutional amendment for shortening the three-year term in case <Representative Lee, Jae-myung> is elected president.

8. <조기 대선>이 치러질 경우, <대권 주자>로 나서고자 하는 <여야 잠룡>들은 정정당당하게 <대한민국의 경제, 군대, 사법적 질서 회복>을 위해서 아래와 같은 사항을 먼저 깊은 관심을 갖고, 실천 및 실행하는 데 앞장서겠다고 선언하시기 바랍니다.

In the event of an early presidential election, the ruling and opposition parties who want to run as presidential candidates should declare that they will take the lead in practicing and implementing the following matters with deep interest to restore the economic, military, and judicial order of the Republic of Korea.

​(1) 포용과 통합을 추구하되, 내란 세력 청산은 철저히 해야 한다.

While seeking engagement and integration, the government should thoroughly liquidate the power of insurrection and the civil war.

​(2) 사법 당국은 내란 핵심 가담자들을 한 치의 관용 없이 단죄해 역사에 교훈을 남겨야 한다.

The law enforcement authorities should condemn key participants of the civil war without any tolerance and leave a lesson in the history of insurrection and the civil war.​

​(3) 검찰과 행정 고위 관료 등의 <내란 옹호 행위>도 책임을 물어야 한다.

They should also be held accountable for acts of defending insurrection and the civil war by prosecutors and high-ranking government officials. ​

​(4) 국회가 선출한 <헌법재판관 3명의 임명>을 거부해 헌재 정상 가동을 방해한 <한덕수 대통령 권한대행>과 <최상목 경제부총리>의 <위헌 행위>를 그냥 넘겨선 안 된다.

We should not let go of the unconstitutional acts of Acting President Han Deok-soo and Deputy Prime Minister for Economic Affairs Choi Sang-mok, who obstructed the normal operation of the Constitutional Court by refusing to appoint three constitutional judges elected by the National Assembly.

​(5) ​검찰·사법 시스템 개혁 필요성도 잊어선 안 된다.

(6) ​일부 국민의 힘 국회의원, 전광훈 목사, 손현보 목사, 전한길 강사 등, 특히 윤상현 국회의원과 나경원 국회의원 등은 <헌법 질서>를 유린하고, <내란>을 선동하고, <국론>을 분열시키고, 국가와 사회 경제를 무참하게 무너뜨렸으며, 수십 년간 대한민국이 피땀 흘려 쌓아온 경제 및 전 세계적인 민주주의에 대한 믿음과 한류의 좋은 기억들과 좋은 인상 및 대한민국의 세계적인 신뢰도를 나락으로 빠렸습니다. 따라서, 반드시 그에 상응하는 엄벌을 해야 합니다.

The People Power Party(PPP)’s some National Assembly members, Pastor Jeon, Kwang-hoon, Pastor Son, Hyun-bo, and lecturer Jeon, Han-gil, especially Rep. Yoon, Sang-hyun and Rep. Na, Kyung-won, have violated the Constitutional Order, instigated insurrection and the Civil War, divided the National Opinion, and brutally destroyed the nation and social economy, and dropped Korea's decades-long faith in economic and global democracy, good memories and good impressions of the Korean Wave, and Korea's global credibility. Therefore, they must be subject to the corresponding severe punishment.

9. <한동훈 전 국민의 힘 당대표>는 이재명 민주당 대표를 비웃고, 경멸하고, 헐뜯고, 중상모략하는 시간에 자신의 인품을 도야(陶冶)하고, 국민들의 삶의 질을 높이기 위한 수준 높은 건전한 정책 대안을 제시하고, 미래에 대한 구체적이고 실현가능한 비전을 연구하고 제시해야 합니다.

Han Dong-hoon should present a concrete and feasible vision for the future by cultivating his own character and philosophy in a time of ridicule, contempt, and slander of representative Lee, Jae-myung, present a high-quality sound policy alternative to improve the quality of life of the people, and research and present concrete and feasible visions for the future.

모든 판단은 국민이 하는 것이며, 그러한 국민적 판단은 선거를 통해서 이루어질 것입니다. 인위적으로, 오로지 자기 자신만 옳다고 우겨대고 추켜세우면서 비열하게 남을 헐뜯고, 유언비어를 유포하여 자기를 드높인다고 해서 국민들이 그대로 받아들일 것으로 생각한다면 오판이며, 정말 바보같은 생각입니다.

All judgments are made by the people, and such judgments will be made through elections. It is a misjudgment and a really stupid idea to think that the people will accept it just because he artificially insist on and praise himself for being right, speak ill of others, spread rumors, and raise himself.

국민의 존경을 받는 지식인, 정치인, 경제인, 종교인, 학자라면 응당 국민의 삶을 향상시키고, 국민들에게 억울하고 분한 일이 없도록 배려하고, 다른 나라와의 경쟁에서 확실하게 살아남을 수 있는 지혜가 담긴 수준 높은 정책에 대한 대안을 제시하여야 합니다.

Intellectuals, politicians, businessmen, religious people, and scholars who are respected by the people should come up with alternatives to high-quality policies that contain wisdom to improve the lives of the people, to ensure that the people do not feel unfair and resentful, and to survive competition with other countries.

타 경쟁자들에 대한 악의적인 중상모략과 비난을 통해서 자기만 옳다고 미화시키고, 자기 자신만 높여서는 안됩니다.

He should not only glorify himself as right through malicious slander and accusation against other competitors, and he should not only elevate himself.

특히, 국민들의 재산과 기본적인 권리를 보장하기 위해 선의의 경쟁을 통해서 자신의 지적 능력, 리더쉽의 능력, 정책적인 안정감, 미래의 확실한 비전 제시 등을 통해서 국민들의 선택을 받도록 성실하게 그리고 정성을 다해서 노력해야 합니다.

In particular, in order to guarantee the property and basic rights of the people, he should make sincere efforts to receive the people's choice through good faith competition, leadership ability, policy stability, and presentation of a clear vision for the future.

10. <안철수 국민의힘 의원>은국민의 대표인 국회의원으로서의 자격 미달이며, 자질이 매우 부족합니다.

Member for the People Power Party (PPP) of Ahn, Cheol-Soois underqualified as a member of the National Assembly, the representative of the people, and is very lacking in quality.

한때, 컴퓨터 무료 백신 V3를 개발하여 국민의 추앙과 존경을 한 몸에 받았고, 엄청난 돈을 벌었으나, 그 이후에는 국민의 인격과 지적 수준을 얕보고, 개인적인 사리사욕과 정치적인 욕심, 사회적 정치적 문제를 야기시키면서 말을 함부로 하고, 국민들의 분열을 부추기는 사악한 정치인으로서 몸부림치고 있다는 사실이 심히 부끄럽습니다.

At one point, he earned the admiration and respect of the people by developing a free computer vaccine V3, butsince then, he has struggled as an evil politician who belittles the personality and intellectual level of the people, talks recklessly while causing personal self-interest, political greed, and social political problems, and encourages people to divide.

특히, 컴퓨터 백신 전문가로서 세계적인 컴퓨터 백신을 개발하는데 벌어들인 돈을 재투자하고, 더욱 더 연구에 매진하면서, 세계적인 컴퓨터 백신 프로그램에 대한 전문가들을 양육하고, 고용하고, 함께 연구하면서 국위를 선양하고, 구글 및 마이크로소프트처럼 세계적인 기업으로 발돋음하는데 몰두하고, 열정을 쏟아부었어야 했습니다.

In particular, as a computer vaccine expert, he should have reinvested the money he earned in developing a global computer vaccine, devoted himself to further research, cultivating, hiring, and researching experts on global computer antivirus program, and devoting himself and passion to becoming a global company like Google and Microsoft.

그럼에도 불구하고, 지나치고 과도한 개인적인 욕심과 비인간적이고 비이성적인 빈곤하고 얄팍한 정치 철학을 갖고 <민주당 이재명 대표의 살해 위협 피습 사건>을 희화화시키고, 이재명 대표의 피습 사건에 대해 “목을 긁힌 뒤 죽은 듯이 누워 있던”이라고 저질적인 언급을 한 사실은 비난을 받아야 마땅하며, 국회의원의 자격 미달이며, 그 자질이 매우 부족함을 드러낸 것입니다.

Nevertheless, with excessive personal greed and an inhumane and irrational poverty and shallow political philosophy, he caricatured the <Democratic Party Chairman Lee, Jae-myung's murder threat attack> and made low-quality comments about opposion leader Lee, Jae-myung's attack,saying,"He was lying dead after scratching his neck," which revealed that Ahn, Cheol-Soo was underqualified as a lawmaker and very lacking in quality.

SEOUL, April 6 (Yonhap) -- National Assembly Speaker Woo Won-shik proposed Sunday that a national referendum to revise the Constitution be held simultaneously on the date of a snap presidential election.

The move came as South Korea is gearing up for a snap presidential election after the Constitutional Court ruled to oust former President Yoon Suk Yeol on Friday over his brief martial law declaration in December. A snap election should be held within 60 days of the court's decision to uphold the impeachment of a president.
​
"I propose a national referendum for a constitutional revision be held simultaneously on the date of (the upcoming) presidential election," Woo said in a hastily arranged press conference at the Assembly.
​
"A constitutional amendment is necessary to further strengthen the pillars of the separation of powers to ensure popular sovereignty and national unity," he said.
​
South Korea has revised its Constitution nine times since 1948, when the South Korean government was established following the end of the 1910-45 Japanese colonial period.
​
Past attempts to revise the most recent Constitution, which was amended in 1987 to introduce a directly elected, single five-year term presidency, have failed due to the political power divide between a powerful presidency and a fractious parliament.
​
In South Korea, the president or the parliament can propose a constitutional amendment, which must be approved by a two-thirds majority in the Assembly and then by a majority in a national referendum, in which more than half of eligible voters participate.

(서울=연합뉴스) 임형섭 오규진 기자 = 우원식 국회의장은 6일 "이번 대통령 선거일에 개헌 국민투표를 동시에 시행할 것을 제안한다"고 말했다.

우 의장은 이날 국회 사랑재에서 긴급 기자회견을 열어 "삼권분립의 기둥을 더 튼튼하게 세우기 위한 개헌이 필요하다"며 이같이 밝혔다.

우 의장은 "지난 대선 때마다 주요 후보 대부분이 개헌을 공약했지만, 구체적으로 절차가 진행된 것은 단 한 차례에 불과했다. 정치세력의 셈법이 각자 다르고 이해관계가 부닥쳤기 때문"이라며 "권력구조 개편 문제가 가장 (이견이) 컸다"고 진단했다.

그는 "개헌에 대한 의견은 여야의 자리에 따라, 정치 지형에 따라 셈법이 달라진다"며 "대통령 임기 초에는 개헌이 국정의 블랙홀이 될까 주저하게 되고 임기 후반에는 레임덕으로 추진 동력이 사라진다. 새 대통령의 임기가 시작되기 전에 물꼬를 터야 한다"면서 조기대선과 동시에 개헌이 필요하다고 거듭 강조했다.

우 의장은 "기한 내에 합의할 수 있는 만큼 논의를 진행하되, 가장 어려운 권력구조 개편은 이번 기회에 꼭 해야 한다"며 "부족한 내용은 내년 지방선거와 함께 2차 개헌을 통해 추진할 수 있을 것"이라고 설명했다.

우 의장은 "개헌을 성사시키기 위해 각 정당에 국민투표법 개정과 국회 헌법개정 특위(개헌특위) 구성을 제안한다"고 말했다.

이어 국민투표법에 대해서는 "헌법불합치 판정을 받은 재외국민 투표권 조항을 개정해야 한다. 이것이 가장 큰 절차적 걸림돌이 되고 있다"며 "이를 개정해 공직선거와 개헌의 동시 투표가 가능하도록 법적 근거를 만들어야 한다"고 밝혔다.

아울러 "국민투표법에 보면 국회 공고 기간 및 국민투표 공고 기간 등을 합쳐 최소 38일이 필요하다"며 "이같은 일정을 고려하면 즉시 개헌특위를 구성해야 한다"고 촉구했다.

우 의장은 '개헌 제안에 대해 민주당 이재명 대표를 포함한 각 당 지도부와 논의했나'라는 물음에는 "지도부와 개헌 논의에 대한 공감대가 있었다. 민주당뿐 아니라 여러 당 지도부와 다 얘기를 했다"고 답했다.

개헌의 방향성에 대해서는 "4년 중임제에 대해서는 상당히 공감대가 높다는 부분은 확인했다. 5·18 정신을 헌법 전문에 수록하는 것도 공감대가 넓은 것 같다"면서도 "국회의장이 얘기하면 가이드라인처럼 느껴질 수 있으니 제가 얘기하기보다는 개헌특위가 구성되면 거기서 논의하는 게 적절할 것"이라고 말했다.

우 의장은 '4년 중임제 혹은 대통령 임기조정 등이 결정되면 다음 대통령부터 적용되는 것인가'라는 질문에도 "그에 대해서는 개헌 특위에 맡기겠다"고 밝혔다.

한편 우 의장은 '대선 후보로 나설 생각이 있나'라는 물음에는 "제가 이런 제안을 하고 대선에 출마하는 것은 정치 도의상 맞지 않는 일"이라며 "국회의장의 역할을 잘 해내는 것이 제 일이라고 생각한다"고 답했다.
