As part of the European Sky Shield Initiative (ESSI), spearheaded by Germany, these systems will bolster the air defence capabilities of the Baltic and Balkan nations.
Slovenia has also purchased the IRIS-T SLM medium-range air defence system from Diehl Defence through the European Sky Shield Initiative (ESSI), following a programme agreement signed with Germany in December 2023.
The TRML-4D radar is built on AESA technology. It can detect and track up to 1,500 targets within a radius of 250km and offers precision in identifying airborne threats, including cruise missiles, drones, and conventional aircraft. Its performance has been exemplified in live tests, notably in Latvia.
Latvia’s defence budget is set to grow by 70% by 2028, reaching nearly $1.7bn, driven by heightened security concerns following Russia’s invasion of Ukraine.

Beyond its immediate impact on Latvia and Slovenia, deploying TRML-4D radars signifies a broader alignment within European defence architecture. With over 80 air defence radar systems contracted under ESSI, HENSOLDT continues to play a role in fortifying Europe’s collective security framework.
HENSOLDT’s portfolio, including SPEXER short-range radar and passive Twinvis radar systems, reinforces its role as a partner in safeguarding infrastructures and operational environments. These systems are components of Germany’s NNbS air defence system and are central in protecting maritime and aerial domains.

BERLIN — Latvia and Estonia are to receive German-made, high-performance radars as part of the Baltic countries’ effort to upgrade their air defense capabilities under the European Sky Shield Initiative.
Defense electronics manufacturer Hensoldt will provide the additional technology, worth more than €100 million (U.S. $108 million). The company will also integrate the TRML-4D radars into the IRIS-T SLM air defense systems destined for the two customers on behalf of Diehl Defence.
Estonia and Latvia agreed to purchase the German-made weapons in September in a deal worth more than €1 billion. For Latvia, the purchase of €600 million worth of air defense systems was the largest military purchase in the country’s 30 years of independence.
The TRML-4D radar enables the detection and tracking of aerial targets within a 250-kilometer (155-mile) radius and are able to simultaneously follow about 1,500 targets, Hensoldt said in a news release.
The European Sky Shield Initiative, launched by German Chancellor Olaf Scholz in 2022, seeks to strengthen the continent’s air defenses, with a particular aim of countering Russian and Iranian ballistic and cruise missiles.
The initiative now counts 21 participating countries, including neutral non-NATO members Austria and Switzerland. The aim is to maintain systems that can form a continuous barrier across the continent, from the Nordic region to Turkey.
The latest announcement brings the total number of radars Hensoldt is producing as part of the initiative alone to more than 80, the company said.
The German-made IRIS-T is the primary short- and medium-range system used under the scheme. Some participating countries have procured American-made long-range Patriot missiles and the Israeli-made Arrow 3 exo-atmospheric interceptor for longer ranges.
France, which is not part of the initiative, has criticized the approach for relying too heavily on non-European components. Italy and Spain are also not participants. However, the initiative has consistently expanded, notably when Poland dropped its ambiguous stance and announced in April it would join.
The initiative, largely a consequence of Russia’s full-scale invasion of Ukraine, has contributed to dramatically accelerating the pace at which European governments are spending funds on air defense. The Baltic states were among the first European nations to kick off the initiative, signing a joint declaration with 12 others in October 2022.

Taufkirchen, 4 July 2024 - Sensor specialist HENSOLDT is providing massive support for the German ‘European Sky Shield Initiative’ ESSI: As part of an order from Diehl Defence worth more than 100 million euros, HENSOLDT is supplying its high-performance TRML-4D radars, including a maintenance and training package, to Latvia and Slovenia. The radars will be deployed in the two ESSI countries as part of the IRIS-T SLM air defence system. This means that HENSOLDT currently has more than 80 air defence radars of various ranges under contract as part of the ESSI initiative alone.

The TRML-4D has delivered exceptionally good detection performance in Ukraine and prevailed against strong competition during live tests in Latvia. It is based on the latest AESA (Active Electronically Scanned Array) radar technology and ensures the rapid detection and tracking of around 1,500 targets within a radius of up to 250 kilometres. It is capable of quickly and reliably detecting and tracking all types of air targets - cruise missiles, rockets, drones and aircraft - and classifying them for engagement.
HENSOLDT has decades of experience with radar systems for air defence and is actively driving the further development of key technologies in this field. In addition to the TRML-4D high-performance radar, the company's portfolio includes the SPEXER short-range radar, the Twinvis passive radar and radars for securing ship and air traffic.
