The role of sustainable biofuels in the transition from a fossil-based economy to carbon neutrality has been the subject of intense and often misinformed debate over the last few years. Lately, however, there has been cause for optimism that Europe could move to a more constructive discussion. Consider a couple of recent signs that European policymakers are waking up to what their counterparts around the world already know: that renewable ethanol offers strategic advantages for energy independence, food security, and the fight against climate change.
화석 기반 경제에서 탄소 중립으로 전환하는 과정에서 바이오 연료의 역할은 지난 몇 년 동안 잘못된 정보로 논쟁의 주제였다. 하지만 최근에는 유럽에서 낙관적인 전망이 나오고 있다. 세계 많은정책자들이 재생 가능한 에탄올이 가지고 있는 에너지 독립, 식량 안보, 기후 변화 대응의 전략적 이점에 관심을 보인다는 것을 유럽 정책자들이 이제는 인식하고 있다는 최근의 몇 가지 징후 보이고 있다.
 
One such development is a declaration by the G7 group of leading economic nations—a statement co-signed by EU leaders—asserting that sustainable biofuels have a vital role to play in transport decarbonization. 
그중 하나가 바이오연료가 운송 수단의 탈탄소에 중요한 역할을 한다는 G7선언이다. 
 
Another positive signal was a European Court of Auditors report calling into question the current EU strategy of betting everything on electric vehicles as the way to decarbonize road transport—and phasing out all other options. The EU’s main auditing institution found that Europe’s ambitions to rely on electric vehicles for road transport leave it vulnerable to long-term dependency on China and the U.S. for battery technology, and threaten its ability to meet goals for reducing CO2 emissions from cars. In other words, the consequences of banning new sales of internal combustion engine cars after 2035, without making allowances for cars that could run on carbon-neutral liquid fuels, are potentially serious.
또 다른 긍정적인 신호는 도로 운송의 탈탄소화를 위해 전기 자동차에 모든 것을 걸고 다른 모든 옵션을 단계적으로 폐지하려는 현재 EU의 전략에 의문을 제기하는 유럽 감사원 보고서이다. EU의 주요 감사 기관은 전기 자동차에 의존하려는 유럽의 정책이 장기적으로 중국과 미국의 배터리 기술에 의존하여 자동차에서 발생하는 CO2 배출량 감축 목표 달성을 위협하고 있다고 밝혔다. 즉, 2035년 이후부터  탄소 중립 액체 연료로 운행하는 내연기관 자동차의 신규 판매를 금지할 경우 그 결과는 심각할 수 있다.
 
To be sure, there are still problems with the EU’s political approach to biofuels. Some EU countries, most recently Sweden, have decided to curtail biofuels blending obligations in a misguided effort to reduce fuel prices and, thus, risk missing their climate targets. 
바이오 연료에 대한 EU의 정치적 접근 방식에는 여전히 문제가 있다. 최근 스웨덴을 비롯한 일부 EU 국가는 연료 가격을 낮추기 위한 잘못된 노력으로 바이오 연료 혼합 의무를 축소하기로 결정하였는데 이러한 사항은 기후 변화 목표를 달성하지 못하게 할 위험이 있다.
 
Ethanol biorefineries across the EU contribute to several European strategic objectives, including: 
EU지역의 에탄올 바이오 정제소는 다음과 같은 유럽 전략 목표에 기여하고 있다.

• Climate change mitigation: Biofuels continue to be the main renewable energy in transport and a proven solution for reducing emissions from cars. 
기후변화 완화 : 바이오 연료는 운송 분야의 주요 재생 에너지이며 자동차 배출 가스 감축을 위한 검증된 방법이다.
 
• Energy independence: Domestic production of renewable ethanol helps reduce the EU’s dependence on imported fossil fuel. EU policies that unfairly hamper the use of sustainable biofuels such as ethanol are, by definition, opening the door to more fossil oil.
에너지 독립 : 재생 에탄올의 유럽 내 생산은 화석 연료 수입 감소에 도움이 된다. 에탄올과 같은 바이오 연료의 사용을 방해 하는 EU정책은 결국 더 많은 화석 연료 사용을 부추기는 역활이 된다,  

• Food security: The “food vs. fuel” argument reared its head again in 2022, but once again has been shown to be a complete myth. 
식량 안보 : 2022년에 식량 안보(에탄올 사용은 식량 부족 문제를 일으킨다) 라는 논쟁이 불거졌지만 . 이는 허구임이 밝혀졌다.
 
• Strategic autonomy: Domestic ethanol production also creates other beneficial products, including biogenic CO2 that is essential to ensure supply.
전략적 자율성 :  EU지역내 에탄올 생산은 CO2 포집을 비롯한 다른 방법으로도 생산한다.
 

It’s clear Europe still needs more than one solution to achieve meaningful transport de-fossilization. Sticking to a one-size-fits-all EV strategy is destined to disappoint. Let’s hope European policymakers recognize this reality and take a more inclusive approach. 
EU는 탈화석 연료화를 달성하기 위해 여러 가지 방법을 시도 하는 것이 필요 할 것이다. 획일적인 전기차 전략을 고수하는 것은 실망스러운 결과를 초래할 수 있다. 유럽의 정책자들이 이러한 현실을 직시하고 보다 다양한 접근 방식을 취하기를 바란다.
