In June 2026, the Mitchell Institute for Aerospace Studies brought together, over 3 days, 70 strategists, planners, operators and technologists from the US air forces, 7 allied air forces and industry. Their wargame concluded that the projected US Air Force force structure in 2036 would not enable it to fight simultaneously in Europe, the Pacific and North America. While this finding is consistent with the known limitations of the US armed forces, its translation into an annual budget requirement deserves closer examination.

The Mitchell Institute simulates three simultaneous air fronts
Participants had access to a common fleet including F-47s, F-35As, F-15EXs, B-21 and B-52 bombers, E-7As, tanker aircraft and collaborative combat aircraft. US Navy and US Marine Corps aircraft were not included. The combined requirements of the 3 teams quickly exceeded available inventories, forcing trade-offs between a Russian offensive in the Baltic States, a Chinese attack against Taiwan and cruise missile strikes against the United States and Canada.
After 2 weeks of simulated fighting in Europe, allied forces had halted the Russian offensive, gained air superiority over the Suwalki Corridor and reduced Russian forces committed by more than 70%. In the Pacific, on the ninth day, they had destroyed only around 25% of the Chinese air defenses, aircraft and naval forces supporting the assault against Taiwan. Attrition and munitions consumption then led the team to prioritize the defense of Japan, the Philippines and the first island chain.
To learn more about that:
US Air Force no longer has enough fighters, pilots, tankers ...
The US Air Force faces simultaneous shortages of fighters, pilots, tankers and surveillance assets that are already straining operations and budget debates.
Overseas deployments also left the team responsible for North America with resources far below its requirements. It considered it necessary to maintain 19 permanent air patrols to cover the main cruise missile approach routes, but could sustain only 3. The remaining fighters were distributed among several Canadian and US bases on ground alert. Reinforcing the European and Pacific theaters therefore directly reduced the air cover available over US and Canadian territory.
The 3 teams requested a larger fighter fleet, including more next-generation F-47s. According to the Mitchell Institute players, “the current fighter shortfall [constitutes] too large a gap to meet the service’s global operational requirements”. Around 800 collaborative combat aircraft could have supported a major war in a single theater, but not simultaneous campaigns. Participants did not regard them as substitutes for crewed fighters, as their performance and versatility remain more limited.
