서      문

본 책자는 OCIMF발행의 "Inspection Guidelines for Bulk Oil Carriers (2nd Edition 1994)"를 위주로 하고 USCG Port State Control을 참고하여 일반선박에 적용할 수 있도록 작성하였다.

"OCIMF Inspection Guidelines for Bulk Oil Carriers"의 각 항목에 우선 선박의 대응방법에 대해서 서술하고 다음으로 그 해당사항의 근거가 되는 협약, RULES, 권고 등을 인용하여 기술하였다. 이 인용부분에 대해서는 모든 문장을 기재하고 있지 않고 해당부분만 기재하였으므로 추가로 필요사항이 있으면 원문을 참조 바란다.

본 책자의 "SOLAS"등은 1998년 개정까지의 조문을 의미하고, 동협약(SOLAS)의    여객선에 관계되는 조항은 생략하였다.

SOLAS의 조문을 기재하는 경우, 장·규칙번호·제목의 뒤에 활용 문구(적용선) 또는 (모든 선박)으로 기재하고 있으며 의미는 다음과 같다.

★(적용선)이란

SOLAS 및 AMENDMENTS 각 장에 대하여 적용에 적합한 선박을 의미한다.

제 Ⅰ장 이 규칙은 별도의 명문규정이 없는 한 국제항해에 종사하는 선박에 대    하여서만 적용한다.

제Ⅱ-1장 별도의 명문규정이 없는 한 이 장은 1986년 7월1일 이후에 용골이 거    치되었거나 또는 이와 동등한 건조단계에 있는 선박에 적용한다.

제Ⅱ-2, Ⅲ장 별도의 명문규정이 없는 한 이 장은 1998년 7월1일 이후에 용골이    거치되거나 또는 이와 동등한 건조단계에 있는 선박에 적용한다.

제Ⅳ장 별도의 명문규정이 없는 한 이 장은 이 규칙이 적용되는 모든 선박과     총톤수 300톤 이상의 화물선에 적용한다.

제Ⅴ장 이 장의 규정은 별도의 명문규정이 없는 한 군함과 전적으로 북미의      오대호와 그에 접속 및 부속하는 수역(캐나다의 퀘백주 몬트리얼의 세인트 램버트 로크의 하류측 출구를 동단으로 한다)을 항행하는 선박을 제외하고, 모든 항해에 종사하는 모든 선박에 적용한다.

제Ⅵ장 이 장은 현행 규칙이 적용되는 모든 선박 및 총톤수 500톤 미만의 화물선    에 있어서 그 화물의 특정한 유해성 때문에 선박 또는 승무원에게 특별한 사전조치가 요구되는 화물(산적액체, 산적가스 및 다른 장에서 규정한 운송사항은 제외)의 운송에 적용한다. 단, 총톤수 500톤 미만의 화물선에 대하여 주관청은 피항지의 유무 및 항해 조건상 이장의 A 또는 B편의 특정요건을 적용하는 것이 불합리하거나 또는 불필요하다고 생각되는 경우, 이들 선박에 요구되는 안전을 확보하기 위한 조치를 취할 수 있다.

★(모든 선박)이란

위에서 기술한(적용선)이외의 선박을 의미한다.

또, 선박의 대응방법에 대해서는 외국승무원이 이용할 수 있도록 일부 영문    을 병기하였다.

2. PSC 검사 준비

(1)    PSC 검사는 PORT STATE CONTROL의 CHECKLIST로 행해지지만, 대략적으로 이 준비서에 기재된 항목에 대해서 CHECK가 된다. 그러므로 이 준비서를 숙독하고 CHECK항목이 의미하는 내용을 충분히 이해하는 것이 중요하다.

(2)    IMO, ICS, OCIMF 등에 규정되어 있는 선내비치서적류는 최신의 것을 비치하고 선내의 각종 SAFETY SIGN LABEL, WARNING NOTICE등은 사전에 구입 또는 수급하여 두지 않으면 안된다. 또, LABELING, NAMING, PAINT MARKING등은 일상의 정비작업시에 실시하여 둔다.

(3)    MANUAL, RECORD BOOK류의 준비도 중요하다. RECORD BOOK은 실시한 작업, 점검, TEST등의 내용을 정확히 기입하여 둘 것.

(4)    PSC 검사는 안전, 구명, 소화설비의 CHECK가 특히 신중하게 행해진다.
따라서 일상의 훈련시에 승무원들에게 취급방법의 습득을 철저히 하여 둔다. 한 번의 훈련시에 모든 장치·기기의 취급방법을 교육하는 일은 어려우므로 교육계획서를 작성하여 순차적으로 계속 실시하는 일이 중요하다.

(5)    PSC 검사가 예정된 경우에는 본 준비서의 CHECK항목에 따라 선박에서 사전에 CHECK를 실시하고 부적합한 개소를 발견시에 바로 수정작업을 실시한다.

(6)    선박의 첫인상은 매우 중요하다. 다음과 같은 사항은 PSCO(Port State Control Officer) 승선전 미리 준비하여 좋은 인상을 심어줄 수 있도록 한다.

(a)   승무원의 복장에도 주의를 하고, 특히, 안전모, 안전화 등의 안전보호구의 착용을 철저히 시행한다. 또, 선내전체의 청결, 정리정돈도 실시하여 둔다.

(b)  오래된 선박 또는 관리가 안된 선박은 지적받기 쉬우므로 HOUSE KEEPING 상태, E/R 의 DRIP PAN 등을 청결하게 유지하고 DECK상에도 누유되는 곳이 없도록 한다.

(c)   노출된 주요 손상의 경우 사전에 미리 알린다(황천 및 접촉손상 등)

(d)  PSC에 의한 주요지적사항 및 구조적 결함의 경우 가능한 빨리 그 지역의 선급검사관의 도움을 받는 것이 편리하다.

3. PSC 검사 순서 및 준비사항

  (1) 증서·서적류의 CHECK

     통상 PSCO는 승선후 사무실등에서 다음의 사항을 CHECK한다.

     (a) GENERAL SHIP PARTICULARS

        사전에 선박의 PARTICULAR를 작성하여 두었는 가? 

     (b) CERTIFICATION, DOCUMENTATION AND INFORMATION

각종 증서번호, 유효기간 등의 일람표를 작성하고, 증서도 PSCO에게 INSPECTION이 행해지는 순서에 따라 제시될 수 있도록 준비하여 둔다.

        2.(3) 아래에서 기술한 MANUAL, RECORD BOOK 및 제 2장 CHECK 항목에 있는 서지, 서적류도 INSPECTION이 행해지는 순서에 따라 제시한다.

     (c) 질의응답

        각종 PSC절차에 따라 내용안의 각 항목에 대한 질의가 행해진다.
이들의 질문에 즉시 답할 수 있도록 사전CHECK를 하고 내용을 상세히 이해하여 둔다.

  (2) 현장 점검

     증서, 서류 등의 PSC 검사가 종료후 현장 점검이 행해진다. 통상, 선교 →거주구역 →CARGO CONTROL ROOM →DECK →기관실의 순서로 행해진다. PSCO가 다수인 경우, 갑판과 기관실 점검으로 분리하여 PSC하는 경우도 있다.

     PSC 검사에 입회하는 승무원은 PSCO의 질문에 즉시 응답할 수 있도록 설비, 장비 등에 정통하여 둘 필요가 있다. 또, 구명설비, 소화설비 등의 취급에 대해서는 사관뿐 아니라 부원에게도 질문할 경우가 있으므로 전승무원에 대해서도 구명·소화설비에 대한 교육을 철저히 하여 둔다.

     현장 점검 도중에 어떤 항목에 대해서 DEFICIENCY를 지적할 경우 현장에서 바로 처리할 수 있는 것은 신속히 개선한다.

(3) PSC REPORT의 작성

PSC 검사 종료후 PSCO는 점검결과를 REPORT로 작성한다.

     선박의 DEFICIENCY LIST를 작성하고 선장에게 확인을 구한다. 지적된 DEFICIENCY에 대해서는 그 처리방법을 PSCO에게 설명한다.

     선장은 DEFICIENCY의 내용에 대해서 납득이 되도록 PSCO에게 설명을 요구해야 한다.

P R E F A C E

1. A NOTE FOR USAGE OF THIS MANUAL

  This manual was compiled with asking to style of "Inspection Guidelines for Bulk Oil Carriers (2nd Edition 1994)" which was published by OCIMF and referring to "Port state control of USCG for general cargo ships and bulkers

  Countermeasures for the questionnaires are described below each questionnaire at first, then quoted conventions, rules, and counsels that are background for each questionnaire.

  However please remember that some paragraphs of the quotations are not completely quoted, then if necessary refer their original.

  On this manual, "SOLAS" means the texts of "International Convention for the Safety of Life at Sea, 1974, and its "1998 Amendments". And the texts of SOLAS concerning PASSENGER SHIPS are omitted on this manual.

  Please refer "REFERENCE DATA I " at the end of this manual about other conventions, rules, councils.

  And some paragraphs are translated into English for the convenience of crew who do not understand Korean well.

2. Preparation for Taking PSC inspection

(1) Ship's inspections are carried out in “PORT STATE CONTROL” with using the checklists they own, and so on.
Almost of them are enforced and inspected on the nearly same items are this manual.
Therefore, it is surely necessary to prepare for the inspection with understanding mean of each questionnaire well by reading this manual.

(2) You must possess latest publications which are prescribed by IMO, ICS, OCIMF, and other prescription, and you must make arrangement for purchasing "SAFETY SIGN LABELS", "WARNING NOTICES", and so on, before inspection, if you do not possess them, And you also must engage "LABELING", "NAMING", "COLOUR CONING", and so on, in your daily maintenance work.

(3) It is important to put "MANUALS", "RECORD BOOK", in good order.
The contents of works, inspections, examinations, test, and others should be recorded correctly in each record books.
Manuals and record books shall be prepared prior to inspections.

(4) Ship's inspection is carried out must severely for especially Safety Equipment, Life Saving Equipment, and Fire Fighting Equipment.
Therefore, whenever the drills are carried out, all crew must surely study and practice how to handle that equipment, and get skilled in use.
It is important to schedule the rotation for studying and practicing of handling the equipment as it's so hard to understand all of them at the same time.

(5) Whenever the Ship’s Inspection is scheduled, in advance, you must inspect your seine line with the questionnaire items in the manual on ship's side.
If deficiencies are found, repair and made them in good order.

(6) It is very important for the ship to give the PSCO (Port State Control Officer) the first impression and appearance. Prior to PSCO onboard, Ready for the followings to give a good impression.

(a)  Safety Protections should be certainly wore, for example; helmets, safety shoes, ear protectors, and so on. And then, it is also necessary to keep clean, clear, and make arrangement good properly inside of her accommodation quarter and others.

(b)  Old/poorly maintained vessels more susceptive to PSCO. To be maintained the cleanness of housekeeping condition, drip pans in E/R and oil spills on deck, etc.

(c)  Proactive approach in case of known major damages (heavy weather, contact damages, etc.).

(d)  Involve/engage local class surveyor in case of structural deficiencies/ major findings by PSC at the earliest convenience.

3. Procedures and Preparations for the Inspection

(1)  Inspection of certificate and documents

The PSCO inspects as follows right after embarking ordinarily.

     (a) GENERAL SHIP PARTICULARS           

        Prepare the list or table of ship's particular.

     (b) CERTIFICATION, DOCUMENTATION AND INFORMATION

       Prepare the list of certifications including the NUMBER, DATE OF EXPIRATION, and so on. And prepare certificates to show the PSCO in order of inspections, too.

And also prepare MANUALS, RECORD BOOKS, and PUBLICATIONS that are listed up in CHAPTER 2 of this in order of inspections.

     (c) Questions and Answers

        PSCO ask you questions in line with each inspection procedure.

        All crew need to understand the item of questionnaires and what they are meaning, in advance of inspection, on ship's side, in order to answer immediately after their asking.

(2)  Inspection on the Scene

After complete the documentary inspection, the other inspections are carried out on each scene. PSCO ordinarily inspect bridge, accommodation quarter, cargo control room, exposed deck, and engine room in turn, There is some possibility that the inspection is carried out in deck section and engine section at the same time separately, if the PSCO is not single-handed but teamed by some members.

Personnel who guides PSCO for the inspection shall be familiar with facilities, equipment, and etc..

Of the ship to give him an immediate correct answer for his question.

And also all crew must surely study and practice how to handle those equipment, and get skilled in use, as the PSCO gives some questions about Life Saving Appliances, Fire Fighting Appliances and so on, not to only personnel in charge but also to other crews without distinction of rank.

When the PSCO pointed some deficiencies during the inspection on the scene, they should be repaired or improved, if it's possible, immediately then and there.

(3)  PSC inspection Report

After complete the PSC inspection, the PSCO describe the PSC inspection Report.

Then they require a captain to agree the Deficiency List they described.

And it is necessary to explain the PSCO about treatments and improvements for deficiencies that were pointed thereafter.

Master shall require PSCO the exact explanations about DEFICIENCIES until he understands them very well.
