離婁(이루) 上(상) 1장 孟子曰 離婁之明과 公輸子之巧로도 不以規矩면 不能成方員이요 今有仁心仁聞이로되 而民不被其澤하여 聖人이 旣竭目力焉하시고 繼之以規矩準繩하시니 旣竭心思焉하시고 繼之以不忍人之政하시니 故로 曰 爲高하되 必因丘陵하며 上無道揆也하며 下無法守也하여 故로 曰 城郭不完하며 兵甲不多가 非國之災也며 詩曰 天之方蹶시니 無然泄泄라하니 故로 曰 責難於君을 謂之恭이요 이루 상 제1장孟子께서 말씀하셨다. 그림쇠(Compass & Rule)를 쓰지 않으면 네모(方形)와 圓形을 만들지 못하고, 사광師曠의 예민한 청력聽力으로도 육률六律을 쓰지 않으면 五音을 바르게 조절하지 못한다. 요순堯舜의 道로도 仁政으로써 아니하면 능히 天下를 태평하게 다스리지(平治) 못할 것이다.
이제 어진 마음(仁心)과 어진 소문(仁聞)이 있으나, 백성이 그 혜택을 입지 못하며, 후세에 法道가 되지 못함은 先王의 道를 실천하지 않기 때문이다. 그러므로 '한갓 善心(徒善)만으로는 정치를 하기에는 부족하며, 한갓 法道 만으로는 그것이 저절로 행하여지지 못한다'고 하였다.
『시경詩經』에 '틀리지도 않고 잊지도 아니함은, 옛부터의 법(典章)을 따라서 말미암기 때문이다' 하였다. 先王의 法道를 준수하고서 잘못을 저지르는 사람이 여지껏 있지 않았다. 聖人이 이미 시력視力을 다 하여 살피고도, 이어서 규規(Compass) 구矩(Rule) 준準(Leveler) 승繩(Vertical)을 써서, 네모와 圓 水平 直線을 만들었으니 그것으로 이루 다 못해낼 것이 없다. 이미 청력耳力을 다 하여 들으시고도 이어서 六律을 쓰시니, 五音을 바르게 조절함에 이루 다 쓰지 못할 것이다. 이미 마음과 생각(心思)을 다 하고, 이어서 남에게 차마 하지 못하는 정사(不忍人之政)를 쓰시니, 仁이 천하를 덮게 되었다. 그러므로 '높게 만들려면 반드시 산이나 언덕을 따라야 하고, 낮게 만들려면 반드시 내나 늪을 따라야 한다'하니, 政事를 함에 있어 先王의 道를 따르지 않으면 지혜롭다고 하겠는가? 이러므로 오직 仁者만이 높은 지위에 있어 마땅하다. 不仁하면서 높은 지위에 있으면, 이는 그 惡을 여러 사람에게 뿌리는 것이다. 위에 있는 임금은 道로써 하늘의 뜻을 헤아림이 없으며,
그러므로 '성곽城郭이 완전하지 못하고 군사가 많지 않은 것이 나라의 재앙이 아니며, 밭과 들이 개간되지 않으며, 재물이 모이지 않는 것이 나라의 해害가 아니다. 윗사람이 무례無禮하고 아래에 있는 백성들이 배움이 없으면, 나라를 해치는 백성(賊民)들이 일어나 나라가 금방 망할 것이다. 『시경詩經』에 '하늘이 바야흐로 (周나라를) 움직이려 하는데 그렇게 예예泄泄하지 말지어다' 하였으니, 예예泄泄는 답답沓沓과 같다. 임금을 섬기는데 義가 없으며, 나아가고 물러남에 禮가 없고, 말했다 하면 곧 先王의 道를 그르다고 하는 것은 답답沓沓과 같다. 그러므로 '임금에게 어려운 일을 해내게 하는 것(어려움으로 임금을 책하는 것)을 공恭이라 하고, 善한 일을 늘어놓아 惡한 일을 막는 것(착한 것을 펴서 간사함을 막는 것)을 경敬이라 하고, 우리 임금이 무능하다 하다는 것(우리 임금이 해내지 못할 것이라 하는 것)을 적賊이라고 한다' 하였다." 《離婁上 - Li Lou I》 1-1 孟子曰:「離婁之明,公輸子之巧,不以規矩,不能成方員: 師曠之聰,不以六律,不能正五音;堯舜之道,不以仁政,不能平治天下。 今有仁心仁聞而民不被其澤,不可法於後世者,不行先王之道也。 Mencius said, 'The power of vision of Li Lou, and skill of hand of Gong Shu, without the compass and square, could not form squares and circles. The acute ear of the music-master Kuang, without the pitch-tubes, could not determine correctly the five notes. The principles of Yao and Shun, without a benevolent government, could not secure the tranquil order of the kingdom. There are now princes who have benevolent hearts and a reputation for benevolence, while yet the people do not receive any benefits from them, nor will they leave any example to future ages - all because they do not put into practice the ways of the ancient kings. 1-2 「故曰,徒善不足以爲政,徒法不能以自行。 《詩》云:『不愆不忘,率由舊章。』遵先王之法而過者,未之有也。 聖人?竭目力焉,繼之以規矩準繩,以爲方員平直,不可勝用也; ?竭耳力焉,繼之以六律,正五音,不可勝用也; ?竭心思焉,繼之以不忍人之政,而仁覆天下矣。 'Hence we have the saying: "Virtue alone is not sufficient for the exercise of government; laws alone cannot carry themselves into practice." It is said in the Book of Poetry, "Without transgression, without forgetfulness, Following the ancient statutes." Never has any one fallen into error, who followed the laws of the ancient kings. When the sages had used the vigour of their eyes, they called in to their aid the compass, the square, the level, and the line, to make things square, round, level, and straight: the use of the instruments is inexhaustible. When they had used their power of hearing to the utmost, they called in the pitch-tubes to their aid to determine the five notes - the use of those tubes is inexhaustible. When they had exerted to the utmost the thoughts of their hearts, they called in to their aid a government that could not endure to witness the sufferings of men - and their benevolence overspread the kingdom. 1-3 「故曰,爲高必因丘陵,爲下必因川澤。 爲政不因先王之道,可謂智乎?是以惟仁者宜在高位。 不仁而在高位,是播其惡於?也。上無道揆也。 下無法守也,朝不信道,工不信度,君子犯義,小人犯刑,國之所存者幸也。 'Hence we have the saying: "To raise a thing high, we must begin from the top of a mound or a hill; to dig to a great depth, we must commence in the low ground of a stream or a marsh." Can he be pronounced wise, who, in the exercise of government, does not proceed according to the ways of the former kings? Therefore only the benevolent ought to be in high stations. When a man destitute of benevolence is in a high station, h e thereby disseminates his wickedness among all below him. When the prince has no principles by which he examines his administration, and his ministers have no laws by which they keep themselves in the discharge of their duties, then in the court obedience is not paid to principle, and in the office obedience is not paid to rule. Superiors violate the laws of righteousness, and inferiors violate the penal laws. It is only by a fortunate chance that a State in such a case is preserved. 1-4 「故曰,城郭不完,兵甲不多,非國之災也;田野不?,貨財不聚,非國之害也。 上無禮,下無學,賊民興,喪無日矣。 《詩》曰:『天之方蹶,無然泄泄。』泄泄,猶沓沓也。 事君無義,進退無禮,言則非先王之道者,猶沓沓也。 故曰:責難於君謂之恭,陳善閉邪謂之敬,吾君不能謂之賊。」 'Therefore it is said, "It is not the exterior and interior walls being incomplete, and the supply of weapons offensive and defensive not being large, which constitutes the calamity of a kingdom. It is not the cultivable area not being extended, and stores and wealth not being accumulated, which occasions the ruin of a State." When superiors do not observe the rules of propriety, and inferiors do not learn, then seditious people spring up, and that State will perish in no time. It is said in the Book of Poetry, "When such an overthrow of Zhou is being produced by Heaven, Be not ye so much at your ease!" " At your ease;" - that is, dilatory. And so dilatory may those officers be deemed, who serve their prince without righteousness, who take office and retire from it without regard to propriety, and who in their words disown the ways of the ancient kings. Therefore it is said, "To urge one's sovereign to difficult achievements may be called showing respect for him. To set before him what is good and repress his perversities may be called showing reverence for him. He who does not do these things, saying to himself, My sovereign is incompetent to this, may be said to play the thief with him."' |
