As a result of studying the investment environment of Korea and China in seven economic categories and six living categories, Korea was found to be less competitive than China in most of the categories is in terms of cost. However, in terms of social infrastructure, Korea is generally more competitive than China. Korea's biggest advantages over China included technology, R&D, intellectual property protection, communication, healthcare, and immigration. But in terms of cost, there is a huge difference between Korea and China.
If you are a foreign investor considering whether to invest in Korea or China in order to reduce production cost, China is the obvious choice. However, if you are in the high-tech business and looking for a partner, Korea would be a better choice since Korean companies are the best when it comes to IT technology, productive labor, semiconductor, LCD, mobile phones, and wireless communication. Korea is often used as a test bed for wireless communication and other cutting edge technologies because Koreans adapt to new technologies more rapidly and are very eager to try new things. This is one of the reasons why Korea would be the most ideal place for multinational companies to invest and establish an R&D center.
In terms of living environment, the Korean government has been making continuous efforts to improve visa conditions (immigration desk exclusively for foreign investors), education system (new government-supported foreign schools), and traffic conditions (road signs in English).

Labor costs in Korea are about nine times higher than those of China. As such, China is a far better country than Korea in terms of cost saving. Also, Korea has a long history of labor strikes, which is a negative factor for foreign investors. Despite all this, 80% of high school graduates go to college and Korea ranks 6th in the world in the number of R&D personnel. Intellectual Property
As 70% of all the counterfeit products in the world are estimated to be made in China, China is one of the countries where intellectual property is least protected. Despite its efforts, the Chinese government is unable to stop the massive production and distribution of counterfeit products. Although Korea was also regarded as a country where intellectual rights are violated most, it now ranks 7th in the world in the number of international patents. Korea is now a country where more and more people recognize the importance of protecting copyrights.

However, since over 60% of college students in China study engineering and China ranked 7th in the world in the number of R&D personnel, China has great potential for development.

In Korea, the government has funded a number of foreign schools including Gyeongnam Foreign School, Yongsan Foreign School, and Gyeonggi Foreign School in order to attract foreign investors.

In China, the quality of medical services varies greatly. Most of the foreign residents in China use foreign hospitals in major cities, but these hospitals are much more expensive than regular Chinese hospitals.
