With less than two years left in President Roh Moo-hyun`s term, the ruling Uri Party appears determined to spur the movement for a constitutional amendment.
"We hope to gain public approval to form a parliamentary research committee that will offer advice on constitutional amendments," said National Assembly Speaker Lim Chae-jung yesterday in a speech during the 58th anniversary of the Korean Constitution.
So far, the constitution was amended on nine occasions since its inception.
Lim`s comments come amid mounting calls for a constitutional amendment to empower the president and recognize more civic rights.
Not a few experts have pounced on the inefficacy of the current single 5-year term, citing the "lame duck" situation that occurs after the first few years in office. The single term also causes a costly mismatch of presidential and parliamentary elections since legislators have four-year terms.
Those advocating the constitutional amendment support a change to a maximum two terms lasting four years each. There are also calls for the creation of an office of vice president and more radically, the introduction of a cabinet system headed by the prime minister.
"We need a maximum two-term presidency to keep the president in sync with the political milieu," said Uri`s transitory leader Kim Geun-tae during a recent appearance on a radio program.
Uri and President Roh faced off after the May 31 local elections that dealt a stinging defeat to the ruing party. Uri bitterly berated the president for his lack of support in the aftermath.
But an amendment, regardless of how necessary it is deemed to be, will not be an easy item to negotiate, observers say.
Public distrust is cited as the biggest reason.
"The nine amendments made so far were all performed for political reasons, usually not too far away from the presidential ballot. The political arena needs to break this habit," said Lee Byung-suk of the opposition Grand National Party.
Conservatives, led by the GNP, believe the amendment should be put on the back burner until the next assembly, after the 2008 parliamentary elections.
But most presidential hopefuls, from both the ruling and opposition parties, have alluded to constitutional amendment as part of their election pledges.
The single-term presidency was the fruit of a 1987 amendment; an antidote to the military dictatorships that eroded the country`s democracy.
"The 1987 amendment was executed under unique political circumstances, and therefore created a stilted form of democracy that must now be readdressed," said Lim, the assembly speaker.
For an amendment to be passed, the National Assembly must pass a proposal made by assembly members or the president. For the bill to be passed, it needs the approval of more than two thirds of the parliament.
Once the amendment is passed, the bill will be subjected to a nationwide vote. The president is banned from vetoing the results.

노무현 대통령의 임기가 2년이 채 남지 않은 가운데 여당인 열린우리당은 헌법개정을 추진하는 데 박차를 가할 것으로 보인다.
“국민의 동의를 얻어 헌법개정을 자문할 국회 조사위원회를 구성하고 싶다”고 임채정 국회의장은 어제 제58회 제헌절 기념사에서 말했다.
지금까지 헌법은 제정된 이후 9차례 개정되었다.
임 의장의 발언은 대통령의 권한을 늘리고 더 많은 시민권을 인정하기 위해 헌법개정에 대한 요구가 높아지고 있는 가운데 나왔다.
대통령 취임 후 2~3년이 지나면 발생하기 마련인 “레임덕” 현상을 이유로 현재의 5년 단임제의 비효율성을 지적하는 전문가의 수가 적지가 않았다. 단임제는 또한 국회의원의 4년 임기와 달라 대통령 선거와 국회의원 선거를 많은 비용에도 불구하고 각각 실시해야 한다.
헌법개정을 옹호하는 사람들은 4년 연임제로의 전환을 지지하고 있다. 부통령제 신설과 국무총리를 수반으로 하는 내각제를 도입하자는 주장도 있다.
“대통령이 정치환경에 맞출 수 있도록 연임제가 필요하다”고 김근태 우리당 의장은 최근 한 라디오 프로그램에 출연해 말했다.
우리당과 노 대통령은 5.31 지방선거 참패 이후 서로 등을 돌리고 있다. 우리당은 참패 이후 대통령의 지원 부족을 비난했다.
그러나 헌법개정이 그 필요성과는 상관 없이 협상하기가 쉬운 일이 아니라고 관측통은 말한다.
국민의 불신이 가장 큰 이유로 거론됐다.
“지금까지 9차례에 걸친 개정은 모두 대통령 선거가 얼마 남지 않은 시점에서 정치적 이유에서 실시됐다. 정치권은 이런 관습에서 탈피해야 한다”고 이병석 한나라당 의원은 말했다.
한나라당이 주도하는 보수세력은 헌법개정은 2008년 총선이 끝난 차기 국회로 미루어야 한다는 생각이다.
하지만 대권주자들은 여야를 막론하고 헌법개정을 선거공약의 하나로 언급해 왔다.
대통령 단임제는 민주주의를 잠식했던 군사독재를 방지하기 위한 조치에서 1987년에 개정을 통해 이루어졌다.
“1987년 개정은 특이한 정치상황에서 이루어진 것으로 민주주의가 과장된 면이 있기 때문에 재검토해야 한다”고 임 의장은 말했다.
개정이 이루어지려면 국회가 국회의원이나 대통령이 발의한 제안을 통과시켜야 한다. 법안이 통과되기 위해서는 국회 정족수의 2/3 이상이 찬성해야 한다.
개정안이 일단 통과되면 국민투표에 붙이게 된다. 대통령은 그 결과에 대해 거부권을 행사할 수 없다.
