| MAJOR DUTIES: | | KGS-12 : Serves as a Mechanical Engineer in the Quality Assurance Branch with responsibility for advising and making technical recommendations concerning U.S. Force construction projects in Korea through planning, design and construction state. As the Mechanical Engineering Consultant, the incumbent is responsible for a broad field of mechanical engineering and deals with most complex and major problems relating to the construction and installation of power and heat generation plants, plumbing, refrigeration, air conditioning, ventilation, and fire protection systems. Furnishes professional advice and assistance on assigned phases of the engineering, construction, and procurement projects. The nature and physical dispersion of projects frequently requires deviation from standard practices, and the exercise of compromise in solution of problems. Reviews preliminary, final plans and specifications and contract documents prepared by A-E for accuracy, adequacy, correct application of design principles and standard engineering practices. Proper assembly and accurate placement of equipment. Determines whether the proposed plans will provide adequate service for intended use and will be compatible with existing facilities. Makes frequent work-in-progress field supervision and inspection trips, to evaluate the quality of construction, to assure compliance with the contract plans and specifications, to evaluate construction quality control program, to assist field personnel in the interpretation of contract plans, specifications and modification thereto; and to check conformance of construction with design. Makes technical review of Mechanical shop drawings, equipment date, materials samples, catalog cuts, manufacturer's certificate of compliance for approval of engineering materials and equipment submitted on Form 4025, for all construction contract in Korea. Reviews BCD drawings for processing modifications to current con-struction contract to, for accuracy and standard engineering practices. Conducts research to keep informed on the latest development and improvement in methods, techniques, material and component parts. Make evaluations of new devices, equipment, and materials and determines its usefulness to existing and contemplated programs and projects; prepares technical correspondence, reports, and survey Korean contractor employees resumes as required by immediate supervisor or higher echelon. Conducts reviews of the locally manufactured mechanical materials with respect to the U.S. Standards for possible use in construction. Collects local cost and construction data, and makes trend analysis for construction programs. Performs other duties as assigned. | | QUALIFICATION REQUIREMENT: | | a. EXPERIENCE:
KGS-9: One year of professional experience at grade level of KGS-7 or equivalent. KGS-11: One year of professional experience at grade level of KGS-9 or equivalent. KGS-12: One year of professional experience at grade level of KGS-11 or equivalent.
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional, rather than technical knowledge, skills and abilities (KSAs) such as can be gained through intensive college education and training.
b. BASIC REQUIREMENTS: Applicants must have completed a full 4-year course of study in a ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered, or possess class I professional engineer license in the field related to the job for which being considered.
ENGLISH LANGUAGE COMPETENCY: The approval of management panel to determine English conversational skill is required. | | SUBSTITUTION OF EDUCATION FOR EXPERIENCE : Successful completion of two full years of progressively higher level graduate education in a field related to the position being filled may be substituted for one year of professional experience required at KGS-9 level.
