On the seventh day, when we had passed Borisov and were approaching Minsk, we saw a mass of people with red flags and streamers. It was some of the lads from our regiment and townspeople who had come to meet us. We put spurs to our horses, galloped up to the speaker’s stand and reported to the garrison commander and the chairman of the City Soviet on the successful completion of the run. The spectators cheered.

Two days later, we had a test two-kilometre obstacle race, inspection and weighing. The results were good, and our run was given high marks. In seven days the horses had lost 8 to 12 kilograms and the riders, 5 to 6 kilograms. We received government prizes and a commendation from the command and were granted short leaves. I went to my village to see my mother and sister. I found that during my absence my mother had aged greatly, but still worked very hard. My sister had two children and also looked old. The harsh postwar years and the famine of 1921-22 had evidently gone hard with them.

My little nephews and I soon became friends; they loved to rummage about in my suitcase, extracting from it whatever they liked. The village was impoverished; the peasants were poorly dressed and the cattle population had fallen sharply. Many families, indeed, had lost all their livestock during the crop failure of 1921. But to my surprise, practically no one complained. The people understood the reasons for the postwar hardships. The kulaks and shopkeepers kept to themselves. Probably, they still hoped that the good old days would return, especially after the New Economic Policy
was introduced. Taverns and private shops reopened in Ugodsky Zavod, the district centre, and the budding consumer cooperatives tried to compete with them.

On my return to the division I learned that new tables of organization were being introduced under which it would consist of four cavalry regiments instead of six. The 39th Buzuluk Cavalry Regiment which I commanded was merged with the 40th Regiment, while the 41st and 42nd regiments formed a new regiment — the 39th Melekess-Pugachevsk Cavalry Regiment.
사단에 귀대한 후 6개의 기병 연대 대신에 4개의 기병 연대로 구성한 새로운 조직표가 도입되었음을 알았다. 내가 지휘하던 39 부줄루크 기병 연대는 40 연대와 합병되었다. 반면에 41연대와 42연대는 새로운 연대를 구성하여 39 멜레케스-푸가체브스크 기병 연대가 되었다.
For me and for Savelyev, commander of the 42nd Regiment, this was a
matter of personal concern, because one of us was to take command of the new
39th Regiment, while the other would be transferred to another formation.
Understandably, each of us wanted to stay with the division which had become
home to us.

The division command chose me, and Savelyev was given another appointment. I showed understanding for his disappointment; our parting was cordial and we met later as good friends. Formerly, the regiments had consisted of four squadrons; the new ones, in accordance with the military reform, had six squadrons, each two forming a
cavalry battalion. In addition, the regiment had a 16-piece machine-gun squadron, a regimental battery, a signals platoon, an engineers platoon and a chemical platoon, and a regimental school for non-commissioned officers.

This meant that busy times had come for the regiment, and also for me. An
important aspect of the military reform was the introduction of one-man command in the Soviet Armed Forces. This was carried into effect in two ways. If the commander was a Communist, he usually assumed the commissar’s duties as well, and was thus responsible for the combat training, the administrative and quartermaster activity, and the entire Party-political work. The commander had a deputy for political matters. This important step, which tightened discipline and enhanced combat readiness in the army, had become practicable at that time because the commanding personnel had changed much for the better.
이는 연대와 나에게 바쁜 시기가 도래한다는 것을 의미한다. 군사 개혁의 중요한 한 측면은 소비에트 무장 군대에 일인 명령 체제의 도입이다. 일인명령 체제는 두 개의 방식에서 효율적으로 수행했다. 명령권자가 공산주의지라면 통상 정치위원의 의무를 또한 당연하게 생각한다. 따라서 전투 훈련과 행정과 병참 활성화와 당-정치 과업의 완성에 책임감을 가진다. 군대에서 훈련을 단단하게 하며, 전투 태세를 개선시키는 가장 중요한 행보는 명령권자가 훨씬 더 좋게 변화하여야 하기 때문에 그 시기에 실용성 있게 되어야 한다.
If the commander was not a Party member he was responsible only for the combat training and administrative and quartermaster work, while Party-political work was in the hands of a commissar who shared responsibility with the commander for the unit’s morale and combat readiness.
만약 사령관이 당원이 아니라면 전투훈련과 행정과 보급 임무에만 책임을 진다. 반면에 당-정치 과업은 부대의 사기와 전투 태세를 위한 사령관과 함께 책임을 지고 있는 정치위원의 손에 맡긴다.
One of the orders of the Revolutionary Military Council of that period said: “Always keeping in mind that the task of Soviet power in military building is the establishment of one-man command, the commissar must, on the one hand, draw the commander with whom he associates into the sphere of communist ideas and, on the other hand, he himself must carefully study military art so as to be able in time to become a commander or take an administrative post.”
그 시기 혁명 군사 위원회의 명령 중 하나는 다음과 같이 말하고 있다. “군대를 구축하는 데 있어 소비에트 권력의 임무가 1인 명령의 수립에 있음을 언제나 명심하라. 한편으로 정치위원은 반드시 공산주의 이상의 모습으로 자기가 관계하고 있는 사령관을 끌어내야 한다. 다른 한편 그 자신이 지휘관이나 행정의 지위를 갖게 되는 바로 그때에 가능하도록 주의 깊게 군사 기술을 연구해야만 한다.”
In the spring of 1925 we received a written directive of the Party Central Committee to all Party organizations entitled, “On One-man Command in the Red Army”, which pointed out that all the preceding work of the Party and the military bodies to strengthen the Red Army as a whole, and its commanding cadres in particular, had created favourable conditions for implementing the one man command principle.
1925년 봄 당 중앙위원회가 모든 당 조직에 보내는 지휘문서를 받았다. 지휘문서의 제목은 “붉은 군대의 일인 명령에 대하여”란 제목의 문서는 붉은 군대 그리고 특히 지휘 간부를 전반적으로 강화하기 위한 당과 군사 조직의 앞선 모든 과업이 일인 명령 원리를 실행하기 위한 우호적인 조건을 만들어 냈다고 지적하였다.
Some comrades, though a minority, thought at that time that one-man command would cut back the Party’s influence in the army. But it was a Communist who was made the sole commander of a unit. Therefore, the Party’s role, far from diminishing, grew stronger. The commander was vested with greater responsibility to the Party for all aspects of army life. Discipline was considerably tightened and the combat readiness of our armed forces was substantially enhanced.
몇몇 동지들은 비록 소수이지만 일인명령 체제는 군에 대한 당의 영향을 축소시킬 수 있다고 당시에는 생각했다. 하지만 부대의 유일한 지휘관을 만든 것은 공산주의자였다. 따라서 당의 역할은 감소되기는 커녕 더욱 강화되었다. 사령관은 군의 모든 분야에 있어 당에 대한 더 큰 책임을 부여하였다. 훈련은 상당할 정도로 빡빡해졌으며, 무장 부대의 전투태세는 지속적으로 개선되었다.
Indeed, the relationship between the commander and the commissar or political worker tended to grow more solid and close. Later on, in 1928, the Revolutionary Military Council, acting on directions of the Party Central Committee, issued the Rules on Commissars, Commanders and Assistants on Political Matters, which made the commissar responsible for the Party-political work and the morale of a unit (formation), while relieving him of all control functions.
실제로 사령관과 정치위원 또는 정치 일꾼 사이의 관계는 더욱 단단해지고 밀접해지는 경향을 띄었다. 나중에 1928년에 당중앙위원회의 지도에 따라 행동하는 혁명군사위원회는 정치위원과 사령관 그리고 정치적 사안을 위한 자문관에 대한 지침을 공표하였다. 지침은 정치위원이 당-정치 과업과 부대의 사기에 책임을 지며, (군에 있어서) 반면에 모든 통제 기능에서 제외시켰다.
After attending the Commanders’ Course my work seemed easier to me. I felt more sure of myself and more independent in matters of combat training and political education and in controlling the regiment. Things were going along smoothly in the regiment. In the winter of 1926, I was summoned by A. P. Krokhmal, commissar of the 3rd Cavalry Corps, and S. K. Timoshenko, who had assumed command of the Corps in February. As I entered the study, I also saw Division Commander K. D. Stepnoi-Spizharny, Division Commissar G. M. Shtern, and Chief of the Political
Department L. I. Bocharov.
지휘관 과정에 지원한 이후 나의 임무는 나에게 더 쉽게 느껴졌다. 나는 나 자신을 더욱 확신할 수 있었고 전투훈련과 정치 교육 그리고 연대를 지휘하는 문제에서 더욱 독립적이 되었음을 느꼈다. 연대에서의 일은 부드럽게 흘러갔다. 1926년 겨울 크로흐말 제3 기병군단의 정치위원과 2월에 군단 지휘를 맡은 티모센코가 나를 소환했다. 그 사무실 the study에 들어가자 사단장인 스테프노이-스피자르니, 사단 정치위원 슈테른과 정치부문장인 보파로프도 볼 수 있었다.
“We have called you in to propose that in addition to being regimental commander, you also assume the duties of regimental commissar and become sole chief of the regiment,” said Timoshenko. “The division command and the political department believe you are ready for this. What would you say?”
“연대 지휘관에 더해 연대 정치위원의 임무를 맡아 연대의 유일한 수장이 되어주길 제안하려고 불렀네” 티모센코가 말했다. “사단장과 정치부는 자네가 이 자리에 준비되었다고 믿네. 할 말이 있나?”
I was silent a little longer than expected, and then replied that I thought I could manage if assisted by the division command and the political department. A few days later I was appointed the regiment’s sole commander. This being the first such experiment in the 7th Cavalry Division, it imposed a special responsibility on me. In organizational and ideological matters I was aided by the Party bureau secretary and my assistant on political questions. They did not hesitate, if necessary, to correct me in a true Party spirit. Inexperienced as I was, I naturally made some mistakes, and my colleagues’ suggestions were useful.
잠시 침묵하다가 사단장과 정치부가 도와준다면 해낼 수 있을 거로 생각한다고 대답했다. 며칠 지나지 않아 나는 연대의 유일 수장으로 임명되었다. 이 일은 7 기병 사단에서 처음 있는 경험으로 나에게 특별한 책임감을 안겨 줬다. 조직과 이념 문제에서는 당의 담당국 비서와 정치적 질문에 대한 나의 조력자에게 도움을 받았다. 그들은 필요하다면 당의 진짜 정신에 맞게 나를 바로잡는 데 주저하지 않았다. 과거에 나는 경험이 없어 자연스럽게 실수를 했고, 동지의 제안은 유용했다.
To engage in the political education of the personnel, the superiors must know much more than their subordinates. In those years we troop commanders knew more and learned quicker when it came to combat training than when it came to the basics of Marxism-Leninism.
요원의 정치 교육에 참여하기 위해 상급자는 부하보다 훨씬 더 많이 알아야만 한다. 그 시절에 우리 부대 지휘관들은 맑스 레닌주의의 기초에 참여할 때보다 전투 훈련에 참여할 때 더 많이 알고 더 빨리 배웠다.
One reason was that each of us was overburdened with administrative work, combat training and military self-education; on the other hand, many of us underestimated the importance of a thorough knowledge of Marxist-Leninist theory and of the Party’s organizational work in the army. Political workers were certainly much better qualified than combat commanders.
행정업무와 전투훈련, 부대의 자기 교육으로 우리 각자는 과부하가 걸려 있는 것이 그 한 이유였다. 다른 하나는 우리 중 다수가 맑스 레닌주의 이론의 완전한 이해와 부대에서의 당 조직 임무의 중요성을 중요하게 생각하지 않는 것이었다. 정치 일꾼은 전투 지휘관보다 훨씬 더 자격을 갖추어야 함은 분명하다.
Soon the division commander was replaced by D. A. Schmidt, transferred from the Ukraine. The new commander was very much unlike his predecessor, in character, experience and style of work. Stepnoi-Spizharny had been fussy and loquacious; Schmidt was highly intelligent, not given to empty talk, but, unfortunately, did not take pains in his work. In the summer of 1926, the division moved to camp in a picturesque area near Zhdanovichi, some 20 kilometres from Minsk.
곧바로 사단장은 우크라이나에서 전출을 온 슈미트로 교체되었다. 새 사령관은 전임자와 성격과 경험, 그리고 업무 형태가 매우 달랐다. 스텝노이-스피자르니는 까다롭고 말이 많았다. 슈미트는 매우 지적이어서 말할 틈을 주지 않았지만 불행하게도 그의 일에 있어 수고하지 않았다. 1926년 여름 사단은 즈다노비치 근처 경치가 좋은 지역으로 야영지를 옮겼다. 민스크로부터 20킬로 떨어진 지역이었다.
Intense combat training went on in camp, with special emphasis on tactical
field instruction of the units, commanders, headquarters, and the formation as a
whole. I must confess that I preferred tactics to all other subjects and studied it
with pleasure.
야영지에서 강도 높은 전투 훈련이 진행되었다. 특히 전반적인 부대와 지휘관들, 사령부 그리고 전술 대형에 대한 전술적인 현장 지도를 강조했다. 나는 모든 다른 과목보다 전술학을 더 좋아했으며, 전술학을 공부하는 게 즐거웠다고 고백한다.
The army is an instrument of war: its sole purpose is to fight the country’s enemies, and tactical preparedness is an essential element of success in this struggle. An army lacking in tactical training is forced to learn in the course of fighting at the cost of unnecessary losses.
부대는 전쟁에 있어 하나의 도구이다. 부대의 유일한 목적은 조국의 적들과 싸우는 것이다. 전술적 대비태세는 이러한 투쟁에서 성공하는 가장 기본적인 요소이다. 전술적 훈련이 부족한 군대는 싸우는 과정에서 불필요한 손실의 대가를 (지급해야 함을) 배울 수밖에 없다.
To develop the regiment’s tactical skills, demonstration lessons and instruction classes were regularly held. Here the personnel mastered the technique of reconnaissance, organization of combat, and employment of the technical means of warfare.
연대의 전술적 기술을 발전시키기 위해 시연 수업과 교수 과정들이 정규적으로 개최되었다. 여기에서 군 요원들은 수색의 기술과 전투 조직 그리고 전쟁의 기술적 수단의 사용에 정통하게 된다.
Manoeuvres mark the culmination point of all tactical training. And
beginning with 1925, the Byelorussian Military District held exercises each year
after the summer camp period.
기동은 모든 전술 훈련의 극점을 찍는다. 1925년 초기 백러시아 군사 지구는 여름 야영 기간 이후 매년 훈련을 개최하고 있다.
