The Navy.
Before the war the Navy had its own People’s Commissariat. In
the matter of the Navy’s operational use the Commissariat acted on the general
operational and mobilization plans drawn up by the General Staff. After
assuming the office of Chief of General Staff, what with the short time that had
passed and being very busy with matters relating directly to the Red Army, I
could not familiarize myself thoroughly with the state of the Navy. I knew,
however, that the naval personnel had been well trained and that the
commanders of fleets and flotillas and their staffs were ready for combat. Navy
GHQ was headed at that time by Admiral I. S. Isakov, a gifted, resolute man,
with plenty of initiative.

전쟁 전 해군은 자체 인민위원회를 두었다. 해군 운영과 관련한 사안에서 인민위원회는 총참모부가 세운 운영계획과 동원 계획에 따라 행동했다. 총참모장의 직책을 맡은 후 붉은 군대와 직접적으로 연관된 사안으로 매우 바쁘게, 짧은 시간이 지나간 후, 나는 해군의 상태에 전적으로 동의하지는 않았다. 하지만 해군 요원들은 훈련이 매우 잘 되어있으며
함대와 전대의 지휘관과 참모들은 전투 준비가 되어 있다는 사실을 알았다. 당시 해군 총참모부는 아이작코프 장군이 지휘하고 있었는데, 주도적이며, 재능이 있고, 의지가 굳은 사람이었다.
The build-up of the naval forces was being accelerated. The first 11 months
of 1940 had seen the launching of 100 destroyers, submarines, minesweepers,
and torpedo boats —all of them highly effective in combat. Some 270 ships of
all types were being built in 1940. New naval bases were being established and
regions in the Baltic, Barents and Black Sea were being assimilated.

A modern navy is an expensive affair, especially the big ships which are also
good targets for attack from the air and for torpedoing. The Defence Committee
of the USSR Council of People’s Commissars correctly decided in 1939 to
curtail and then stop altogether the building of battleships and heavy cruisers
which entailed immense expenditures and required great amounts of steel,
besides diverting considerable numbers of engineers, technicians and workers of
the shipbuilding industry.
현대 해군은 비용이 많이 드는 일이다. 특히 거대한 배는 공중과 기뢰로부터의 공격에 좋은 목표물이다. 소련 인민위원회 의회 국방위원회는 1939년 감축하기로 바른 결정을 하였다. 그러고 나서 엄청난 지출을 발생시키며 엄청난 양의 철강을 필요로하며, 그 외에도 상당한 기술자와 공학자, 선박건설산업의 노동자를 전용하는 전함과 대형 순양함의 건조를 일괄하여 중지하기로 결정했다.
On the other hand, coast and air defence, and mine and torpedo armaments
were being neglected. The People’s Commissariat of the Navy underestimated
the importance of the Northern Fleet, which was destined to play a very big role
in the war.
한편 해안과 영공 방어, 그리고 지뢰와 기뢰 장비는 무시되었다. 해군인민위원회는
전쟁에서 매우 큰 역할이 예정되어 있었던 북해 함대의 중요성을 과소평가했다.
On the whole, the Soviet Navy was impressive on the eve of the war, and
gave the enemy a fitting reception.
대체로 소련 해군은 전쟁 전야에 인상적이었으며 적에게 적절한 응대를 제공했다.
The increase in the strength of our armed forces gives an idea of how
seriously the Party and Government went about building up the country’s
defences in 1939 to 1941. During that period the armed forces increased by 180
per cent; 125 new divisions were formed and by January 1, 1941, there were
over 4,200,000 men in the ground, air, naval, and air defence forces.
우리 군사력의 증가는 1939년부터 1941년에 당과 정부가 조국의 방어 구축에 얼마나 신경을 썼는지 알 수 있게 한다. 그 기간에 무장력은 180% 증가했다. 125개의 사단이 형성되었고 1941년 1월 1일 경 육군과 공군 해군 그리고 공중방어군에 420만이 병사가 있었다.
In one of the earlier chapters I touched slightly on the role of universal civil
defence training. The tradition of training the civilian population and above all,
the youth, for the defence of their motherland, before being called up was very
popular among the public. By January 1, 1941, the organization engaged in mass
defence work, Osoaviakhim, had a membership of over 13 million. Every year
tens of thousands of enthusiasts learned flying, parachute jumping,
sharpshooting, or aircraft repairs at the three hundred or more flying and motor
clubs, flying schools and glider clubs. How useful these skills were later to the
volunteer opolcheniye and the partisans!
맨 앞장 중 하나에서 보편적인 도시 방어 훈련의 역할에 대해 가볍게 다룬 적이 있었다. 조국 방어를 위해 도시 인구 그리고 무엇보다도 징집되기 전의 청년을 훈련시키는 전통은 공무 중에서 매우 대중적이다. 1941년 1월 1일까지 대중 방어 작업에 참여한 조직 Osoaviakhimd은 1,300만 이상의 회원을 보유했다. 매해 열혈지지자 수만 명이 비행, 낙하산 점프, 정확한 사격 또는 항공기 수리를 300개 이상 되는 비행기와 자동차 동호회, 비행학교와 활공기 동호회에서 배웠다. 나중에 이러한 기술이 자원자와 opolcheniye(민병대)와 유격대에 얼마나 유용했는지!
As to the professional training of commanders of all ranks, hundreds of
thousands of them received a good schooling in the two hundred military schools
of the Red Army and Navy, the nineteen academies, the ten military departments
at civil institutes and the seven higher naval schools.
모든 계급의 지휘관에 대한 전문적 훈련에 관해서는 그들 중 수십만 명이 붉은 군대의 육군과 해군의 200개 군사학교와 19개의 아카데미, 시민 연구소에 있는 열 개의 군사 부문과 일곱 개의 고급해군학교에서 좋은 교육을 받았다.
On the occasions that I visited the General Staff Academy, which was under
my supervision, I could yet again satisfy myself that on the eve of the war
modern military theory was being presented to students in lectures, literature,
training plans and aids, taking into account much of the experience of the
already ongoing Second World War. Emphasis was placed on the relentlessness
and bitterness of the armed struggle, on the possibility of it being drawn out, and
the necessity of mobilizing the efforts of the entire nation and uniting front and
rear in the struggle.
내가 감독하고 있는 참모 아카데미를 방문했을 때 전쟁 전야에 현대 군사이론을 이미 진행되고 있는 2차 세계대전의 많은 경험을 고려한 강의와 문헌, 훈련계획과 목적에서 학생들에게 제시하고 있어 여전히 또 만족할 수 있었다. 무장 투쟁의 잔혹함과 괴로움, 그것이 오래 지속될 가능성, 온 나라의 노력을 동원시킬 필요성과 투쟁의 전후방을 연결시켜야할 필요성에 강조점을 두었다.
Military strategy was chiefly based on the correct assertion that an aggressor
can only be defeated by offensive operations. Yet other variations —meeting
engagements, forced retreat, fighting when encircled and night fighting —were
not looked into solidly enough.
군사 전략은 침략자는 공세적 작전에 의해서만 패퇴시킬 수 있다는 정확한 주장에 주로 근거하고 있다. 그런데 다른 변수들-조우(meeting, 결투), 교전(engagements,), 강제퇴각(forced retreat), 포위당했을 때와 야간 전투 때의 전투(fighting) -은 만족할 만큼 타당해보이지 않았다.
On the whole the military theory of that time was basically up to the mark.
Still, practice lagged behind theory to a certain extent…
Looking into operational-strategic questions I came to the conclusion that in
the defence of such an immense country as ours there were a number of serious
faults. This was also the opinion of the leading personnel of the General Staff;
they informed me that my predecessors in this office had spoken to the same
effect on many occasions.
대체로 당시 군사이론은 기본적으로 기대에 부응하였다. 아직도 실천은 어느 정도 이론의 뒤에서 꾸물대고 있었다.
작전과 전략적 문제를 살펴보면 우리나라와 같이 어느 정도 규모가 있는 나라의 방어에서 다수의 심각한 실수가 존재하고 있다는 결론에 이른다. 이는 총참모부의 지도적 요원의 의견도 마찬가지다. 그들은 이 사무실을 먼저 거처 간 선임들도 많은 경우에 대해 같은 결과(effect)를 말했다고 나에게 귀띔을 주었다.
The concentration of large numbers of German troops in East Prussia,
Poland, and the Balkans caused us particular anxiety. We were also disturbed by
the inadequate combat readiness of our armed forces in the western military
districts.
프러시아, 폴란드 그리고 발칸에의 엄청나게 많은 독일 부대의 집결은 우리에게 특별한 근심을 야기했다. 우리는 또한 서부 군사지구에 있는 무장부대의 적절하지 못한 전투 준비로 혼란스러웠다.
After reflecting on these questions, N. F. Vatutin and I informed the
People’s Commissar for Defence in detail about the flaws in the organization
and combat readiness of our troops, about the state of the mobilization supplies,
particularly shells and bombs. We also pointed out that the industry was behind
in fulfilling our arms orders.
이러한 문제들을 반추한 후에 나와 바투틴은 국방인민위원회에 동원 보급품, 특히 포탄과 폭탄에 관한 우리 부대의 전투준비와 조직에서의 결점을 상세하게 보고했다. 또한 우리 무장 요구를 충족시키는 데 산업이 뒤처져 있다는 사실을 지적했다.
Again, Timoshenko remarked: “The leadership know all that very well. I
don’t think that at present the country can give us anything more.”
다시 티모센코가 말했다: “지도부는 이 모든 것을 잘 알고 있습니다. 나는 국가가 더 이상 우리에게 줄 것이 있다고 생각하지 않습니다.”
One day he called me in and said:
“Yesterday I saw Stalin about the lorry-mounted multiple rocket launchers.
He wanted to know if you had taken over from Meretskov and how you felt on
your new job. He asked you to report to him in a couple of days.”
“What is he liable to ask me about?”
“Everything,” said the People’s Commissar. “But remember that he won’t
listen to long reports. What it takes you several hours to tell me, you must tell
him in ten minutes.”
“What can I tell him in ten minutes? They’re serious questions and call for
serious consideration. Their importance has got to be understood and the
necessary measures taken.”
어느날 티모센코가 나를 불러 말했다:
“어제 차량장착 다연발 로켓 발사기 때문에 스탈린을 만났습니다. 스탈린은 당신이 페레츠코프에게 임무를 넘겨 받는다면 어떻게 새 임무를 수행할지 알고 싶어했습니다. 이틀 안에 보고해주기를 요구했습니다.”
“스탈린이 원하는 게 뭘까요?”
“무엇이든지” 인민위원이 말했다. “하지만 기억하시오 스탈린은 긴 보고서는 싫어한다는 사실을. 나에겐 몇 시간이라도 말해도 좋지만, 스탈린에게는 십분 안에 끝내야만 합니다.”
“십분 안에 무엇을 말할 수 있을까요? 문제들은 매우 심각하여 심사숙고가 필요합니다. 그들의 중요성을 이해해야 하며 필요한 수단을 선택해야합니다.”
“He knows for the most part what you want to tell him,” Timoshenko said,
“so try to concentrate on the key problems.”
Saturday night I went to Stalin at his country-cottage, taking along a list of
the questions I wanted to raise. I found there Marshal Timoshenko, Marshal
Kulik and some members of the Politbureau.
After greeting me, Stalin asked if I was familiar with the Katyusha rocket
launchers.
“당신이 말하고자 하는 가장 중요한 부분을 그가 알아야만 합니다.” 티모센코가 말했다. “그러니 핵심 문제에 집중해야만 합니다.”
토요일 밤 나는 거론하고자 하는 문제 목록을 갖고 전원에 있는 별장으로 스탈린을 만나러 갔다. 그곳에 티모센코 장군과 쿨릭 장군과 정치국원 일부가 있었다.
나를 환대한 후 스탈린은 카츄사 로켓발사기를 잘 알고 있는 지 물었다.“
“I’ve only heard about them, but haven’t seen them,” I said.
“Then, Timoshenko, Kulik and Aborenkov must take you to the testing
grounds in the next few days, so you can see them fired. Now tell us how things
are at the General Staff.”
I briefly repeated what I had already reported to Timoshenko, and said that
in view of the gravity of the military and political situation urgent measures must
be taken to eliminate the flaws in the defence of the western border and in the
armed forces.
“나는 단지 그에 대해 들었을 뿐 보지도 못했습니다.” 대답했다.
“그래, 티모센코, 쿨릭 그리고 아보렌코프가 며칠 내로 야전 시험장에 데려갈 거요. 발사를 볼 수 있겠지. 총참모부 상황이 어떤지 말해보시오.”
나는 간략하게 티모센코에게 이미 보고했던 사항을 반복했다. 군사적 정치적 상황의 심각성에 비춰 긴급한 수단이 채택되어서 서부국경방어와 무장력에서의 결점을 제거해야 한다고 말했다.
Molotov interrupted me:
“So you think we’ll have to fight the Germans soon?”
Stalin motioned him to keep silent.
After listening to what I had to say, Stalin asked us all to the dinner table.
The interrupted conversation continued. Stalin wanted to know what I thought of
the German air force.
몰로토프가 끼어들었다:
“그래서 우리가 독일과 곧 싸우게 될 거라고 생각합니까?”
스탈린이 몰로토프에게 조용하라는 몸짓을 했다.
내가 말하는 것을 듣고 난 후 스탈린은 우리 모두에게 저녁 식탁에 초대했다.
방해받은 대화가 계속되었다. 스탈린은 독일 공군에 대한 내 생각을 알고 싶어 했다.
“The German air force is not bad. The flying personnel have had good
practice in coordinating action with the ground forces. So far as the aircraft are
concerned, our new fighters and bombers are not a bit worse than the Germans’
and perhaps even better. It’s too bad, however, that they are so few.”
“Fighter planes are especially few,” Timoshenko added.
Someone remarked sarcastically:
“Timoshenko thinks more of defence aviation.”
독일 공군은 훌륭합니다. 비행 요원들은 지상군과의 협력 작전을 잘 훈련받았습니다. 항공기만 따진다면 우리의 신형 전투기와 폭격기는 독일에 결코 뒤지지 않을 것이며 아마도 더 나을 수도 있습니다. 그러나 수가 너무 적어 아주 좋지 않습니다.“
“전투기가 특히 적습니다.” 티모센코가 보탰다.
누군가가 비꼬듯이 말했다.
“티모센코는 국방항공에 대해 더 많이 생각합니다.”
The People’s Commissar did not answer. He was hard of hearing, and I think
simply had not heard the remark.
Dinner was simple. We had thick Ukrainian borshch, followed by well
cooked borshch porridge and boiled meat, and then by stewed and finally
fresh fruit. Stalin was in high spirits and joked a lot. He was drinking the light
Georgian Khvanchkara wine and pressed it on the others, but most of them
preferred brandy.
인민위원은 대답하지 않았다. 그 사람은 귀가 좋지 않았는데 내 생각엔 단지 그말을 듣지 못했을 뿐이다.
저녁은 약소했다. 진한 우크라이나 식 보르시치(빨간 순무가 든 러시아 스프)를 먹었고 이어서 잘 요리된 보르시치 포리지(오트밀을 물이나 우유로 걸쭉하게 쑨 죽)와 삶은 고기, 그리고 스튜와 마지막으로 신선한 과일이 나왔다. 스탈린은 기분이 좋아 농담을 많이 했다. 스탈린은 가벼운 조지아 크반치카라 와인을 마셨고, 다른 사람에게도 권했지만 대부분은 브랜디를 좋아했다.
At the end, Stalin said the most important questions would have to be
examined and worked out, and submitted to the Government for decision. But in
doing so, we ought to proceed from our actual capabilities and not make wild
proposals that were unrealistic at the moment owing to our lack of means.
마지막에 스탈린은 가장 중요한 문제를 다루고 해결해야하며 정부가 결정할 수 있도록 제시해야 한다고 말했다. 하지만 그렇게 하기 위해서는 실제 능력에 맞춰 나아가야만 하며, 수단이 부족하여 현재 순간에 맞지 않는 비현실적인 제안을 해서는 안 된다고 말했다.
