Power of "jurisdiction" (the right and power to interpret and apply the law) is exercised by officers jointly as church courts. Thus, no elder has the right to bring judgment in a discipline case as an individual; only as a group of elders, whether in a local church "session," in a geographical graphical presbytery, or in the General Assembly of the church, can such power be exercised. Moreover, no single elder has a right to declare doctrine authoritatively that is different from what the church has already declared it believes to be the teaching of the Bible. Rather, elders who have disagreements with the church's confessional standards submit their views to the judgment of a session or presbytery, which then decides whether or not to allow those "exceptions" to the church's doctrine (BCO 3-2, 21-4). In the end, whether this church power is exercised individually or jointly, it has divine sanction only when it is in conformity with the Word of God, which norms and limits its all use of the church's authority.

In Presbyterian churches, we have two sets of officers, one which represents oversight and the other service in the body of Christ. The office of oversight is called "elder"; the Greek word for elder is where we get our word presbyter, and hence the denominational name Presbyterian. Elders have oversight over the church's doctrine, morals, and discipline. They "exercise government and discipline, and take oversight not only of the spiritual interests of the particular church, but also the Church generally when called thereunto" (BCO 8-3). Elders have a number of duties, which include visiting people in their homes, caring for the sick, instructing the ignorant, comforting the mourner, nurturing the church's children, setting a spiritual example for the church, evangelizing the unconverted, and praying with and for people. Within this class of officers, there are two orders (1 Tim. 5:17). Ruling elders are specifically entrusted with the administration of order and discipline in a particular church; in addition, they are called upon to "cultivate zealously their own aptness to teach the Bible and should improve every opportunity of doing so" (BCO 8-9). Teaching elders are those who, in addition to having the responsibility of ruling in the church, also have the added functions of feeding the flock by reading, explaining, and preaching the Word of God and administering the sacraments (BCO 8-5). Teaching elders are sometimes called ministers of the Word. But teaching elders and ruling elders are two orders within the same class of officers; thus, both orders have "the same authority and eligibility to office in the courts of the Church" (BCO 8-9). In addition, teaching elders are not elders (or ministers) because they teach, but they teach because they are elders. That is, the right of ministers to preach within Christ's church is due to the fact that they have the office of elder, not because they have been called as the preacher. Within Presbyterian churches, there is no special priestly class that has special powers or authority; rather, the office of oversight sight is elder (1 Tim. 3:1-7; Titus 1:5-9).

교회 안에서 봉사적 직무를 맡은 직원을 ‘집사’라고 한다. 사도행전 6장에 보면, 그리스도 교회의 장로들이라고 할 수 있는 사도들은 교회를 감독하는 일과 봉사적 직무를 행하고 있었다. 봉사하는 일 때문에 감독하는 일에 집중할 수 없게 되자, 사도들은 말씀과 기도 사역에 전념할 수 있도록 하나님의 백성을 권고하고 위문하고 돌보는, 봉사할 자들을 따로 세웠다.

The office of service within the church is called "deacon." In Acts 6, the apostles, as elders of Christ's church, are doing both the ministries of oversight and service. Because the task of service is taking them away from their task of oversight, they appoint those who would serve God's people, allowing the elders to focus on the ministry of the Word and prayer. And so, from the very beginning, the office of deacon con is "one of sympathy and service" (BCO 9-1). It is also an office that operated under the oversight and through the delegation of authority by the elders (BCO 9-2). And finally, spiritual men are chosen from within the body and are ordained to the office by the laying on of hands (BCO 17, 24). The deacon's responsibilities of stewardship and service include ministering to those in need, the sick, the friendless, and any in distress. tress. Deacons also seek "to develop the grace of liberality in the members of the church," devising means for collecting the gifts of the people and for distributing the benevolences of the church (BCO 9-2). In addition, they have oversight of the church's property, seeking to maintain it properly. Notice how vital these things are for effective church ministry-only in deeds of mercy to the lost and needy will the word of God's mercy take on its fullest complexion; only in deeds of liberality and benevolence can the communion of the saints be realized; only as the church shows itself to be a good steward of material things can others trust it to be a good steward of the mysteries of God. Hence, a well-ordered diaconal ministry is vital for the church's proclamation of the gospel of God's

교회의 치리회에 대해 그리고 이런 교회의 치리회들이 어떤 질서 속에서, 서로 어떤 관련을 맺고 있는지에 대해 생각할 때, 잊지 말아야 하는 아주 중요한 원리가 있다. 필자는 다음의 이 원리가 장로교 정치 체제의 핵심이라고 생각한다. “장로교에서는 부분이 전체 안에 있고 전체가 부분 안에 있다”. (in Presbyterianism, the parts are in the whole and the whole is in the parts.) 이 원리에서 여러 가지 중요한 것들이 비롯된다.

THE CONNECTIONAL NATURE OF THE CHURCH
We have already made mention of the fact that elders never exercise power on their own initiative; even when they are acting individually (or "severally"), they do so with warrant from some church court which has authorized them. These church courts, made up of "presbyters" or elders, are church sessions, presbyteries, and the General Assembly. A church session consists of teaching and ruling elders of a local congregation who have been called by Christ through the election of God's people to exercise oversight in that congregation. A presbytery consists of "all the teaching elders and churches within its bounds that have been accepted by the presbytery." When the presbytery meets as a court, it comprises all the teaching elders and ruling elders as elected by the session to represent the church (BCO 131). 1). The General Assembly, the highest court of the church, represents in one body all the churches of the denomination (BCO 14-1). When elders gather together as a church court, they have power to declare in their ministry only what God has already said in his Word in the areas of doctrine, order, and discipline. However, they do not have power to bind the conscience in ways that contradict God's Word, nor do they have authority to compel obedience by using the state's power or coercive means. In thinking about these church courts and how they relate to one another, there is a very important principle to keep in mind, a principle which, in my opinion, represents the heart of the Presbyterian system: in Presbyterianism, the parts are in the whole and the whole is in the parts. A number of important corollaries come from this principle. One is that all of the courts of the church are essentially equal in power. A lower court (e.g., a local church session), which represents a "part" of the church, has all the power necessary to declare ministerially what God's Word says in areas of doctrine, order, and discipline, because it stands as a court representing the whole church. In a similar way, the highest court (the General Assembly), which represents resents the "whole" church, has no more power than a local church session to declare doctrine, order, and discipline, except in ways that the church has already decided beforehand. That is why our Book of Church Order says, "All Church courts are one in nature, constituted of the same elements, possessed inherently of the same kinds of rights and powers, and differing only as the Constitution [of the church] may provide" (BCO 11-3). A second corollary from this principle is sometimes called "review and control" (BCO 11-4). Each higher court has responsibility for the actions of the lower court. This is most clearly represented in the fact that the minutes and records of lower courts are reviewed by higher courts: session minutes are reviewed and approved by presbyteries; presbytery records are reviewed and approved by the General Assembly; and General Assembly minutes are reviewed by the entire church. Another way in which this is represented is in the fact that presbyteries are responsible for the church's work in a given locale and are charged to care for the health of all of the churches in an area. When a particular church experiences tensions between the pastor and other elders, presbytery will appoint a committee to review the situation and work out a solution. This principle also plays out with the church's agencies-presbyteries appoint commissioners to General Assembly to serve on committees to review the work of the church's agencies, ensuring that the larger work is controlled by representatives of the entire body. Review and control demonstrates the mutual submission of the parts of the church to the whole and the whole to its parts (BCO 40). This principle also means

Each of these actions is a means of testifying that ‘Jesus Christ alone is Lord of the conscience, that ‘church courts do make mistakes and err’, and that ‘the parts are in the whole and the whole in the parts’

This principle also means that the parts have the right of appeal to the whole. If a minority believe that a court has acted contrary to Scripture or to the church's order, that minority has the right to bring the court's action to the notice of the whole church. Sometimes this is represented by a reference, sometimes by an appeal, and sometimes by a complaint. In each of these actions, a specific request is made of the higher court by a minority in a lower court. A reference is a request by a lower court to a higher one seeking advice or other action on a matter before the lower court (BCO 41-1). When a court's action goes against a church member, he or she has the privilege of appeal to a higher court, which will hear and rule on the grounds of the appeal (BCO 42-1). And when a court makes a decision or action that appears to a communing member to go against the Bible's teaching or against the church's constitution, that member has the right of complaint to that court (BCO 43-1, 2). Each of these actions is a means of testifying that Jesus Christ alone is Lord of the conscience, that church courts do make mistakes and err, and that the parts are in the whole and the whole in the parts.
A final corollary from this principle is sometimes called the "connectional" principle: each part of the church has a responsibility to other parts and to the whole. Local churches give benevolence funds to support the common work of the church in missions, church planting, and theological education. If local churches do not support the work of the whole church, opting rather to go their own way in missions, Christian education, or theological education, then the whole church suffers. Likewise, one local church does not plant a daughter church without the authorization of the presbytery; one reason for this is to ensure that new churches are planted in such a way as not to harm the ministry of another church in near proximity (BCO 5-8). Again, the point here is that each part of the church has a responsibility to the care for the whole. Another example of our connectional nature is the fact that doctrinal errors or moral lapses in one part of the church affect the entire church. In cases where a presbytery is unwilling to deal with significant doctrinal or moral deviancy, two other presbyteries might request the General Assembly to assume "original jurisdiction" of the case in order that the matter might be handled for the good of the whole church (BCO 34-1). We are not allowed simply to close our eyes to doctrinal or moral problems going on in one of our presbyteries; rather, each part of the church has a responsibility to the church as a whole to deal with such situations appropriately.

In the PCA, we also demonstrate our connectedness through our ten national agencies and permanent committees: • the Administrative Committee (which is the office of the denomination's Stated Clerk), • Christian Education and Publication (CE&P), • Covenant College, • Covenant Theological Seminary, • PCA Retirement and Benefits, Inc., • Mission to North America (MNA), • Mission to the World (MTW), • PCA Foundation, • Ridge Haven Conference Center, • Reformed University Ministries (RUM). One way to think of the work of these agencies and committees would be that the whole church has a responsibility to care for the education and spiritual well-being of covenant children from childhood hood to college (CE&P, Covenant College, RUM), as well as for the denomination's aged and retired ministers (Retirement and Benefits). We also have a responsibility to train ministers of the Word (Covenant Seminary) and encourage laymen and women in their faith (Ridge Haven). We are called to make disciples in every nation as well as to care for our own "Jerusalem and Samaria" in planting churches (MTW and MNA). And we must be good stewards of those material blessings ings God has given us so that we might use them well for the kingdom dom (PCA Foundation). We cannot do any of these tasks alone; we must band together with other parts of the church to accomplish them for the whole church. Furthermore, we have no power or authority to accomplish these tasks alone; as we cooperate as Christ's church, we truly care for our covenant children, our future and retired ministers, our laypeople, the lost around the world, and the financial benefits that God grants-and and we do this together. As we demonstrate to a watching world that we are Christ's church, then it will be true that "the gates of hell shall not prevail against it" (Matt. 16:18). May all of this be to the glory of Christ the King and for the expansion of his kingdom.
