Chapter 15
THE ORDEAL CONTINUES
(1942)
For a number of reasons our country was once again subjected to severe
trials in 1942. But as in 1941, in the Battle of Moscow, the Soviet people and
their armed forces, led by the Party of Lenin, overcame every setback with great
courage. They routed the strategic concentration of German forces in the area
between the Don and the Volga and thus set the stage for the complete expulsion
of the Nazi armies from our country.
To understand the events that took place in the south one must acquire at
least a cursory knowledge of the military and political situation that developed at
the beginning of the summer of 1942.
The end of spring had seen some improvement in the Soviet Union’s
international and domestic situation. The anti-fascist front continued to expand
and consolidate. In January, 26 countries signed a declaration in which they
agreed to use all the means at their disposal to combat the aggressor states and
not conclude any separate cease-fire or separate peace with them.
An
understanding was reached with the United States and Britain that a second front
would be opened in Europe in 1942. All these and other factors, especially the
defeat of the German forces at Moscow and the disruption of the plans for a
blitzkrieg, gave a powerful boost to the anti-fascist forces in all countries.
A lull had set in on the Soviet-German front. Both sides were on the
defensive. The troops were digging trenches, building dug-outs, mining the
approaches to forward positions, erecting barbed wire entanglements and
carrying out other defence measures. Commanders and headquarters staffs were
busy tightening up fire systems, coordinating the various services, and tackling
other problems.
The Stavka, the General Staff and individual military units were summing up
the results of the fighting, analyzing and critically assessing successes and
failures, and trying to get a deeper insight into the enemy’s methods of warfare,
his strengths and weaknesses.
The Soviet people, inspired by the Red Army’s great victory at Moscow,
which had laid the foundation for a fundamental turning-point in the war, were
making good headway with the task of putting the economy on a war footing.
Increasing quantities of new tanks, aircraft, artillery, rockets and ammunition
were reaching the armed forces.
After the completion of the winter offensive, however, the Soviet Armed
Forces were still markedly inferior to the enemy in numbers and in equipment.
At that time we had no properly prepared reserves or substantial material
resources. New strategic reserves for all the services had therefore to be built up
in the rear. The successes of our tank and artillery industry enabled the Supreme
Command to start forming tank corps and tank armies, equipped with the most
up-to-date weapons of those days.
Modernized 45-mm anti-tank guns and new 76-mm guns were coming into
service. New artillery units and formations were being mustered. Anti-aircraft
defences for the troops and the country as a whole were being organized on a
grand scale. Our air force was able to start forming air armies.
By June we had
eight such armies. The long-range bomber formations were substantially
reinforced. The total strength of the army in the field rose to 5.6 million men,
3,882 tanks, 44,900 guns and mortars (not counting 50-mm mortars, of which we
had 21,400), and 2,221 aircraft. Combat training was vastly expanded, the
lessons of the recent fighting were mastered and skill was acquired in handling
the new weapons.

The Nazi Command was also preparing for its summer campaign and still
regarded the Eastern Front as the main theatre. The Nazi leaders sent more and
more fresh forces eastward, On the fronts stretching from the Barents to the
Black Sea Nazi Germany and her allies had 217 divisions and 20 brigades,
including 178 divisions, 8 brigades and 4 air fleets manned by Germans. Owing
to the absence of a second front, Germany was able to keep not more than 20 per
cent of its armed forces on the other fronts and in the occupied countries.
By May 1942 the enemy had deployed on the Soviet-German front an army
of more than six million men (including 810,000 satellite troops), 3,229 tanks
and self-propelled guns, nearly 57,000 artillery pieces and mortars, and 3,395
combat aircraft. The enemy remained superior in manpower. We had a small
numerical superiority in tanks, but in quality most of them fell short of the
German panzers.
On the whole the Nazi High Command’s political and military strategy for
the coming months of 1942 could be summed up as the destruction of our forces
in the south, the occupation of the Caucasus, a breakthrough to the Volga, and
the capture of Stalingrad and Astrakhan, thus paving the way for the destruction
of the USSR as a state.
In planning offensive operations for the summer of 1942 the Nazi Command
had to take into account the fact that despite its numerical advantage over the
Soviet forces, it no longer possessed the resources to launch simultaneous
offensives in all strategic directions, as it had done in 1941, under the Barbarossa
Plan.
By the spring of 1942 the German forces were strung out from the Barents to
the Black Sea, with a consequent sharp decline in their operational density.
By great efforts the Nazi Command was able to build up Army Group South
to full strength and concentrate forces that substantially outnumbered our armies
on the Southwestern sector.
Hitler’s Directive No. 41, of April 5, 1942, envisaged the seizure of the
Soviet Union’s richest industrial and agricultural regions, acquisition of
additional economic resources (above all Caucasian oil) and the capture of a
dominant strategic position from which to pursue his military and political goals.
Hitler and his associates hoped that as soon as success was achieved in the
south they would be able to thrust forward in the other strategic directions and
renew their attacks on Leningrad and Moscow.
The plan for the Moscow strategic sector in 1942 was restricted to separate
offensive operations for the destruction of the Soviet forces deeply wedged into
the German defences, with a dual aim in view. First, to improve the German
forces’ operational position and, second, to divert the Soviet Command’s
attention from the Southern sector, where the enemy’s main blow was to fall.
A specific aim of the capture of the Caucasus and the Volga was to cut the
Soviet Union’s means of communication with its allies in the anti-Hitler
coalition.
In the spring of 1942 I spent a good deal of time at General Headquarters
and took part in discussions with the Supreme Commander concerning various
fundamental strategic questions, so I had a good idea of how he assessed the
situation and the prospects for 1942.
It was obvious that he did not fully believe the assurances by Churchill and
Roosevelt that a second front would be opened in Europe, but he had not lost
hope that they would undertake some kind of operation elsewhere. Stalin trusted
Roosevelt more than he did Churchill.
The Supreme Commander assumed that in the summer of 1942 the Germans
would be capable of waging major offensive operations simultaneously in two
strategic directions, most likely the Moscow and the southern. In the north and
north-west, he maintained, the enemy’s activity would be of little significance.
At most he might try to cut off salients in our defence line and improve the
deployment of his troops.
Of the two sectors in which Stalin expected strategic offensive operations, he
was most concerned about the Moscow sector, where the Germans had
assembled more than 70 divisions.
With regard to our plans for the spring and early summer of 1942 Stalin
assumed that we were not yet strong enough to develop major offensive
operations. He believed we should confine ourselves for the immediate future to
an active strategic defence. At the same time, however, he thought it necessary
to mount a number of offensive operations in the Crimea, in the Kharkov area,
on the Lgov-Kursk and Smolensk sectors, and also in the Leningrad and
Demyansk areas.
I knew that Marshal Shaposhnikov wanted to have only an active strategic
defence, which would wear down and bleed the enemy in early summer, after
which, when we had built up our reserves, we would be able to launch a broad
summer counter-offensive. While generally supporting Shaposhnikov, I believed
that on the Western sector we should in early summer try to wipe out the
enemy’s Rzhev-Vyazma grouping, where the Germans held a large bridgehead
and had concentrated powerful forces.
