Chapter 16
STRATEGIC NAZI DEFEAT AT
STALINGRAD
In October 1942 it was clear that the Nazi Command would be compelled to
switch to a strategic defence along the entire Eastern front. The Nazis had
sustained enormous losses and by that time were no longer capable of large-scale
offensives; their war plans against the Soviet Union were failing.
Meanwhile, Nazi propaganda launched a campaign for “more thorough and
timely preparation for a second winter in Russia”. The Nazi Command insisted
that its troops build up an impregnable line of active defence to pave the way for
victory in 1943.
Why did the Nazi High Command find itself in such a complicated position?
On the one hand, the Nazis had not achieved their strategic objectives, as was the
case in 1941; were faced with an overextended front from the Black Sea through
the Northern Caucasus, Stalingrad, the Don area and up to the Barents Sea; had
no free strategic reserves on the front and in the rear; and faced low morale of
both population and troops. On the other hand, the Soviet state was steadily
increasing its strength and overcoming economic and military difficulties.
By early November 1942 the Nazis had on the Soviet-German front 266
divisions with a total strength of about 6.2 milion officers and men, around
51,700 guns and mortars, 5,080 tanks and assault weapons, 3,500 combat aircraft
and 194 warships.
1
By this same time the Soviet Union had in the field around 6.6 million
officers and men, 77,800 guns and mortars, 7,350 tanks, and 4,544 combat
aircraft.
2 The Soviet Supreme Command had a strategic reserve of 27 rifle
divisions, 5 independent tank and mechanized corps, and 6 independent rifle
brigades.
Therefore, by the end of the first period of the war the balance of forces
began to tilt in favour of the Soviet Union.
Another advantage of ours was that the Soviet Armed Forces had learned to
conceal their plans, misinform and confuse the enemy on a large scale. Because
of well-camouflaged regroupings and troop concentrations we were able to make
surprise attacks.
After fierce fighting in the south, at Stalingrad and in the Northern Caucasus,
the Nazi military leadership believed Soviet forces would not be able to launch a
major offensive on these fronts. An operational order of the German Ground
Forces High Command dated October 14, 1942, maintained:
“The Russians have been badly exhausted in recent combat actions. In the
winter of 1942/43 they will not be able to raise forces as strong as they had last
winter.”
This, however, was far from true.
According to the Supreme Command’s plan, the westward thrust our forces
undertook in the summer and autumn of 1942 against the Nazi Army Group
Centre was to disorient the enemy, to make the German Command think it was
precisely at this point, and nowhere else, that we were preparing for a major
winter operation.
This is why in October the Nazi Command began building up
large forces against our western fronts. Three divisions — armoured, motorized
and infantry — were moved from the Leningrad area to the vicinity of Velikiye
Luki. Another seven divisions were rushed from France and Germany to the area
of Vitebsk and Smolensk.
Two panzer divisions were brought up from Voronezh
and Zhizdra to the vicinity of Yartsevo and Roslavl. Hence, by early November
the Nazi Army Group Centre had gained 12 divisions, plus other reinforcements.
German operational blunders were aggravated by poor intelligence; they
failed to spot preparations for the major counter-offensive near Stalingrad where
there were 10 field, 1 tank and 4 air armies, a number of independent tank,
mechanized and cavalry corps, brigades and independent units, 15,500 guns and
mortars, 1,463 tanks and armoured self-propelled guns and 1,350 combat
aircraft.
After the war, Jodl, former Chief of Staff Operations Division of the German
Armed Forces, admitted they had failed to detect the Soviet build-up against the
left flank of the army under Paulus: “We did not have the slightest idea of the
Russian strength in that area. Previously, there had been nothing there and
suddenly a powerful blow was struck, proving decisive.”
At the beginning of the Soviet counter-offensive, in the south the enemy
occupied the following operational and strategical positions.
The main forces of Army Group B were in the Middle Don area, at
Stalingrad, and also southwards in the vicinity of Sarpinskiye Lakes. They
comprised the 8th Italian Army, the 3rd and 4th Romanian armies and the
German 6th and 4th Panzer armies.
Each division held from 15 to 20 kilometres.
The effective strength of this group totalled over one million officers and
men, 675 tanks and assault weapons, over 10,000 guns and mortars. Numerically
the confronting forces were nearly equal, with the exception of a slight
superiority in tanks on the Soviet side.
Army Group B was supported by the 4th Air Fleet and 8th Air Corps.
Planning to smash Army Group B, the Soviet Supreme Command believed
an enemy rout in the Stalingrad area would disorganize the Nazis’ North
Caucasian Front compelling them to either beat a hasty retreat or fight from a
pocket.
After Stalin’s death it became unclear who was the actual architect of the
wide-scale and effective counter-offensive. Although this question is perhaps not
particularly important, and the plan’s inception was described in the preceding
chapter, I would still like to add some details.
Some people think the initial rough outline of the future offensive was
drafted by the Supreme Command as early as August 1942 and was rather
limited.
In reality, it was not an outline for the future counter-offensive, but merely a
plan for a counterblow to check the enemy advance on the approaches to
Stalingrad. At that time no one in the Supreme Command could plan on more, as
we had neither sufficient resources nor means.
Another conjecture is that on October 6, 1942 the Military Council of the
Stalingrad Front, on its own initiative, put before the Supreme Command
proposals for a counter-offensive. Here are comments on that by Vasilevsky:
“As soon as day broke on October 6, N. N. Voronov, V. D. Ivanov and
myself … set off to the observation post of the 51st Army where we heard
Commander N. I. Trufanov’s report. In the evening of the same day, at the Front
command post, we met the Commander of the Front and the Member of the
Military Council to discuss once again the Supreme Command’s plan for the
pending counter-offensive. Since the Front Command had no fundamental
objections to the plan, that same night we wrote a report accordingly and sent it
to the Supreme Commander-in-Chief.
“On October 7, on behalf of the Supreme Command I instructed the
Commander of the Don Front to present similar considerations with respect to
his own forces.”
I believe no more need be said. The information presented by Vasilevsky is
convincing evidence that the Supreme Command and the General Staff played
the main role in planning the counter-offensive.
Some historians also say that somewhat later Vatutin, Commander of the
South-Western Front, submitted his own plan. However, this raises some
questions. How much later? What kind of a plan? A plan for his own Front or a
general plan for the counter-offensive?
After all, the South-Western Front was formed only in late October, at a time
when its forces had already finished concentrating in conformity with the plan
for the counter-offensive, and the Supreme Command’s overall plan had already
been completed and approved.
Here I would like to note that each Front commander, in conformity with the
prevailing practice and procedure for drafting plans for front-line operations,
would necessarily submit such a plan for the approval of either the Supreme
Command in Moscow or its representatives on the spot. The commander, of
course, would also state his thinking about coordinating operations with his
neighbours and what he needed from the Supreme Command.
To draft such a major counter-offensive plan, a plan for three Fronts at
Stalingrad, it was absolutely imperative to proceed not only from operational
considerations, but also from concrete calculations of equipment and materiel.
Who could do this for an operation of such scope? Of course, only the
authority controlling such large resources, namely, the Supreme Command and
the General Staff.
It’s quite natural that the Supreme Command and the General Staff, in the
process of hostilities, thoroughly analyzed all intelligence bearing on the enemy
that the Fronts and forces were able to accumulate, and drew the appropriate
conclusions from both Nazi and Soviet actions. They also studied the proposals
of front-line staffs, commanders of all Fronts and arms of the service. After
analyzing all this information they made one or another decision.
Consequently, plans for an operation of strategic scope could be fully
conceived only as the upshot of protracted efforts by all the fighting arms, staffs
and commanders.
