I would like to reiterate that the Supreme Command and the General Staff
unquestionably played the decisive role in planning and effecting the counteroffensive at Stalingrad.

There is also no doubt that credit for directly smashing the enemy goes to
those who by their brave assault, accurate fire, courage, valour, and skill blasted
the enemy to smithereens. They were the valiant troops, commanders and
generals who had passed the grim trials of the initial part of the war with flying
colours and on the eve of the counter-offensive were fully prepared to take the
initiative and deal the enemy a deadly blow.

The Supreme Command and the General Staff deserve credit for their ability
to analyze with scientific accuracy all the factors involved in this enormous
operation and predict its progress and final result. Therefore, it is out of the
question to attribute this counter-offensive to any particular individual.
I do not think it necessary to describe in detail the entire plan for the
counter-offensive and the progress of the operation, since our historians have
written much on the subject and most of it is accurate. There are some points,
however, that I feel worthwhile discussing.

The dominant role in the initial phase of the counter-offensive was played by
the South-Western Front commanded by Lieutenant-General N. F. Vatutin.
Delivering crippling, deep-thrusting blows, this Front struck out from
bridgeheads in the vicinity of Serafimovich and Kletskaya on the right bank of
the Don. Meanwhile, the Stalingrad Front was advancing from the Sarpinskiye
Lakes area. The shock groupings of the two Fronts were to link up in the area
between Kalach (Kalach-on-the-Don) and the small village of Sovetsky and thus
complete the encirclement of the main enemy grouping at Stalingrad.

Deploying its central grouping, incorporating among other troops, the 21st
Army, the 5th Tank Army and part of the 1st Guards Army, and other strong
forces from bridgeheads southwest of Serafimovich and in the vicinity of
Kletskaya, the South-Western Front was to pierce the defence line of the 3rd
Romanian Army and with its mobile formations race southeast to reach the Don
in the area of Bolshenabatovskaya and Kalach. As a result of this thrust, the
forces of this Front were to emerge in the rear of the Nazi grouping at Stalingrad
and block all westward lines of retreat.

The mission of supporting the Front’s shock group and of establishing the
outer perimeter of encirclement in the southwest and west was assigned to the
army operating on the right flank of the South-Western Front, to the 1st Guards
Army under Lieutenant-General D. D. Lelyushenko and subsequently to the 5th
Tank Army under Lieutenant-General P. L. Romanenko. Thrusting forward in a
western, south-western and southern direction, on the third day of the operation,
these forces were supposed to reach the line stretching from Veshenskaya to
Bokovskaya and farther out along the River Chir to Oblivskaya.
Ground operations along the South-Western Front were to be supported by
the 2nd and 17th Air armies under Major-Generals K. N. Smirnov and S. A.
Krasovsky.

Meanwhile, the Don Front was to deliver two secondary attacks. One was to
be combined with the South-Western Front and, thrusting southeast from east of
Kletskaya, smash enemy defences on the Don’s right bank (this was to be
effected by the 65th Army). The other was to thrust out from the area of
Kachalinskaya along the left bank of the Don and southwards in the general
direction of Vertyachy so as to cut off enemy forces operating in the Don’s
smaller loop from the Stalingrad grouping (this was to be effected by the 24th
Army).

The 66th Army was to go into vigorous action north of Stalingrad to tie up
the enemy and completely prevent him from manoeuvring with reserve forces.
The ground forces of the Don Front were to be supported by the 16th Air Army
under Major-General S. I. Rudenko.

The shock grouping of the Stalingrad Front (comprised of the 51st, 57th and
64th armies) was to launch an offensive on the line extending from Ivanovka to
the northern tip of Lake Barmantsak. Its mission was to pierce enemy defences
and, advancing in a north-westerly direction, reach the vicinity of Kalach and the
small village of Sovetsky, where it was to link up with the forces of the South-
Western Front and thus seal the encirclement of the enemy grouping at
Stalingrad.

The 51st Army under Major-General Trufanov was to break enemy defences
on the isthmuses between lakes Sarpa, Tsatsa and Barmantsak, concentrating
forces to carry the offensive farther north-west in the general direction of
Abganerovo.

Meanwhile, the 57th Army under General F. I. Tolbukhin and the 64th Army

The 62nd Army under General V. I. Chuikov was to pin down enemy forces
by action inside the city and be prepared to launch an offensive.
The mission of supporting the offensive of the Stalingrad Front’s shock
force and building up an exterior perimeter of encirclement from the southwest
was allotted to the 51st Army (including General T. T. Shapkin’s 4th Cavalry
Corps), which was to attack southwest in the general direction of Abganerovo
and Kotelnikovo. The troops of the Stalingrad Front were to be supported by the
8th Air Army under the command of Major-General T. T. Khryukin.

To prepare the counter-offensive enormous movements of troops and
materiel were effected for all the Fronts, especially the newly organised South-
Western Front. One must give credit to the General Staff and the Staff of the Red
Army Logistics Division for the brilliant way in which they coped with massing
the forces for this operation.

A total of 27,000 lorries were employed to transport troops and freight. The
railways carried 1,300 freight cars daily. Troops and supplies for the Stalingrad
Front were carried in the exceptionally difficult conditions of the autumn ice
drifting on the Volga. Between the 1st and 20th of November, 111,000 officers
and men, 427 tanks, 556 artillery pieces, 14,000 lorries and nearly 7,000 tons of
ammunition were ferried across the Volga.

Between late October and early November, Vasilevsky, other representatives
of the Supreme Command, and myself, worked hard to help the command
personnel, staffs and troops fully understand the counter-offensive plan and the
methods to effect it. The meetings of staffs of Fronts, armies and troops showed
that this complex, labour-consuming task was performed by the commanding
and political officers with a great sense of responsibility and creative initiative.
Between November 1 and 4 the plans of the South-Western Front were
discussed and corrected, and later plans of the 21st Army and the 5th Tank Army
were ironed out in full detail and dovetailed.

The discussion of operation plans at the headquarters of the South-Western
Front was attended by myself and other representatives of the Supreme
Command. General N. N. Voronov represented artillery, generals A. A. Novikov
and A. E. Golovanov, the air force, and General Ya. N. Fedorenko, armoured
troops. All of them helped more comprehensively to plan the use and
coordination of the major fighting arms.

On November 4 the headquarters of the 21st Army debated preparations for
offensive operations of the 21st and the 65th armies. The commanders of the
Don Front and the 65th Army were invited to this meeting. At that time
Vasilevsky was inspecting preparations under way by the 51st, 57th and 64th
Armies of the Stalingrad Front. We agreed that I would join him later.
When working with the troops we focussed on intelligence bearing on
enemy dispositions, the character of its defence efforts, the overall fire system,
deployment of anti-tank weapons and anti-tank strong points.

We determined the methods and plans for artillery preparation, its density,
the probability of demolishing and suppressing the enemy’s defences and also
the system of artillery support for the advancing forces. We dovetailed plans for
coordinating artillery and air force operations and assigned them their respective
missions. We planned coordination with the armour during the breakthrough and
after it had been sent into the gap. We determined flank contact with
neighbouring forces, especially when sending mobile forces into the
breakthrough and directing their action in the operational depth of enemy
defences. At the same time we issued practical instructions on how much more
intelligence bearing upon enemy positions and movements was required, what
additional details might be needed, and what concretely should be done in the
field.

The commanding and political officers concentrated chiefly on the objective
of rapidly breaking the enemy’s tactical defences. Enemy forces had to be dealt a
telling blow and before they could recover it would be necessary to rush into
action the second wave to develop a tactical breakthrough into an operational
breakthrough.

In assigning missions to corps, divisions and units we pressed the
commanding officers to carefully study these missions and ways of cooperating
with reinforcements and adjacent units, especially when operating in the depth of
the enemy defences.

All this represented a difficult task for all echelons of commanding and
political officers, and required particular strain of all strength and capabilities;
however, the dividends made it worthwhile.

Political bodies, Party and YCL organizations launched a party-political
campaign among the troops. Their activities were skilfully directed by the Front
Military Council and Political Administration under General M. V. Rudakov.
To finalize plans for offensive operations by the forces of the Stalingrad
Front, as previously arranged with Vasilevsky, I arrived on the morning of
November 10 at Tatyanovka, the command post of the 57th Army. Already
waiting there with the Military Council were M. M. Popov, M. S. Shumilov, F. I.
Tolbukhin, N. I. Trufanov, corps commanders V. T. Volsky, T. T. Shapkin and
other generals. Before the conference, however, Vasilevsky, the commanders of
the 51st and 57th armies, Trufanov and Tolbukhin, as well as Popov, other
generals and myself visited the sectors on which these armies were operating.
We wanted to reinspect the terrain across which we were to develop the
offensive of the main forces of the Stalingrad Front.

After reconnoitering the ground we spoke at the conference about
coordinating operations between the Stalingrad and South-Western Fronts,
detailed the link-up between the advance units of the two Fronts in the vicinity
of Kalach, and discussed further coordination following the sealing of
encirclement and other pertinent problems.

The evening of November 11, I used the Baudot printer to wire the Supreme
Commander the following report:
