Governor blasts investment bottlenecks
경기도지사, 투자 병목현상을 맹비난
The Gyeonggi Province governor yesterday condemned the government`s policy of restricting investment in metropolitan areas.
His criticism comes as Hynix Semiconductor Inc.`s plans to expand its plants in Gyeonggi Province look likely to be denied government approval.
"The regulations in Korea are very complex. It may be hard for you to understand all the restrictions because Korea is No. 1 in the world in terms of regulations," Kim Moon-soo said at a press briefing at the Seoul Foreign Correspondents` Club yesterday.
"The government believes that companies would invest in other regions if investment is banned in metropolitan areas." He was referring to the government`s move to put a brake on Hynix`s plan to build additional facilities in Icheon, some 45 kilometers southeast of Seoul.
Hynix, the world`s No. 3 computer chipmaker, is demanding the government permit the investment, which is expected to create as many as 6,000 jobs and increase annual exports by 9 trillion won ($9.8 billion).
But the Ministry of Finance and Economy said the project goes against the Roh Moo-hyun government`s policy of promoting balanced regional development, sources said. The ministry also said there is an alternative site in Cheongju, Chungcheong Province.
The government has restricted firms from building new plants or expanding existing ones in and around Seoul, to lessen the concentration of wealth in the region. Gyeonggi Province, the nation`s most populous region with 10.6 million residents, accounts for 22 percent of the country`s population and 19.9 percent of the nation`s gross domestic product.
The government previously said that it would prepare deregulatory measures for the region. The Ministry of Finance and Economy is planning to announce "comprehensive measures for business environment improvements" this Friday.
Gyeonggi Province has been at the forefront of a campaign against the government`s antidevelopment regulations in metropolitan regions.
Like his predecessor Sohn Hak-gyu, Kim said his main goal during his term is to ease development regulations in the region and to create jobs by luring local and foreign investment.
"The key to mending the economy is to abolish absurd and excessive regulations. It is nonsense that there are more regulations in Korea than China, a communist state," he said.
As to the planned expansion of a U.S. military base in Pyeongtaek, also in Gyeonggi Province, Kim said the project can be carried out as scheduled if the government is committed to the plan.
"What matters is the government`s will. Gyeonggi Province has had a number of construction projects which faced strong objections from residents and farmers. However, if we are determined, we will have no problem." U.S. Forces Korea plans to move its headquarters from Yongsan in Seoul to Pyeongtaek by 2008. But the plan has encountered fierce protests from residents and activists.

그의 비난은 하이닉스반도체가 경기도 소재 공장을 확장하려는 계획에 정부 허가가 어려울 것으로 보이는 가운데 나온 것이다.
“한국의 규제는 매우 복잡하다. 규제에서는 세계 1위이기 때문에 제한을 모두 이해하기란 어려울 것”이라고 김문수 지사는 어제 서울외신기자클럽에서 가진 기자설명회에서 말했다.
“정부는 수도권에 투자를 못 하게 하면 다른 지역에 투자를 하겠거니 생각한다.” 그는 하이닉스가 서울 동남쪽 45킬로미터 지점인 이천에 있는 공장을 증설하려는 계획에 정부가 브레이크를 걸려는 것을 가리켰다.
세계 3위의 반도체 회사인 하이닉스는 6,000개의 일자리 창출과 9조원(98억 달러)의 연간 수출 효과가 예상되는 이 투자에 대해 정부의 허가를 요구하고 있다.
그러나 재정경제부는 이 계획이 노무현 정부의 지역균형발전 정책에 어긋난다고 말했다고 소식통은 전했다. 재경부는 또 충청도 청주를 대신 추천했다.
정부는 부가 수도권에 집중되는 것을 덜기 위해 수도권에 공장의 신설이나 증설을 제한하고 있다. 인구 1,060만으로 전국에서 가장 인구가 많은 경기도는 한국 인구의 22퍼센트와 국내총생산의 19.9퍼센트를 차지하고 있다.
정부는 앞서 수도권에 대한 규제완화를 고려하겠다고 말했다. 재정경제부는 오는 금요일 “기업환경개선을 위한 종합대책”을 발표할 계획이다.
경기도는 정부의 수도권 개발제한 조치에 대해 앞장 서서 반대해 왔다.
손학규 전 지사와 마찬가지로 김 지사는 자신의 임기 중 최대 목표는 수도권의 개발규제를 완화해서 내외 자본을 유치해 일자리를 늘리는 것이라고 말했다.
“경제회복의 관건은 말도 되지 않을 정도로 지나친 규제를 폐지하는 것이다. 공산주의 국가인 중국보다 한국에 규제가 더 심하다는 것은 난센스”라고 그는 말했다.
역시 경기도에 속하는 평택으로의 미군기지 이전 계획에 대해 김 지사는 정부가 이 계획을 추진할 소신이 있다면 예정대로 진행될 수 있을 것이라고 말했다.
“문제는 정부의 의지다. 경기도는 주민과 농민들이 거세게 반대하던 건설사업이 많이 있었다. 하지만 소신을 밀고 나가면 문제가 되지 않을 것이다.” 주한미군은 서울 용산기지를 2008년까지 평택으로 옮길 계획이다. 하지만 이 계획은 주민과 운동단체들의 격렬한 시위에 부딪치고 있다.
