PAY RANGE:
KGS-05: Between 17,578 Won and 25,221 Won per hour
KGS-07: Between 21,892 Won and 31,599 Won per hour
KGS-09: Between 26,013 Won and 37,691 Won per hour
KGS-11: Between 29,964 Won and 43,531 Won per hour
TOUR OF DUTY: 40 hours per week
AREA OF CONSIDERATION: All current USFK KN employees serviced by Civilian Human Resources Agency, Far East Region
NOTE: 1. Target grade of this position is KGS-11. If the position is filled at the lower grade than target grade, the incumbent may be non-competitively promoted to target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification requirements. 2. Relocation allowance will NOT be authorized for the selectee from outside the commuting area. 3. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. Relocation allowance will be authorized for the selectee from Area I and II IMCOM if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. 4. This position has been designated as KN EMERGENCY-ESSENTIAL (MISSION ESSENTIAL). KN EE (ME) Position Agreement Form (USFK Form 200EK) must be signed prior to appointment of the selectee for this position.
MAJOR DUTIES:
Serves as the Training Specialist with performing a variety of assignment related to quality assurance and evaluation of educational programs and methodologies for the NCO Academy and its functional areas. Provides guidance and leadership in the motivation, performance measurement and overall management of the workforce including the design, delivery, implementation, and evaluation of programs and processes. Initiates and maintains liaison with assigned school, other commands, and proponent school elements for the conduct of evaluations, accreditation and improvement of educational processes and learning methodologies. Evaluates development of training strategies, training courses, materials, and products. Coordinates with other divisions, and directorates for input. Evaluates the validation of training products/materials. As a key manager in the NCO Academy accreditation process. Conducts internal checklist evaluations of all courses taught and supported against course related accreditation standards (to include evaluation of instructor and student records) within the Basic Leader Course (BLC), Common Faculty Development Instructor Course (CFD-IC) and KATUSA Training Academy (KTA). Conducts internal evaluations of non-course related standards annually. Ensures the quality of training within the academy is in accordance with the Army Enterprise Accreditation Standards, applicable TRADOC standards and regulations, the approved Course Management Plans (CMP), Programs of Instruction (POI) and the appropriate course proponent guidance. Performs other duties as assigned.
QUALIFICATION REQUIREMENT:
EXPERIENCE:
KGS-5: Three years of general experience
KGS-7: One year of specialized experience at grade level of KGS-5 or equivalent.
KGS-9: One year of specialized experience at grade level of KGS-7 or equivalent.
KGS-11: One year of specialized experience at grade level of KGS-9 or equivalent.
GENERAL EXPERIENCE: Progressively responsible administrative, professional, technical, investigative, or other substantive experience, one year of which was equivalent to at least the next lower grade, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively in English, both orally and in writing.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position. Qualified applicants should demonstrate in-depth knowledge of research, evaluation and assessment techniques, particularly as it relates to military training and education; and Fundamental, practical knowledge of the technology associated with delivering web-based education to include awareness of current and future technology, processes, and standards.
ENGLISH LANGUAGE COMPETENCY: The approval of management panel to determine English conversational skill is required. Requires fluency in English to communicate clearly and concisely, both orally and in writing to a broad audience in a diplomatic and tactful manner.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1. Successful completion of study at a ROKG authorized or recognized college or university in any field may be substituted for general experience at the rate of one academic year of education for nine months of general experience. A full 4-year course of study resulting in an undergraduate degree is qualifying for KGS-5 level. 2. Each full academic year of graduate education in a field related to the position being filled may be substituted for one year of specialized experience up to a maximum of two years graduate education for two years specialized experience. A master’s degree in an appropriate field is qualifying for directly related KGS-9 positions provided testing and any licensing requirements are met. 3. Three full years of progressively higher level graduate education leading to a doctorate degree in an appropriated field is qualifying for KGS-11.
