Korea Herald correspondent BEIJING - North Korea began the six-party nuclear negotiations in Beijing yesterday by laying out a shopping list of demands in return for giving up its nuclear programs.
With the resumption of the talks after a 13-month break, North Korea insisted that the "circumstances were not ripe" for it to discuss the abandonment of its nuclear programs and that any effort to do so will be reciprocated with a new demand that the six-party talks change into nuclear arms talks.
The North also demanded the lifting of U.N. sanctions, and that United States lift its own financial sanctions before starting negotiations on how to implement the Joint Statement agreed last year.
In order to dismantle its nuclear programs, the North said the other parties must agree to provide a light water reactor and to supply alternative energy until the reactor is completely built.
The North warned that it will take further steps to reinforce its nuclear power capability if sanctions continued or intensified.
The demands were included in the key note speech delivered by North Korea`s Vice Foreign Minister Kim Kye-gwan during a plenary session.
The United States, in turn, warned that "patience has surpassed its limits." It said the United States was ready to discuss normalization of ties with the North, but that it was only possible when North Korea abandoned its nuclear programs.

"The current round of talks will emphasize and fix on specific measures to fully implement the joint statement adopted by the six parties during the fourth round of talks in September, 2005," said Vice Chinese Foreign Minister Wu Dawei.
In the Joint Statement, North Korea agreed in principle to dismantle all existing nuclear weapons and programs in return for economic, energy and security incentives.
The statement, however, lost its shine after North Korea boycotted the negotiations and detonated a nuclear device in October.
A North Korean delegate, requesting anonymity, said prior to the plenary session that his country had decided to return to the negotiating table, because it has become a nuclear power.
Before the talks opened, Christopher Hill, the chief U.S. negotiator warned that the impoverished North would face harsher sanctions if it refuses to disarm.
On the sidelines of the talks, the United States and North Korea are set to discuss the financial row over Washington`s restrictions imposed last year on a Macau bank.
In September last year, the U.S. Treasury blacklisted the Banco Delta Asia accusing it of helping to launder illicit North Korean money.
The talks on the financial sanctions would involve Assistant U.S. Treasury Secretary Daniel Glaser and Ri Gun, North Korea`s deputy chief delegate and director-general of the North American division at the Foreign Ministry. Oh Gwang-chul, president of the Foreign Trade Bank of Korea, the reclusive regime`s window for foreign banking, is also likely to attend the discussion.
