1. Overview of Vietnam Plastics Market
□ Growth
○ Vietnam plastics manufacturing industry is one of the fastest-growing industries in Vietnam, sustaining average growth of 20~25% in recent years, having great potential to perform well on the international market. In contrast with the slowdown of global plastics industry during the economic crisis, the growth of Vietnam plastics industry even remained high thank to domestic demand.
○ Up to 2011, Vietnam plastics industry includes about 2,000 businesses from North to South. About more than 80% are located in the South –Ho Chi Minh City, Binh Duong, Dong Nai, Long An and Ba Ria Vung Tau Province. The North possesses of 13% and the Central 3%. The plastics sector is one of ten industries aggressively promoted by the Vietnamese government since it accounts for 4.48% overall domestic industry. It targets to achieve sufficient supply of home-produced raw material through resin production facilities.
□ Segmentation
○ According to Vietnam Plastics Association, Vietnam plastics industry is still not centralized in terms of structure, proportion of each sector remains unequal. Consumer and packaging sector play a decisive role of the industry. Currently, packaging is the second largest product segment of plastics and has the highest import value accounting for 66% of total export. Following the global trend, plastics packaging firms, especially those that produce PET bottles and recycled plastics, have much potential in coming years with forecasted growth of more than 20% per year. Meanwhile, consumer plastics sector possesses of 40% of total companies in the industry but accounts for approximately 20% of total export value. Construction sector just meets domestic need with the growth rate of 15~20%/year. As for engineering plastics sector, the quantity of companies only stays at modest number of 14%. Major products of engineering plastics sector is plastic equipment which is used in automobile assembly, electronic devices...
□ Output
○ The industry produces most of what the domestic market consumes. Plastics products account for 4.48% of total domestic output and serves as an essential supporting industry that needs the government’s attention. The industry is one of the State’s top priority sectors due to high and stable growth, strong exports, and competitiveness compared with other countries in the region.

□ Export
○ Not only supply for the domestic market, plastic industry has also become one of Vietnam’s major export earners. Vietnam Plastics Association(VPA) reported that export revenue of plastic products is estimated at US$ 1.58 billion in 2012, growing by 17% year-on-year. Meanwhile, exports of plastic materials brought home about US$ 397 million, up over 60.5% in volume and 62.6% in value, the association said. This high export value of plastic materials reflects the development of material production in local Vietnam.

○ Vietnam’s plastics exports showed strong performance in 2012. Exports of plastic bags contributed the highest revenue with more than US$ 456 million or 28.9% of the total. In the near future, plastic bags will be replaced with biodegradable ones globally, VPA said. But the association forecasts the 2013 export turnover of the product to grow further, citing rising demand from foreign buyers.

○ Vietnamese plastic products are exported to over 150 countries spanning Asia, the Americas, Africa, Europe and Middle East. Among those export markets, Japan is the largest buyer, accounting for nearly 19% of the country's total plastics sales from the first nine months of 2012. The US at around 8.34% follows Japan. Other major markets include China and Thailand which account for 7.51% and 5.93% of the country's total exports, respectively. According to reviews of many economic experts, the domestic plastic products stay competitive in the international stage thanks to the application of advanced technology in production, together with preferential tax and reasonable price. Revenue from plastic exports is expected to rise by 11~13.5% to hit US$ 2 billion in 2013, according to the Vietnam Plastics Association(VPA).
○ However, the domestic plastic industry is facing a continual increase in the import of raw materials and plastics working machines. Vice Chairman of Ho Chi Minh City Rubber and Plastics Association Tran Viet Anh said the domestic plastics industry was highly dependent on imported raw materials. The domestic plastics industry needs 2.2 million tons of raw materials for production annually while the domestic supply of raw materials only meets about 450,000 tons or 20% of demand, so domestic plastics businesses have been forced to import the remaining materials from South Korea, Taiwan... In addition, the lack of support industries has hindered the growth of the domestic plastics industry.
○ In the next few years, Vietnam plastics industry still has many opportunities for further growth and differentiation. As Ms Ho Thi Kim Thoa, Vice Minister of Ministry of Vietnam Industry and Trade said, plastics industry is one of ten industries that government sets priority for development. In 2020, government sets target for the raw plastic imports to not excess 50% of overall, the industry will focus on modernizing technology and equipment; increasing and encouraging engineering plastic production to replace expensive imported products, especially producing parts for automobile, motorbike, electronics, electric and refrigeration industry.
2. Engineering plastics market
○ Particularly, business opportunity for engineering plastic is open. The increasing demand of local market for computer, television, radio cassette, refrigeration, air-conditioner, and washer... will make electric and electronics industry develop more in the coming years. Therefore, demand for engineering plastic will grow up. Besides, it can be referred to engineering plastic demand for local motorbike and automobile assemblers in Vietnam, who are the big potential customers of engineering plastics.
○ Even though, Vietnam engineering plastics industry still much depends on import materials. The Vietnam’s plastic manufacturing industry including engineering plastics has had to spend billions of US dollars on an annual basis to import plastic raw material, equipment and machinery. The industry in general thus has to completely rely on the imported materials, which reduces its competitiveness, said Tran Viet Anh, deputy chairman of the Ho Chi Minh City Rubber and Plastic Association. Since the domestic petrochemical industry is underdeveloped, Vietnam plastics industry has to face is mainly depending on raw materials import and the fluctuation of global plastic price. Annually, Vietnam plastics industry needs an average of more than 2.2 million tons of raw materials for manufacturing. Plastics firms must rely from 70% to 80% on imported resins. This makes business firms of plastic products depend mostly on imported materials while material costs possess of approximately 70~80% the finished plastic products price.
○ In fact, developing local production for plastic materials is one of priority of plastic industry at the moment, to reduce dependence on imported materials. Vietnam can produce PVC resin, PS and DOP. Besides, there are several projects to produce PP, PE, BOPP for package industry and PS, PVC, PMMA sheet... which are on the schedule. However, most of engineering plastic materials must be imported. Local manufacturers until now, to some extends, cannot produce some engineering plastic materials.
○ Domestic supply currently provides about 450,000 tons of raw resins for plastic industry. PVC resins are produced at TPC Vina and Phu My Plastics and Chemical Co. with total capacity of 200,000 tons per year (of which 30% are exported). Formusa Vietnam (100% capital of Taiwan) supplies 145,000 tons of PET resins per year. In August 2010, Binh Son Petrochemical Company officially starts operating the first PP factory of Vietnam, Dung Quat Petrochemical Project. The factory has a capacity of 150,000 tons per year and can produce 30 kinds of plastic resins from Homopolymer PP, meeting part of domestic demand for PP resins. Above all, local factories currently supply 15~20% of domestic demand for raw resins.
○ As for engineering plastic product manufacturers: Firms of engineering plastics only account for 10% of total plastics companies but produce around 20% of total manufacturing output. This shows that these firms have large scale. The main products in this segment are plastic counterparts used in assembling automobiles, motorcycles, and plastic electronic devices. These firms mainly supply domestic needs and export is about 11% of the total plastics export turnover of Vietnam. Typical firms are Tien Phong Plastics and Tan Tien Plastics.
□ Import Trend
○ Import Statistics - In accordance with Vietnam Plastics Association’s data and KOTRA Hanoi KBC’s calculations, the annual dollar amount of products HS Code 3920 imported into Vietnam generally increases over time, even during the 2005~2011 period when the economic crisis is at its peak. By the end of 2011, the total import was estimated at approximately US$ 4.31 billion.

- In the first four months of 2012, Vietnam imported nearly 850,000 tons of raw plastic for production, rising 4.4% over the same period of 2011, with an import value of US$ 1.409 billion, Vietnam Plastic Association(VPA) reported. · In particular, the country mainly imported Polyethylene (PE) plastic with the biggest volume of 245,700 tons worth US$ 343.3 million, accounting for 24.4% of the total import value and 28.9% of the total import volume. · Polypropylene(PP) Plastics posted the second biggest import volume with 190,000 tons valued at US$ 277.7 million, accounting for 19.7% of the total import value and 22.4% of the total import volume. · Polyethylene Terephthalate(PET) plastic marked the third biggest import volume with 88,500 tons worth US$ 138 million, accounting for 9.8% of the total import value and 10.4% of the total import volume. · In addition, the country also imported some other plastics such as PS, ABS, PVA and PA with lower import value, ranging between US$ 60~65 million. · The import price of raw plastic in Jan-April decreased by 3~12.2% year-on-year. Particularly, the import price of PE plastic declined 12.2% from the same period last year to US$ 1,397 per ton, PP plastic down 9.3% to US$ 1,416 per tone and PET down 10.4 percent on year to US$1.560 per ton.
- Major Suppliers · Vietnam is one of Asia’s largest importers of plastics raw materials. The state is undertaking a project designed to provide the industry with domestically produced inputs to reduce its dependence on raw material imports; however, up to now, Vietnam companies still have to import roughly the resin materials from abroad. · According preliminary statistics, the import of plastic raw materials in the first four months of 2012 reached US$ 1,409 million, equivalent to 849.3 thousand tons, rising by 4.4% in volume but down by 4.0% in value year-on-year. In the first four months of the year, among 57 suppliers of plastic raw materials to Vietnam, the largest suppliers which should be mentioned are Korea, Taiwan and Singapore. Imports from the three above market reached US$ 200 million/market, especially South Korea is the largest with an amount of US$ 275.8 million.
· Korea Engineering plastic raw materials imported from Korea within six months of 2012 is estimated at US$ 420.4 million, with a quantity of 234.6 thousand tons, rising by 15% in volume and by 7% in value compared to last year’s period. With this high growth rate, South Korea has confirmed its position as No. 1 in the Vietnam import market. As preliminary statistics, import of engineering plastic materials from Korea in the first six months of 2012 is at about US$ 420.4 million, with an amount of 234.6 thousand tons, increasing by 15% in volume and 7% in value over the same period. South Korea gradually becomes the market's largest suppliers of engineering plastics for Vietnam. Among most of the engineering plastics were imported to Vietnam from Korea, PET, PE and PP are the third most import categories, with large volume and value compared to other types of engineering plastics. Also, a number of categories which should be mentioned as large import volume may include Polyether, EVA, PS and ABS, however, compared to the three largest categories of imports (PET, PE, PP), imports of these are still lower.

Imports of PET from South Korea grew rapidly and became one of the most import categories from Korea, while imports of PP and PE decreased quite considerably both in terms of value and volume. PP ranked the second position in the first six months import. This category’s imports decreased relatively high compared to the same period with a proportion of 7.3% in volume and 18.1% in value, an equivalent of US$ 84 million and 55.4 thousand tons. PE imports have similar trend with PP imports, with value of US$ 71 million, equivalent of 43.7 thousand tons, dropping by 9.1% in volume and 18.8% in value compared with last period in 2011. The average import price for six months is at US$ 1,626/ ton, reducing by 10.7% compared to the same period of 2011. The three largest category of plastics (PET, PP, PE) accounted for 72.2% of the total volume and 62.5% of total import value from the Korean market. Other types accounted for less than 8% of total imports.
· Thailand Engineering plastic raw materials imported from Thailand within seven months of 2012 reached US$ 249.7 million, an equivalent of 154 thousand tons, increasing by 6.1% in volume but down 0.9% in value. Thailand market is the third largest suppliers of plastic raw materials in the first seven months of 2012, following South Korea and Taiwan. Import of engineering plastic from Thailand is quite diverse, with nearly 30 different types. Among these, there are 16 types with a import volume of over US$ 1 million/type and 6 types with volume of over US$ 10 million/type.

PE is a type of resin imported the most from Thailand, with US$ 66.3 million in value and 44.6 thousand tons in volume, dropping slightly by 2.1% in volume and 4.2% in value compared to the same period of 2011. An average import price of PE is at US$ 1,485/ ton, down by 2.1% compared to the same period in 2011. Share of PE in total imports from Thailand is very high at 29% of import volume and 26.6% of import value. Second place in the import categories is PET with an amount of US$ 48.1 million, equivalent to 32.5 thousand tons, accounting 21.1% of volume and 19.3% of value. Compared to the same period of 2011, imports of PET from Thailand declined in both volume and turnover, in turns by 3.8% and 16.3%. The average price of imported PET in first 7 months is at US$ 1,481/ ton, down by 13% compared with the same period imports. While imports of PE and PET slightly decrease compared to the same period, some import categories from Thailand is rather high, which can include PP, PS and PVC. Imports of PP ranked third with high growth in both volume and import value compared with the same period of 2011, in turns increased by 15.6% and 5.6%. Imports of PP from Thailand in seven months of 2012 was US$ 41.0 million, with quantity of 25.5 thousand tons, accounting for 16.6% of volume and 16.4% of value. The average import price of PP reduced remarkably compared to the same period in 2011, with a drop of 8.6% from US$ 1,756/ ton to US$ 1,604/ ton. With an import value of 21.2 million, volume of 12.2 thousand tons, accounting for 7.9% of the total volume and 8.5% of total value, PS is the fourth category imported from Thailand. Imports of PS increased by 22.8% in volume and 17.6% in value compare to the same period of 2011. The average import price from Thailand in the first 7 months of 2012 is at US$ 1,735/ ton, down by 4.3% year-on-year. In sum, the six largest categories of imports above accounted for 88.5% of the total volume and 82.9% of total value from Thailand. The remaining types have low import volume and value compared to the six largest categories listed above.
· Singapore According to statistics of Vietnam Plastics Association, import of resin within seven months of 2012 in terms of volume and value is US$ 46 million and 29.3 thousand tons, down by 6.1% in volume and 9.8% in value.

PE is a type of plastics imported the most from Singapore in July of 2012, with an amount of US$ 19.8 million, equivalent to 14.5 thousand tons, rising by 2.1% in volume but down 2.3% in value compared to the previous month’s import. PE‘s average import price from Singapore is at US$ 1,363/ ton, down by 4.3% from the previous monthly average import price. Imports of PE accounted for 49.5% and 43.1% of total volume and value in the month. Second largest import plastic type from Singapore is PP which is down sharply by 20.7% in volume and 24.3% in value year-on-year, at US$ 13.1 million and 9,1 thousand tons. Although imports decreased, this types of plastics still accounts for a very high proportion of the total imports with 31.2% in volume and 28.5% in value. The above two largest import categories accounted for 80.7% of volume and 71.5% of value. Ranking number three in the category of resin imported the most from Singapore is POM, with an amount of US$ 2.5 million, quantity of 1.1 thousand tons, accounting for 5,5% of total volume and 3.9% of value. The average import price of POM from Singapore is at US$ 2,230/ ton, down by 6.8% from the previous monthly average import prices. Thus, although the import category is quite diverse, the largest proportion concentrated mainly in two main types: PE and PP. The general trend of import prices from this market is still downward, many kinds have import prices decreased compared the previous month.

○ Raw plastic materials must be imported from Korea, Taiwan, Japan and some other countries from Far East Asia and much depends on fluctuation on price in the world market. Since most resins are extracted and produced from oil and natural gas, some from corn and other sources, the price depends largely on price of global oil and natural gas.
○ Some Korean brands of raw plastics are quite well-known in Vietnam market are Kolon, Basell, Bemax, LG Chem, TeraChem, Hanwha, Lotte… There are also other brands such as Mitsubishi (Japan), Equate (Singapore), KCI (Taiwan), Yangzhou (China), Titan (Malaysia)…
○ There are several Vietnamese big importers for plastic materials in general and for engineering plastic in particular. Those importers base on their long year experience on plastic material market to calculate and decide to import plastic material with profitable price and then re-sell to local manufacturer or other traders. In some case, local factories set up material division to be responsible for importing plastic materials but they have closed relationship with mentioned importers.

□ General Plan of Vietnam Government for Plastics Industry
○ The plastics sector is actively promoted by the Vietnamese government. Ministry of Industry and Trade has approved a plan for the development of the plastic sector until 2020 and vision toward 2025, to push up the production of hi-tech industrial plastics and export products and developing the plastic recycling industry. Accordingly, in 2015, plastic industrial production value will reach VND 78,500 billion; VND 181,577 billion in 2020 and VND 390,000 billion in 2025.
○ The overall goal of the plan is to develop the Vietnam plastic sector to be an advanced industry producing high quality and environmental friendly products of various types to meet the demand in the domestic market and increase the quantity of value added goods for exports. Specifically: - Proportion of plastic industry compared to the whole national industry will reach 5% in 2015, 5.5% in 2020 and 6% in 2025. - By 2015, outputs of plastic products would be 7.5 million tons; and up to 12.5 million tons in 2020. - Plastics’ export revenue is expected to reach US$2.15 billion and US$4.3 billion by 2015 and 2020, respectively.
○ Restructure of plastic industry in the plan will help reduce the proportion of plastic packaging products and plastic households, increase the proportion of plastic building materials and engineering plastics. One of the directions of Vietnam plastic industry development is to encourage the investment in production of molds, parts, equipment for industry. According to Ministry of Industry and Trade, the investment project for production molds, plastic equipment should be received incentives as the mechanical engineering industry (credit loans is 85% of total investment). At the same time, also encouraging the production of recycled plastics, update the achievements of new technology to produce new materials such as bio-plastics, in order to minimize environmental pollution.
○ According to Ministry’s calculation, the total capital investment for the Plastics industry development plan in 2020 is about VND 175,530 billion.
