Digital textbooks will be launched at elementary schools from next year, the Education Ministry announced yesterday.
The digital system will allow students to view learning material and communicate with teachers using internet-connected tablet laptops.
Starting next year, all subjects for fifth- and sixth-grade students at elementary schools will be available digitally, according to ministry officials.
It will be run at 20 elementary schools next year and will be expanded to about 100 elementary, middle and high schools nationwide by 2012.
The digital texts will also include student handbooks, exercise books, and dictionaries, according to ministry officials.
"Students will be able to use various functions provided online with just one click," Education Minister Kim Shin-il told a news conference yesterday.
Since 2002, the government has been developing e-textbooks and has been testing them with about 300 students at 14 different schools. Some schools currently conduct English classes with native-speaking teachers online.
In a demonstration yesterday, students viewed the learning material, took notes and posted questions using an instant messaging system.
However, the question of who pays for the laptops or learning devices, and other expenses - such as internet fees - is still undecided.
Ministry officials said these details will be further negotiated with related government branches and private businesses over the next five years.
Students may have to pay for the expenses, except for elementary school students whose school fees are fully subsidized by the government, officials said.
According to the plan, by 2011 three subjects - mathematics, science and English - will be taught using the digital textbooks for freshmen at selected middle schools, while high school freshmen will use the new method for two subjects - mathematics and English.
The schools will be equipped with electronic blackboards and wireless internet systems, ministry officials said.
About 66 billion won ($71 million) is expected to be budgeted until 2012 to conduct the necessary research and come up with the policies and laws that need to be in place to fully implement the digital textbook system, officials added.
The ministry plans to launch a digital textbook development committee which will be headed by Vice Education Minister Lee Jong-seo.

그러나 랩탑 컴퓨터, 학습 설비, 그 외의 비용을 누가 지불하는가 하는 문제는 여전히 결정되지 않은 상태다.
교육부 관계자들은 그러한 세부 사항은 향후 5년 동안 관련 정부 부처 및 기업과 협의하게 될 것이라고 말했다.
전적으로 정부의 보조금을 지급받는 초등학생을 제외한 학생들은 비용을 지불해야 할 지도 모른다고 관계자들은 말했다.
계획에 따르면 2011년까지 선정된 중학교의 신입생은 디지털 교과서를 이용해 수학, 과학, 영어 세 과목의 수업을 듣게 될 것이며 고등학교 신입생은 새로운 방식으로 수학과 영어 두 과목의 수업을 듣게 된다.
이 학교들은 전자 석판과 무선 인터넷 시스템을 갖추게 될 것이라고 교육부 관계자들은 말했다.
필요한 연구를 실행하고 디지털 교과서 시스템을 전면적으로 실시하기 위해 필요한 정책 및 법률을 세우기 위해 2012년까지 약 660억원(7100만 달러)의 예산이 들 것으로 예상된다고 관계자들은 덧붙였다.
교육부는 이종서 교육부 차관이 이끄는 디지털 교과서 개발 위원회를 발족할 계획이다.
