North Korea Plans to Conduct Nuclear Test

North Korea said yesterday that it will conduct a nuclear test to bolster its self-defense against what it calls increasing U.S. hostility toward it.
The North Korean Foreign Ministry, however, said the North would never use nuclear weapons first and remained committed to the denuclearization of the Korean Peninsula.
``The DPRK is set to conduct a nuclear test in the future in which safety is firmly guaranteed,’’ the ministry said in a statement carried by the (North) Korean Central News Agency (KCNA). DPRK refers to the Democratic People’s Republic of Korea, the North’s official name.
South Korea plans to convene a meeting of ranking security-related officials early this morning to discuss measures to meet the North Korean move, a government spokesman said.
The North Korean statement said, ``The U.S. extreme threat of a nuclear war and sanctions and pressure compel the DPRK to conduct a nuclear test, an essential process for bolstering (our) nuclear deterrent, as a corresponding measure for defense.’’
The statement, however, did not provide any specific date for a nuclear test.
It is the first time Pyongyang publicly announced its intention to conduct a nuclear test. The announcement came after the North test-launched a total of seven missiles into the East Sea on July 5, defying international criticisms.
North Korea already declared its possession of nuclear weapons early last year, but has yet to conduct any known tests.
Many analysts say the North has enough fissile material to build at least six to eight nuclear bombs though it lacks the ability to make a weapon small enough to mount on a missile.
``The DPRK officially announced that it manufactured up-to-date nuclear weapons after going through transparent and legitimate processes to cope with the U.S. escalated threat of a nuclear war and sanctions and pressure,’’ said the statement. ``The already-declared possession of nuclear weapons presupposes the nuclear test.’’
It continued, ``The DPRK will never use nuclear weapons first and strictly prohibit any threat of nuclear weapons and nuclear transfer.’’
The six-party talks aimed at ending North Korea’s nuclear programs have been stalled since last November.
Pyongyang has boycotted the talks, involving the two Koreas, the United States, China, Japan and Russia, in protest over U.S. financial sanctions imposed for the North’s alleged illegal activities, including money laundering and counterfeiting of U.S. bills.
In recent weeks, Seoul and Washington have been working to come up with a ``common and broad’’ approach to bringing the North back to the negotiating table over its nuclear programs.
