PAY RANGE:
KGS-09: Between 26,013 Won and 37,691 Won per hour
KGS-11: Between 29,964 Won and 43,531 Won per hour
TOUR OF DUTY: 40 hours per week
AREA OF CONSIDERATION: All current USFK KN employees serviced by Civilian Human Resources Agency, Far East Region
NOTE: 1. Target grade of this position is KGS-11. If the position is filled at the lower grade than target grade, the incumbent may be non-competitively promoted to target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification requirements. 2. Relocation Allowance will NOT be authorized for the selectee from outside the commuting area. 3. For Area II applicants: Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. 4. This position has been designated as KN mission essential position. KN ME position agreement Form (USFK Form 200EK) must be signed prior to appointment of the selectee of the position. 5. Is subject to satisfactory completion of Limited Access Authorization (LAA) Security Clearance.
MAJOR DUTIES:
Independently performs a variety of technical work involved in the study, analysis, evaluation, development or improvement of managerial policies, practices, methods and procedures on the fleet management program. Serves as an Alternate Contracting Officer Representative (ACOR) for the Command Maintenance Evaluation Team (COMET) contract. Reviews and analyzes current and historical data from the Global Combat Support System-Army (GCSS-A), Command Maintenance Discipline Program (CMDP), Army Enterprise Systems Integration Program (AESIP), Logistics Data Analysis Center (LDAC) and Modification Management Information System (MMIS) to detect supply and maintenance problem areas or trends affecting the readiness of the various theater equipment. Be knowledgeable and interface effectively with the automation systems (GCSS-A, AESIP, MMIS) to query and extract data necessary for the fleet management mission. Plans, studies, develop, coordinate, analyze and manage logistics programs (TMDE, Calibration, AOAP, Battery Management, Operation Readiness Floats, etc). Establishes attainable goals and timelines to measure performance and effectiveness of programs. Prepares and provides current status information to supervisor to keep him/her aware of program readiness. Financial Management: Monitors maintenance program budgets to include CLIX requisitions, ZPARK, Theater Sustainment Repair and Return (TSRR), Theater Sustainment Repair Program (TSRP), deferred maintenance and Special Repair Activity (SRA). Reviews financial management policies, regulations and controls established by higher authority and insures conformance within operating program. Participates in Combined Command Post Training, Warfighter, Warpath exercise and all other major training/exercises within the Peninsula to include Japan. Plans and participate in all logistical aspects training exercises. Serves as an alternate Contracting Officer Representative for the COMET contract. Performs other duties as assigned.
QUALIFICATION REQUIREMENT:

KGS-9: One year of specialized experience at grade level of KGS-7 or equivalent.
KGS-11: One year of specialized experience at grade level of KGS-9 or equivalent.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities
(KSAs) to successfully perform the duties of the position.
ENGLISH LANGUAGE COMPETENCY: The approval of management panel to determine English conversational skill is required.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1. Each full academic year of graduate education in a field related to the position being filled may be substituted for one year of specialized experience up to a maximum of two years graduate education for two years specialized experience. A master’s degree in an appropriate field is qualifying for directly related KGS-9 positions provided testing and any licensing requirements are met. 2. Three full years of progressively higher level graduate education leading to a doctoral degree in an appropriated field is qualifying for KGS-11.
