Korea requests U.S. upgrade maintenance of fighter jets
한국, 미국에 전투기 정비 상향 조정 요청
The Korean military has requested the United States upgrade logistics support and maintenance for U.S.-built aircraft deployed by Korea after a series of jet fighter crashes.
"The Defense Ministry`s chief logistics official visited the U.S. Air Force Department on Feb. 22 to ask for early cooperation in logistics support," the Defense Ministry said in a report to the National Assembly.
The request was made immediately after the crash of a KF-16 fighter jet, which highlighted the need for a more effective maintenance and logistics system for Korean military aircraft, the ministry said.
The crash was attributed to engine defects caused by poor maintenance, and the Air Force decided to ground more than 50 KF-16 jets for engine inspections.
"During the Korea-U.S. defense chiefs` talks on Feb. 23, a request for upgrading Korea`s FAD (Force Activity Designator) status from the current 3rd grade to 2nd grade was made," it said.
The FAD status is an indicator of the U.S. government`s priority for providing aircraft logistics support. The U.S. government designates U.S. forces in the battlefield as 1st grade FAD. Under the current FAD status, Korea is graded at level 3, a status that also applies to other major U.S. allies, including Japan.
The Korean government has asked for the FAD upgrade since 2003 to improve Korean military aircraft operations, the ministry said. If upgraded to the 2nd level, the Korean military will benefit from the same degree of logistics support as U.S. Forces Korea, it said.
The military seeks 75 percent operability of the Air Force`s fighter jets this year, with the support of the U.S. Air Force and the engine manufacturer, the ministry said. They also aim for an operational rate of 80 percent by 2008 and 85 percent by 2009, it said.

이러한 요구는 KF-16 전투기 추락 직후 나온 것이며, 이는 한국 전투기에 대해 더욱 효과적인 정비와 군수 지원 체계의 필요성을 강조한 것이라고 국방부는 밝혔다.
이번 추락사고는 부실한 정비에 따른 엔진 결함에 의한 것이며, 공군은 KF-16전투기를 50일 이상 지상에서 엔진을 점검하기로 결정했다.
국방부는 "2월 23일 한미 국방장관회담에서, 한국의 FAD(부대임무 중요성 부호) 등급을 현행 3등급에서 2등급으로 상향시켜 줄 것을 요청했다"고 말했다.
FAD지위는 항공기 군수 지원에 대한 미국 정부의 우선 순위를 표시하는 지표다. 미국 정부는 전장에 있는 미군부대를 FAD 1등급으로 지정하고 있다. 현행 FAD지위 하에서 한국은 3등급으로 일본을 비롯한 다른 주요 미 동맹국에 적용되는 지위다.
한국 정부는 한국군의 항공기 가동률을 개선하기 위해 2003년부터 FAD 상향조정을 요청해왔다고 국방부는 말했다. 만약 2등급으로 상향조정된다면, 한국군은 주한 미군과 동일한 군수지원 혜택을 받을 것이라고 말했다.
한국군은 미 공군과 엔진 제조업체의 지원으로 올해 공군 전투기의 75% 가동률을 목표로 한다고 국방부는 밝혔다. 이들은 또한 2008년도 80%, 2009년 85%까지의 가동률을 목표로 한다고 국방부는 밝혔다.
