POSITION TITLE & GRADE: Assistant Golf Facility Manager, KGS-1101-09
SALARY: Between 26013 – 37691 won per hour (Total hourly compensation when bonuses are included.)
DUTY LOCATION:51st FSS/Golf Course, Osan AB.
AREA OF CONSIDERATION: All current USFK employees (Priority Group 5). All registrants on the area reemployment priority list (ARPL) (Priority Group 6). Family members of US military and civilian employees of an agency of the United States whose duty station located in Korea (Priority Group 7). Outside Korean National Applicant (Priority Group 8 & 9).
NOTE: Priority Group 8 & 9 may be considered for the position when there are no eligible applicants from priority groups 1-7. Newly hired NAF employees are required to serve no less than one year in the position to which they are initially hired before they can voluntarily accept any other position unless approved by management. Relocation allowances are not authorized for USFK employees selected from outside the commuting area.
MAJOR DUTIES: Assists the manager in economical and effective operations of the facility. Assists in implementing higher level directive. Assists in establishing rules and policies necessary to the operations of all activities. Assists the supervisor in programming and scheduling all intramural golf leagues, tournaments, matches and other golf activities. Coordinates all intramural and varsity golf programs with the Athletic Section and provides the necessary facilities to support such programs. Serves as a league official for intramural golf leagues. Assists in establishment of a golf advisory committee, composed of interested golfers and ensures it remains active. Serves as a technical advisory member to the golf advisory committee. Coordinates with the United States Golf Association (USGA) and the Turf Management Division of the USGA as required. Interprets USGA rules of play for all golfers. Establishes and coordinates the annual, monthly, weekly and daily maintenance schedules with the greenskeeper and BCE. Ensures the greens, tees, fairways and rough are mowed to provide optimum playing conditions. Ensures that an adequate program is established to fertilize, water, irrigate, and verdicut on a scheduled basis. Assists the manager in providing adequate golf resale merchandise needed for participation in the game of golf. Recommends inventory level for resale merchandise to the supervisor. Orders and receives resale merchandise through purchase orders or blanket purchase agreements. Ensures PACAF financial goals for golf pro shop are met. Assists the supervisor in providing adequate golf club storage lockers, and shower facilities for golfers. Ensures the locker room, shower room and latrines meet Air Force Sanitation Standards. Assists the manager in the protection of golf facility assets. As the golf facility funds alternate custodian, receives all change funds, deposits daily sales receipts and safeguards funds in use and in storage. Ensures employees are trained for funds protection. Ensures all prenumbered forms are accounted for. Reviews the daily cashier repots and assures their timely submission. Performs as the NAF Alternate Property Custodian and requisitions, receives and inventories property as required. Serves as the EMQ Supply Alternate Custodian for the facility Prepares income/expense, cash flow and capital expenditures budgets as required. Is responsible for assisting in personnel management of all employees engaged in the facility operations. Assists in providing direction and guidance to employees. Assists in determining overall manning needs, securing position authorizations and adjusting for seasonal staffing requirements. Assists in selection of employees and evaluation of work performance of subordinates. Initiates or recommends personnel actions including recruitments, separation, promotions and reassignment Assists in establishing work schedules. Receives complaints and grievances and resolves most of them informally. Holds corrective interviews with employees and proposes disciplinary action to higher authority. Establishes and directs an effective and continuous training program for all jobs within the facility. Performs other duties as assigned. Other Significant Facts:1. Required to work flexible tour of duty.2. Must have ROK driver’s license and U.S. Government vehicle operator’s permit.
MINIMUM QUALIFICATION REQUIREMENTS:
EXPERIENCE: One (1) year of specialized experience at grade level of KGS-07 or equivalent.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Master's or equivalent graduate degree in a field related to the position is qualifying for KGS-09 level.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE. COURSES MUST BE DIRECTLY RELATED TO THE WORK OF THE POSITION.
ENGLISH LANGUAGE COMPETENCY:1. The American Language Course Placement Test (ALCPT) score of 80 or above and successfully passing the English Comprehension Interview (ECI) is required.
2. The Test of English as a Foreign Language (TOEFL) score of 540 and higher or the Test of English for International Communication (TOEIC) score of 750 and higher may be substituted for ALCPT requirement. Applicant must submit the TOEFL/TOEIC official copies of test score. TOEFL and TOEIC scores are valid for two years from the exam date.
REQUIRED KNOWLEDGE, SKILLS AND ABILITY (KSA’s): To be rated best qualified applicants must have demonstrated possession of the following KSA’s essential to the performance of the duties of the position:
Knowledge of business and trade practices, characteristics, and methods of managing a golf course.
Knowledge of specifications and guidelines as set forth by the Professional Golf Association.
Knowledge of safety and security regulations, practices, and procedures.
Knowledge of sound financial management principles, current golfing trends, merchandising, equipment, and services.
Ability to plan, organize, and direct the functions and motivate, and appraise the staff of an organization.
Ability to communicate fluently in the English language.
