Ministry threatens subsidy freeze for dissident colleges
교육부, 약속 지키지않는 대학에 예산 지원 중단 으름장
The Education Ministry yesterday said it could freeze state financial subsidies to private universities that refuse to comply with government-set admission guidelines.
On Tuesday, several universities, including Yonsei, Ewha Womans and Sungkyunkwan, said they were looking into a different method of evaluating students` records, giving less weight to high school records and more to national entrance exams and the universities` own tests.
Sogang and Hanyang universities are also looking into joining the scheme, university officials said.
Ministry officials say that this would lead to inequalities in public education.
"Neutralizing the influence of students` records is a regrettable factor that raises concerns at schools and goes against what the universities promised earlier. It is ultimately a situation that can cause confusion among students and their parents, so the ministry plans to strongly oppose this plan," said Kim Gwang-jo, deputy minister for education.
If universities go ahead with these measures, the ministry will impose administrative and financial restrictions, ministry officials said.
Some government-funded projects for this year, such as a 60 billion won ($64.4 million) university specialization support and measures to revitalize humanities education, which are projected to cost over 40 billion won, will be put on hold, according to ministry officials.
However, Ewha Womans University released a statement yesterday saying that their plans were never discussed officially and that they would take part in the process of normalizing public education.
Education Minister Kim Shin-il has since April been asking university chiefs across the nation to place more emphasis on students` records in college admissions.
This is not the first time that private universities have clashed with ministry officials. Seoul National University and many private universities are against the government`s "three nots policy," claiming that it has been an obstacle to fair competition among universities. The policy prohibits schools from managing their own college entrance exams, accepting financial donations for admitting students and making high school rankings a factor in college admissions.
Controversy between private universities and the ministry escalated again when numerous universities said that they would put more weight on essay writing exams in college admission, saying that national college entrance exams and high school records were not enough to differentiate amongst students.

화요일, 연세대와 이화여대, 성균관대 등 일부 대학은 고교 내신 반영 비중은 줄이고, 수능과 대학 자체 시험의 비중을 늘리면서 학생 성적을 평가하는 다른 방식을 검토하고 있다고 말했다.
서강대와 한양대도 이 계획에 참여할 것을 검토하고 있다고 대학 관계자들은 말했다.
교육부 관계자들은 이것이 공교육을 불평등으로 몰고 간다고 말하고 있다 김광조 교육부 차관보는 "내신 영향을 무력화시키는 것은 학교 내에 우려를 야기시키는 유감스러운 요인이며 대학 측이 앞서 약속한 것과 위배되는 일이다. 학생들과 학부모 간에 혼란을 야기시킬 수 있는 상황이기 때문에 교육부는 이러한 계획에 강력히 반발할 계획이다.”고 말했다.

교육부 관계자들에 따르면 5백억원(6440만 달러)상당의 대학 특성화 지원과 4백억원 이상의 비용이 들 것으로 예상되는 인문학 부양책 등 올해 정부 지원 사업 일부가 중지될 것이다.
그러나 이화여대는 그런 계획에 대한 논의를 공식적으로 한 적이 없으며 공교육 정상화 절차에 참여할 것이라는 성명을 어제 발표했다.
김신일 교육부장관은 4월부터 전국의 대학 총장들에게 대학 입시에서 학생부에 더욱 중점을 둬 달라고 요청해 왔다.
사립대학이 교육부 관계자들과 충돌한 것은 이번이 처음은 아니다. 서울대학교 및 여러 사립 대학은 대학 간의 공정한 경쟁에 걸림돌이 된다며 정부의 “3불 정책”에 반대하고 있다. 3불 정책은 대학이 본고사를 실시하거나 입학의 대가로 기부금을 받고 고교에 등급을 매기는 것을 금지하고 있다.
많은 대학이 수능과 고교 내신이 학생들을 선별하기에 충분치 않다며 대학 입시에서 논술 시험에 더욱 큰 비중을 두겠다고 말했을 때 사립대학과 교육부의 논쟁은 더욱 가열되었다.
