PAY RANGE: Between 29,964 won and 43,531 won per hour
AREA OF CONSIDERAITON: All current USFK KN employees
TOUR OF DUTY: 40 hours per week
NOTE: 1. Relocation Allowance will NOT be authorized for the selectee from outside the commuting area. 2. For Area II applicants: Selectee for this position may be eligible for relocation allowance if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. 3. As mandated by Executive Order 14043, USFK Korean employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty station or work arrangement (e.g., telework, long-term TDY, etc.), subject to exemptions as approved by proper authorities of the USFK. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment, if after November 22 2021. Employees will be considered fully vaccinated for COVID-19 two weeks after they have received the requisite number of dose(s) of a COVID-19 vaccine. Upon selection, CHRA-FE will provide additional information regarding what information or documentation will be needed and how you can request of the hiring agency a required exemption from this requirement. 4. This position has been designated as KN MISSION ESSENTIAL. KN ME Position Agreement Form (USFK Form 200EK-E) must be signed prior to appointment of the selectee for this position. 5. Subject to obtain and maintain appropriate background investigation.
MAJOR DUTIES:
KGS-12: Serves as the specialist in US-ROK bilateral sustainment relations providing advice and policy recommendations relating to a wide spectrum of logistics and international agreement issues affecting the US and the ROK. Provides clear and unbiased interpretation on US and ROK logistics policies to ensure compliance with regulations of higher authority, public, and host nation law and organizational goals. Conducts negotiations with ROK military and civil officials for the purpose of securing host nation support during armistice, crisis and contingency. Plans, reviews, coordinates and executes Wartime Host Nation Support requirements for US forces, and develops and operates the WHNS Database to facilitate the process and procedure of the Program. Negotiates the details of Memoranda of Agreement and Technical Arrangements outlining the support to be provided to US during armistice, crisis and contingency. Exercises subject matter expertise in Mutual Logistics Support Agreements (MLSA), Acquisition and Cross Servicing Agreements (ACSA), Logistics Cost Sharing (LCS) and Wartime Host Nation Support (WHNS). Coordinates logistics activities during Joint Chiefs of Staff level exercises in Korea. Exercises subject matter expertise in negotiating, interpreting and executing Logistics Cost Sharing Implementing Agreement with ROK government agencies. Develops, coordinates and prepares for Pre and actual Logistics Cooperation Committee held annually. Develops and translates the meeting minutes for signing by the Deputy Assistant Secretary of Defense and Director General of Logistics Management Bureau, ROK MND. Performs other duties as assigned.
QUALIFICATION REQUIREMENT:
EXPERIENCE: One year of specialized experience at grade level of KGS-11 or equivalent.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position. Successful candidates should demonstrate in-depth knowledge of policies, principles and techniques of international relations and international agreement management; Knowledge of liaison techniques and methodologies, procedures and regulatory and reporting; Ability to identify and articulate issues, present analyses, and propose solutions in a clear and concise manner; Fluency in English to communicate clearly and concisely, both orally and in writing, to a broad audience of military and civilian professional, technical and administrative personnel, in a diplomatic and tactful manner.
ENGLISH LANGUAGE COMPETENCY: The approval of management panel to determine English conversational skill is required.
