PAY RANGE:
KGS-09: Between 26,013 Won and 37,691 Won per hour
KGS-11: Between 29,964 Won and 43,531 Won per hour
KGS-12: Between 31,855 Won and 46,330 Won per hour
TOUR OF DUTY: 40 hours per week

2. Target grade of this position is KGS-12. If position is filled at the lower grade than target grade, the incumbents will be promoted to target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification requirements. 3. Relocation Allowance will NOT be authorized for the selectee from outside the commuting area. 4. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. Relocation allowance will be authorized for the selectee from Area II Yongsan if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. 5. As mandated by Executive Order 14043, USFK Korean employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty station or work arrangement (e.g., telework, long-term TDY, etc.), subject to exemptions as approved by proper authorities of the USFK. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination before appointment. Employees will be considered fully vaccinated for COVID-19 two weeks after they have received the requisite number of dose(s) of a COVID-19 vaccine. Upon selection, CHRA-FE will provide additional information regarding what information or documentation will be needed and how you can request of the hiring agency a required exemption from this requirement.
MAJOR DUTIES: Serves as technical matter expert, advisor and consultant to the Chief, Engineering Division in support of programs such as Sustainment, Restoration and Modernization (SRM), Logistics Cost Sharing (LCS), and QUTM Energy. Manages Army and other design and construction projects and programs in USAG Humphreys through the planning, development, design and construction stages. Projects are generally conventional from an engineering standpoint, i.e., involve standard designs or are covered by generally applicable precedents and established engineering practice but are complicated by the presence of jurisdictional, coordination, funding scheduling, or other management problems to a significant degree. Projects may be further complicated by the absence of important information (e.g., as built drawings for utility distribution systems) or disagreements concerning poorly defined scopes of work between using activity and DPW personnel. Responsible for overall management, control, coordination and execution of assigned projects and programs. As overall Project Delivery Team (PDT) leader, implements corporate decisions, guidance, laws, regulations and policy in the development of the projects in support of programs such as Sustainment, Restoration & Modernization (SRM); QUTM Energy; and Logistics Cost Sharing (LCS). Integrates all DPW functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), customer needs and other Requiring Activities’ commitments in support of assigned projects into biannual Real Property Planning Board (RPPB) execution plan. Within this plan, determines milestones, budgets, dependencies and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria. Responsible for obtaining and maintaining the DPW’s commitment to the RPPB projects execution plan. Coordinates the planning, design, cost engineering, construction, and environmental considerations, etc. for engineering projects of considerable scope and complexity as measured by their diversity, management demands, technical intricacies and public issues. Provides close coordination between engineers within the division and other divisions to ensure maximum efficiency. Performs detailed review and analysis of the entire Engineering Division in coordination with all Section Chiefs, and develops performance criteria to assist the Director, Public Works in determining organization effectiveness. Gathers performance data through various means and develops detailed reports with recommended solutions on how to improve problem areas. Develops special reports and studies in engineering management related areas and policy. Conducts surveys and analysis of DPW operations related to the Engineering Division, Directorate of Public Works, USAG Humphreys and IMCOM-Pacific, to determine efficiency and trends. Performs other duties as assigned.
QUALIFICATION REQUIREMENT:
EXPERIENCE:
KGS-09: One year of professional experience at grade level of KGS-7 or equivalent.
KGS-11: One year of professional experience at grade level of KGS-9 or equivalent.
KGS-12: One year of professional experience at grade level of KGS-11 or equivalent
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional, rather than technical knowledge, skills and abilities (KSAs) such as can be gained through intensive college education and training.
BASIC REQUIREMENTS: Applicants must have completed a full 4-year course of study in a ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered, or possess class I professional engineer license in the field related to the job for which being considered.
ENGLISH LANGUAGE COMPETENCY: The approval of management panel to determine English conversational skill is required.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1. Successful completion of one/two full years of progressively higher level graduate education in a field related to the position being filled may be substituted for one year of professional experience required at KGS-7/KGS-9 level. 2. Three full years of progressively higher level graduate education leading to a doctorate degree in an appropriated field is qualifying for KGS-11.
