The strategy of the government to develop Korea into a logistics hub of Northeast Asia by fostering logistics industry must be one of the national survival strategies in the upcoming 21st century.
Considering this, Incheon is now emerging as a logistics center of Korea in that it has not only many kinds of logistics infrastructures but also geographical merits. Now, it has completed all the preparations to grow into a strategic point as a logistics hub.
Therefore, we feel it urgent issue to get aids from regional faculties and research centers in Incheon in order to build on a significant strategy to turn Incheon into a central city for logistics and business.
Fortunately, we have started to play the proper role as a RRC
by launching a research project for the basic logistics technology and cultivating gifted individuals as well as conducting a cooperative research project in collaboration with one of the regional companies.
During the first research project(2002.7- 2005.2) period, we have accomplished substantial achievements
through fostering 3 main projects and 14 peripheral parts and 4 single subjects of the project.
For example in detail,
we have completed
the cooperative IT system development for e-logistics,
and carried out the research on constructing the logistics network and the integrative logistics network in connection with Incheon area
and implemented 35 special programs to develop technologies in a local company.
Furthermore, we were offered an inducement totaling up to 1,170million won.
Besides that feat, September 2003, we brought in ISO 9001:2000 to enhance both the efficiency and result of the the project and obtained ISO certification as a Regional Research Center for the first time nationwide.
Listed below are what we have achieved through the research ;
to submit 50 different kinds of patents from which 8 items were put to practical use ,
to provide 197 technical assistance,
to succeed in 35 transfers of technology ,
to producing 69 competent work staff,
to publish 186 dissertations
on the second stage of the research(2005.3-2008.2), on the robust basis of what we have achieved on the first stage research, we will do research on the development for the ubiquitous logistics application system and distribution management system based on RFID as well as constructing method of the logistics network.
Finally, on the third stage(2008.3-2011.2), we will do our utmost so as to grow into a core in Northeast Asia and make all contributions to boosting the development of Incheon province and national economy and industry
by conducting researches on the logistics system technology for next generation and the basic technology for next generation logistics infrastructure as well as the method to establish the Northeast Asia integration logistics information network
so, we can supply a great deal of assistance to build logistics hub infrastructure in Northeast Asia.

Background of the establishment
Incheon as a logistics hub
-With opening of the international airport, Incheon has grasped a golden opportunity to evolve into an authentic hub city for the logistics and transportation covering Northeast Asia.
-Being geo-economically located, it can play ,what we call, a balancing role or be dubbed as a golden-ring that covers West Sea areas, which will be connecting southern west areas of Japan, the yellow sea of China, Kaesung, Hae ju, Nampo of N. Korea, scattered at west coast line.
Incheon as a hub city for knowledge and information
- Under the plan of Triport, it has been pouring such tremendous efforts as opening of the international airport, constructing Songdo knowledge -Information industry complex, newly extending the Incheon port,
Yet, to properly nurture the knowledge and information industry, besides material conditions, it needs a network of human labors to capitalize both.
Finally, the regional universities should be able to perform that function for the growth of it.
-Prior to completion of Songdo knowledge -Information industry complex, there should be formed a combination unit of knowledge -Industry as largely yielding its role to the leadership of local universities.
Hence, local RRCs will be leading in the knowledge -Information Industry districts .
-Financial support by the central governmental policy to encourage Incheon to become a logistics hub northeast Asia, At the end of 2001, totaling 5billion won was funded for Incheon University to establish a research center for Northeast Asian logistics and e-business

Development of the cooperative IT system for e- logistics in the neighboring areas of Incheon
We have succeeded in developing business intelligence system, bill & cost analyzer for storage management system supported by web
so that it may not only provide solutions to the existing WMS
but also work out the problems that are commonly emerging in the middle of transporting product and transmitting information in supply chain.
To assist in operating the global supply chain process
We need to develop inbound process, internal process, outbound process that are core functions of e- WMS.
Furthermore, We have to construct DB, devising system integration user interface , considering such additional functions as billing/shipping and wireless/mobile function to that system.
we will commercialize the development of e-WMS in the research,
so that not only domestic small and medium enterprises
but also big companies may adopt that, and be providing both consulting and training concerning standard working process of re-engineering in storage management for those companies.
We are devising a real time logistics information control system by GIS.
We have completed now the first prototype development of the three modules such as customer service, allocating car supporting service, driving supporting service
After further updating and correcting, from the early of this september,
the three modules will be available for each team of
customer(cargo owner, fowarder.etc), customer supporting, allocating car, transportation.
Now it is waiting for test operation in DONAMA integration transportation.
If bringing in the system,it will be possible to accelerate the handling speed of transportation factors that change at all times

The research aims to develop e-SCP Engine for adequate company environments in the futuristic mechanical industry and to utilize forecasting, planning and evaluating function in the supply chain, planning of enterprises in connection with mechanical industry.
For this goal,
We will have to comprehend information traffic structure for effective information sharing of the supply chain in the mechanical industry as well as develop integrative DB structure and method for its applications.
With this reason, we plan to develop 5 small modules that consist of the e-SCP Engine.
-demand planning module for demand prediction
-supply planning module for master planning and distribution planning
-demand fulfillment module for order promising ,order planning and tracking
-factory planning module for providing most optimum manufacturing plan and setting its schedule of unitary factory

It is likely that we will not just strengthen the function of the supply chain planning in the mechanical industry but achieve necessary information in the process of the whole supply chain at a proper time.
As a result, it will make more robust the efficient planning and controlling function in the whole supply chain.
Creating solutions to planning and controlling of logistics system
In managing storage system,
it is important to devise solutions to decide what route and sequence that we have to take when to accurately search the way for prompt shipment planning and vehicle route in transportation system, when we have to take out an item or move it into the storage according to customers' orders
We have to develop a program which can
choose the most efficient solution among the devised solutions,
in accordance with each situation in logistics system
Regarding the contents of planning and controllig in the storage system,
we need to anayize the existing solutions currently in use and new method that may substitute those as a new solution.
We need to develop the most appropriate solution to finding out transportation vehicle route and establishing shipping plans in accordance with circumstances such as vehicle size, volume of transportation-shipment, shipping intervals, visiting place.

To make e-commerce available on line, 4 components should be guaranteed such as confidentiality, intergity, authentication, denial prevention.
For this matter, in e-commerce, the method of PKI(public key infrastructure) has been used, using the asymmetrical key mothod.
However, in m-commerce where the same elements should be secured, it is quite difficult to use the present method of PKI used in a cable system ,as what it is, due to small memory capacity and low velocity of CPU.
For the possible solutions to providing the same quality of stability in security and secure the more customers who wish to use more servies
, we need to create a new technology that makes possible those sevices not by one terminal but by many terminals.
In the research, we have developed PKI for the wired system into a flexible mode applicable even in the wireless system and proposed a solution in order to warrant the same stability in the second terminal.

The ultimate goal of the research is to develop the algorithm in order to analyze the traffic condition, which might be a serious problem that Incheon might face in the course of growing into a central city of logistics due to the policy of the new government.
To accomplish this goal,
We thoroughly looked into -
First, the population of each area
Second, current situation of local companies in Incheon and the area where most of which have densely gathered
Third, the current Incheon’s constitution of road network, names of each road and choosing of a representative road, the situation of the roads.

At the seminar, we looked into how the future aviation transportation will make difference from present one, how the environments of aviation logistics will be differentiated and to what extent that Incheon international airport can retain in terms of its present competitiveness.

During the past six months, we have checked the validity of the construction of integration logistics DB for either domestic or foreign companies to efficiently manage their logistics, besides, environmental analysis of the existing competing logistics hubs such as China, Singapore, Hong Kong.

Incheon University was selected by the Education Ministry in 2003 as a university to provide specialized education especially in logistics and trade.
Since then, the center has produced a good number of talented persons with expertise in logistics not only by developing of Northeast Asia e-logistics cyber on-line educational materials but also by providing a curriculum of logistics expert course (logistics management specialty course, logistics modeling specialty course, CPIM course )
