PAY RANGE:
KGS-7: Between 21,678 Won and 31,287 Won per hour
KGS-9: Between 25,759 Won and 37,318 Won per hour
KGS-11: Between 29,670 Won and 43,101 Won per hour
TOUR OF DUTY: 40 hours per week
AREA OF CONSIDERATION: All current USFK KN employees serviced by Civilian Human Resources Agency - Far East Region.
NOTE: 1. Target grade of this position is KGS-11. If the position is filled at the lower grade than target grade, the incumbent may be non-competitively promoted to target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification requirements. 2. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. 3. Relocation allowance will not be authorized for the selectee from outside the commuting area.
MAJOR DUTIES:
KGS-11: Serves as Administrative Officer within the Civilian Personnel Division (CPD) of G1, 19th ESC. Advises and assists 19th ESC managers/supervisors of civilian personnel with initiating requests for recruitment, interviews and selections of new employees, and maintaining up to date and accurate position descriptions. Staffs internal command policies and procedures related to civilian personnel management. Routinely helps train and educate active duty military leaders serving as supervisors of civilians. Initiates, monitors and controls staff actions relating to civilian personnel management. Routinely coordinates with Eighth Army staff and personnel as well as subordinate command staff elements to ensure responses are accurate and timely. Performs duties of a Civilian Personnel Liaison (CPL) by coordinating civilian personnel issues with the local Civilian Personnel Advisory Center (CPAC). Serves as an advisor on all matters pertaining to regulations, policies and practices as they pertain to the full range of civilian personnel matters. Initiates, monitors, and tracks the full range of administrative support functions relating to personnel management for the CPO. Reviews and staffs all personnel actions within Eighth Army staff and subordinate units. Facilitates adequate and appropriate flow of information between Command personnel, headquarters elements, subordinate commands, and higher headquarters. Collects and analyzes data for presentation to the Command Group. Assembles responses to Eighth Army and USARPAC requests for information. Coordinates with appropriate staff elements to ensure such responses are in compliance with current policy and that they fully address the Commander's/requester's implicit and explicit requirements. Facilitates and assists the CPO in the execution of civilian personnel programs. Directly responsible for being proficient in the use of the Defense Civilian Personnel Data System (DCPDS) and the Defense Civilian Pay System (DCPS). Assists the CPO in the development of internal policies and directives relating to personnel management. Conducts studies of work flow processes of personnel actions and develops recommended plans for improvements as necessary. Provides assistance and training to military supervisors of Department of the Army Civilian (DAC) and Korean Local National (LN) employees on all aspects of civilian personnel actions processing. Provides guidance to supervisors concerning incentive awards goals and objectives. Reviews nominations for proper format, content, and regulatory compliance. Routinely prepares and updates status and tracking reports on all civilian personnel actions to cover matters such as step increases, promotion eligibility, service computation dates, retirement eligibility, recruitment, etc. Reviews and interprets policy directives and regulations and determines methods to be used in attaining objectives. Recommends changes to improve the effectiveness of operations and adjusts program emphasis based on changing office/programs requirements. Makes draft changes and/or recommends the establishment or changes to command policies, and guidelines. Resolves or participates in the resolution of significant/controversial problems that arise with non-routine personnel actions. Ensures actions are tasked to the appropriate Director/Staff Office for proponent input and expertise; recommends negotiable solutions to the CPO for presentation to Directors when ownership is difficult to define or crosses staff lines. Maintains suspense controls on actions. Maintains continuous liaison and communication with 19th ESC staff and MSCs to ensure assigned actions are handled within prescribed time limits and that responses conform to procedural and substantive requirements and directives. Tracks and maintains EEO training data for all civilian employees within the 19th ESC and tenant organizations. Assists the Protocol Officer with quarterly civilian awards ceremonies as needed. Is responsible for managing and administering the Incentive Awards Program for the Agency. Serves as forms and records manager for civilian personnel actions. Performs other duties as assigned.
QUALIFICATION REQUIREMENTS:
EXPERIENCE:
KGS-7: One year of specialized experience at grade level of KGS-5 or equivalent.
KGS-9: One year of specialized experience at grade level of KGS-7 or equivalent.
KGS-11: One year of specialized experience at grade level of KGS-9 or equivalent.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of that position.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 60 is required. 2. The passing score of former English Language Proficiency Test (A series) may be substituted for ALCPT requirement. 3. The TOEFL score of 450 (or 133 on the computer-based test) or TOEIC score of 550 may be substituted for ALCPT requirement. Applicants must indicate the TOEFL/TOEIC score on the application (item #17) and submit official copies of test scores. TOEFL and TOEIC scores are valid for two years from the exam date. TOEFL scores must be provided to the CHRA-FER from the ETS.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1. One full academic year of graduate education in a field related to the position being filled may be substituted for one year of specialized experience required at grade KGS-7. 2. Each full academic year of graduate education in a field related to the position being filled may be substituted for one year of specialized experience up to a maximum of two years graduate education for two years specialized experience. A master’s degree in an appropriate field is qualifying for directly related KGS-9 positions provided testing and any licensing requirements are met. 3. Three full years of progressively higher level graduate education or completed doctorate course or a doctorate degree in an appropriated field is qualifying for KGS-11.
