PAY RANGE:
KGS-05: Between 17,961 and 25,774 won per hour
KGS-07: Between 21,892 and 31,599 won per hour
KGS-09: Between 26,013 and 37,691 won per hour
KGS-11: Between 29,964 and 43,531 won per hour
AREA OF CONSIDERAITON: All current USFK KN employees serviced by Civilian Human Resources Agency, Far East Region (CHRA-FER)
TOUR OF DUTY: 40 hours per week
NOTE: 1. Target Grade of this position is KGS-11. If the position is filled at the lower grade than target grade, the incumbent may be promoted to target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification requirements. 2. Relocation Allowance will NOT be authorized for the selectee from outside the commuting area. 3. For Area II applicants: Selectee for this position may be eligible for relocation allowance if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. 4. To ensure compliance with an applicable preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, USFK will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. USFK may request information and receive submission of vaccination documentation from employees and selected applicants for the purposes of implementing other workplace safety protocols based on vaccination status, such as masking, periodic testing, physical distancing, travel limitation and quarantine.
MAJOR DUTIES:
KGS-11: Serves as Human Resources Specialist providing the full range of US recruitment and placement and/or position classification services to assigned DoD/Army activities/installations. Performs technical staffing and compliance functions for internal and external placement programs and provides advisory services related to recruitment efforts for the serviced activities. Conducts job analysis, prepares crediting plans, defines specialized experience, and determines skills for recruitment purposes. Develops issues and posts a wide variety of vacancy announcements ensuring that announcements contain all necessary information needed to attract high quality candidates and maintain a diverse workforce. Ensures availability of a well-qualified applicant pool by determining recruitment strategies and functional efforts necessary to accomplish recruitment. Integrates recruitment efforts and conducts simultaneous searches for candidates where necessary in order to meet the needs of the organization, provide effective service to customers, attract well-qualified candidates where applicants are in short supply, etc. Researches special recruitment alternatives to attract highly qualified applicants for a wide- variety of jobs, e.g., professional, scientific, legal, acquisition and managerial jobs. Rates and ranks applicants, determines best-qualified candidates, and prepares and issues referral lists. When required, request list of candidates from other sources such as OPM, DoD and Army. Position classification requires the provision of classification services to support organizations, which are characterized as complex, unstable organizations having a wide variety of difficult position and personnel actions with limited management advisory services related to issues or problems in a specific program area. Applies classification standards and supplemental guidance to determine pay plan, title, series and grade. Applies a thorough understanding of classification principles and concepts to interpret and adapt classification guides to secure sound decisions on positions. Conducts position management and classification studies and surveys following established procedures to schedule, report, clear and present recommendations. Conducts on-site or telephonic audits, and completes studies for reorganizations, application of new classification standards, consistency reviews, and other surveys to facilitate program review. Provides responsible management advisory services to assigned organizations from a total HRM program standpoint. Performs other duties as assigned.
QUALIFICATION REQUIREMENT:
EXPERIENCE:
KGS-05: Three years of general experience.
KGS-7: One year of specialized experience at grade level of KGS-5 or equivalent.
KGS-9: One year of specialized experience at grade level of KGS-7 or equivalent.
KGS-11: One year of specialized experience at grade level of KGS-9 or equivalent.
GENERAL EXPERIENCE: Progressively responsible administrative, professional, technical, investigative, or other substantive experience, one year of which was equivalent to at least the next lower grade, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent date, and recognize solutions; plan and organize the work; and communicate effectively in English, both orally and in writing.
SPECIALIZED EXPERIENCE: Experience which is in or closely related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position.
ENGLISH LANGUAGE COMPETENCY: The approval of management panel to determine English conversational skill is required.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1. Successful completion of study at a ROKG authorized or recognized college or university in any field may be substituted for general experience at the rate of one academic year of education for nine months of general experience. A full 4-year course of study resulting in an undergraduate degree is qualifying for KGS-5 level. 2.. (Please submit a copy of transcript of graduate education) One full academic year of graduate education in a field related to the position such as Human Resources being filled may be substituted for one year of specialized experience required at grade KGS-7. 3. Each full academic year of graduate education in a field related to the position being filled may be substituted for one year of specialized experience up to a maximum of two years graduate education for two years specialized experience. A master’s degree in an appropriate field is qualifying for directly related KGS-9 positions provided testing and any licensing requirements are met. 4. Three full years of progressively higher level graduate education leading to a doctoral degree in an appropriated field is qualifying for KGS- 11.
