PAY RANGE:
KGS-05: Between 17,961 Won and 25,774 Won per hour
KGS-06: Between 20,180 Won and 29,053 Won per hour
KGS-07: Between 22,370 Won and 32,292 Won per hour
KGS-08: Between 24,503 Won and 35,444 Won per hour
KGS-09: Between 26,582 Won and 38,519 Won per hour
TOUR OF DUTY: 40 hours per week (Regular tour of duty)
AREA OF CONSIDERATION: All current USFK KN employees serviced by Civilian Human Resources Agency-Far East Region (CHRA-FER)
NOTE: 1. Target Grade of this position is KGS-09. If the position is filled at the lower grade than target grade, the incumbent may be promoted to target grade non-competitively upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification requirements. 2. This position has been designated as KN EMERGENCYESSENTIAL (MISSION ESSENTIAL). KN EE (ME) Position Agreement Form (USFK Form 200EK) must be signed prior to appointment of the selectee for this position. 3. Relocation Allowance will NOT be authorized for the selectee from outside the commuting area. 4. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. Relocation allowance will be authorized for the selectee from Area II Yongsan if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. 5. To ensure compliance with an applicable preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, USFK will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. USFK may request information and receive submission of vaccination documentation from employees and selected applicants for the purposes of implementing other workplace safety protocols based on vaccination status, such as masking, periodic testing, physical distancing, travel limitation and quarantine.
MAJOR DUTIES: KGS-09: Performs a variety of non-professional technical work involved in conducting facility component inspections and preparing supporting documents required for the identification of backlog maintenance and repair (BMAR) requirements. The facility component inspection includes the inspection of buildings, structures, interior and exterior electric lines, systems of plumbing, mechanical, water distribution and sewer lines, plant equipment, erosion control facilities, roads, security fences and other ground facilities. Inspects facility components and determines the degree of deficiencies, the scope of repair and maintenance work that are essential to maintain the real property facilities at serviceable condition. Provides condition evaluation and deficiency dollar estimates such as man-hours, labor cost, material and equipment cost required for repair and/or maintenance. Prepares detail estimates such as Bill of Material, Job Phase Calculating Sheet, sketch/drawings and individual job order based on approved job order request. Recommends whether the work should be accomplished by in-house or contract. Prepares necessary documents to develop BMAR survey in accordance with applicable ARs. Reviews required changes to job orders for which estimates have been made in order to make adjustments to original estimates. Prepares correspondence related to requests for preliminary cost estimates or detail design assistance from the Engineering Plans and Services Office, and processes project packages for approval by higher headquarters. Screens incoming job order requests or work to avoid duplication with one already processed. Maintains current BMAR dollar amount by deduction of work completed by in-house, KSC or troops, and obligated for contract accomplishment, as well as BMAR maintenance floor. Prepares quarterly BMAR Progress Report and BMAR Obligation Report and Files, maintains BMAR projects document files, and facility inspection records. Revises the Facilities Engineer Annual Work Plans by addition of documented requirements that were not financed so that they may qualify as BMAR at the beginning of next fiscal year. Monitors the accomplishment of BMAR reduction based on the assigned BMAR maintenance floor and prepares a written analysis when quarterly target is not attained. Develops and maintains an implementing SOP at the AFE level based on higher headquarters SOP, ARs and current directives. Performs other duties as assigned.
QUALIFICATION REQUIREMENT:
EXPERIENCE:
KGS-5: One year of specialized experience at grade level of KGS-4 or equivalent.
KGS-6: One year of specialized experience at grade level of KGS-5 or equivalent.
KGS-7: One year of specialized experience at grade level of KGS-6 or equivalent.
KGS-8: One year of specialized experience at grade level of KGS-7 or equivalent.
KGS-9: One year of specialized experience at grade level of KGS-8 or equivalent
SPECIALIZED EXPERIENCE: Progressively responsible technical experience in the specialty field in which the duties of the position are to be performed or in closely related lines of work. This experience must have equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, the specialized experience must have been equivalent to at least the next lower grade level.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 60 and Management Panel Approval are required. 2. The passing score of former English Language Proficiency Test (“A” series) may be substituted for ALCPT requirement. 3. The TOEFL score of 450 (score of 133 on the computer-based test; score of 45 on the internet-based test) or TOEIC score of 550 may be substituted for ALCPT requirement. TOEFL/TOEIC scores are indicated on the application (item #17) and applicants will submit official copies of test scores upon being requested by CPAC. TOEFL/TOEIC scores are valid for two years from the exam date and must be provided to the CHRA-FER from the ETS.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1. A full-4-year course of study resulting in a bachelor's degree in the field in which the duties are to be performed will be qualified for the KGS-5 level. College education cannot be substituted for any experience requirement above the KGS-5 level. 2. If using graduate or higher level graduate education to meet substitution of experience, you must submit a transcript as a supplemental documentation when you submit resume.
