PAY RANGE:
KGS-5: Between 17,961 Won and 25,774 Won per hour
KGS-6: Between 20,180 Won and 29,053 Won per hour
KGS-7: Between 22,370 Won and 32,292 Won per hour
TOUR OF DUTY: 40 hours per week (Regular tour of duty)
AREA OF CONSIDERATION: All current USFK KN employees serviced by Area IV CPAC
NOTE: 1. Target grade of this position is KGS-7. If the position is filled at the lower grade than target grade, the incumbent may be non-competitively promoted to target grade upon satisfactory completion of the job requirements, recommendation by the supervisor, and subject to meeting time-in-grade and qualification requirements. 2. This position has been designated as KN EMERGENCY-ESSENTIAL (MISSION ESSENTIAL). KN EE (ME) Position Agreement Form (USFK Form 200EK) must be signed prior to appointment of the selectee for this position. 3. Relocation Allowance will NOT be authorized for the selectee from outside the commuting area. 4. To ensure compliance with an applicable preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, USFK will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. USFK may request information and receive submission of vaccination documentation from employees and selected applicants for the purposes of implementing other workplace safety protocols based on vaccination status, such as masking, periodic testing, physical distancing, travel limitation and quarantine.
MAJOR DUTIES: Serves as an Administrative Coordinator providing administrative support to the 837th U.S. Army Transportation Battalion in Busan. Work requires a general knowledge of the mission and functions of the entire command. Employee must understand the administrative requirements of each section within the Battalion, and how the sections function relative to the Battalion’s mission. 1. Participates in planning and coordinating the activities of the Command Group. Facilitates the day-to-day interactions of the Command Group with major commands and headquarters, major shipping companies, local contractors, and other entities. Communicates in English and Korean with high ranking officers and civilians on a regular basis on behalf of the Commander. Deals directly with the section supervisors on all projects, questions, or problems that arise at the Command Group level. Maintains Commander’s calendar using computer software. Creates calendar invites and event reminders. Participates in regular meetings to synchronize calendars of the Commander and staffs. 2. Coordinates the administrative function for the Command Group. Serves as the focal point for correspondence and documents coming in and out of the Command Group, ensuring proper routing, proofreading, and tracking suspense dates. Maintains Commander’s policies, ensures incoming Commanders review and update policies, and distributes using the appropriate media. Advises the Command Group on the practical and technical aspects of office administration, streamlining processes, and maximizing efficiency through automation. Acts as Subject Matter Expert (SME) in Army correspondence, based on a working knowledge of Army Regulation 25-50 and the US government style manual. Proofreads and corrects correspondence submitted to the Command Group by other sections. Maintains proficiency in various office automation systems to include Microsoft Office, sharepoint, and Adobe Acrobat, and assists other administrative personnel in the technical aspects of their use. Attends training on software applications and supports the administrative officer on new software training relative to administrative functions. Maintains the Battalion’s publications account in the Army Publishing Directorate, in accordance with AR 25-30. Manages the unit’s DA Form 12-series for recurring publications. Orders publications in support of the Command Group and sections. Receives publications by mail and distributes to the sections accordingly. Serves as records coordinator in the Army Records Information Management System (ARIMS) in accordance with AR 25-400-2. Assigns sub-accounts to the sections as required, trains and assists the section records coordinators to maintain their records in accordance with ARIMS. 3. Coordinates all Command Group travel and serves as SME in the Defense Travel System (DTS). Serves as the Battalion’s Non-DTS Entry Agent (NDEA) with permissions to create DTS authorizations and vouchers for the Command Group and other travelers within the Battalion. Alternatively, may serve as reviewing official reviewing and ensuring that authorizations and vouchers comply with the Joint Travel Regulation and DTS business rules. Creates DTS authorizations, vouchers, and local vouchers for travel by the Commander, Sergeant Major, and Executive Officer. Coordinates with Commercial Travel Office for reservations and flight itineraries. Coordinates for commercial lodging. Coordinates with other agencies for office calls and scheduling of events during the Command Group’s temporary duty. 4. Coordinates and supports visits to the Battalion by VIPs and higher headquarters personnel. Creates itineraries and schedules for visiting dignitaries. Arranges for commercial lodging and transportation as required. Coordinates with the event POC to ensure proper protocol is maintained, and protocol items such as general officer flags are on hand. Maintains contact lists, arranges secure communications, initiates visitor requests, and prepares and processes documentation for entry into the secure Battalion area. 5. Maintains historical records for the Battalion. Compiles input from individuals and sections in the terminal, edits articles for accuracy and content, ensures all activities have photographic coverage, creates or edits story boards and photo layouts, and ensures proper distribution and filing. Maintains records of changes of command and changes of responsibility to include official photographs. Ensures that chain of command and historical boards are kept current. 6. Greets and orients all newly arriving military and civilian personnel. Acquires background information for updating the desk book and preparation of correspondence to families of newly arriving soldiers. Ensures new personnel are introduced throughout the terminal. 7. Participates in planning and coordinating various events for the Battalion, such as change of command activities, luncheons, hail and farewell events, and holiday observances. Coordinates venues, makes reservations, prepares invitations, prepares seating charts, and arranges support by chaplains, bands, and guest speakers. 8. Functions as the interpreter and translator for the Command Group personnel. Interprets for the Commander in discussions with Battalion employees, union representatives, visiting ROK Army officers, civilian contractors, customers and partner organizations. Translates conversations and written correspondence. Prepares correspondence in Korean for the Command Group to Korean organizations. Performs other duties as assigned.
QUALIFICATION REQUIREMENTS:
a. EXPERIENCE:
KGS-5: One year of specialized experience at grade level of KGS-4 or equivalent.
KGS-6: One year of specialized experience at grade level of KGS-5 or equivalent.
KGS-7: One year of specialized experience at grade level of KGS-6 or equivalent.
SPECIALIZED EXPERIENCE: Experience which has equipped the candidate with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position. To be credited, specialized experience must have been at least equivalent to the next lower grade level.
b. ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 60 and Management Panel Approval are required. 2. The passing score of former English Language Proficiency Test (“B” series) may be substituted for ALCPT requirement. 3. The TOEFL score of 450 (score of 133 on the computer-based test; score of 45 on the internet-based test) or TOEIC score of 550 may be substituted for ALCPT requirement. TOEFL and TOEIC scores are valid for up to two years from the examination date. When selected applicant(s) do not have a valid test score, they will be tested with the ALCPT on post, or they may voluntarily elect substitute testing of the TOEFL/TOEIC off post.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1. Successfully completed education of four years above the high school level in a ROKG authorized or recognized university may be substituted for the experience required at grade KGS-5. 2. Education cannot be substituted above the KGS-5 level.
