PAY RANGE:
KGS-12: Between 32,554 Won and 47,346 Won per hour
TOUR OF DUTY: 40 hours per week (Regular tour of duty)
AREA OF CONSIDERATION: All current USFK KN employees serviced by Area III and North CPAC, CHRA-FER
NOTE: 1. Relocation Allowance will NOT be authorized for the selectee from outside the commuting area. 2. For Area II applicants: Selectee for this position may be eligible for relocation allowance if applicable and all requirements in paragraph 8-13 (Relocation Allowance) of USFK regulation 690-1 are met. Under the Yongsan Relocation Plan (YRP), individual moves of the selectee from Area II to other Areas will be authorized by the YRP moving services processes as stipulated in Civilian Human Resources Transformation Guidance. 3. To ensure compliance with an applicable preliminary injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, USFK will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. USFK may request information and receive submission of vaccination documentation from employees and selected applicants for the purposes of implementing other workplace safety protocols based on vaccination status, such as masking, periodic testing, physical distancing, travel limitation and quarantine.
MAJOR DUTIES:
KGS-12: As the Design Manager, incumbent is responsible for managing the effective coordination and accomplishment of design documents and specifications relative to new construction of major projects which vary in complexity from troop housing and support facilities to highly technical communications, POL, storage port facilities, and weapons installations. The incumbent applies broad professional knowledge of the theories, concept, principles, methods, and practices of specific engineering discipline to include civil, structural, mechanical, electrical, and architectural engineering, as well as administrative/management functions such as funds control, contract analysis and contract negotiation. Serves as a senior engineer, with responsibility for providing professional engineering expertise relative to the design and specifications preparation, review, control and monitoring of projects in the following programs in the Republic of Korea (ROK): military, non-appropriated, dependent schools, medical, family housing and host nation funded construction for the Army, Air Force, Navy/Marines; and those of other Federal agencies. The incumbent is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of major projects. Applies an extensive knowledge of management concepts, principles, methods and practices as well as knowledge of methods, practices and processes of engineering and science disciplines. Provides technical and administrative management of Architect-Engineer (A-E) or in-house design projects for construction, maintenance, alteration, repair and for special projects or feasibility studies. Solves, advises on or evaluates complex project design management problems which involve difficult or unusual planning, scheduling, negotiation and coordination, as well as less-complex project management assignments. Performs other duties as assigned.
QUALIFICATION REQUIREMENT:
EXPERIENCE: One year of professional experience at grade level of KGS-11 or equivalent.
PROFESSIONAL EXPERIENCE: Experience which required application of the professional theories, scientific principles, and practices in the established profession of the position to be filled. Professional positions require professional, rather than technical knowledge, skills and abilities (KSAs) such as can be gained through intensive college education and training.
BASIC REQUIREMENTS: Applicants must have completed a full 4-year course of study in a ROKG authorized or recognized college or university in the field of engineering related to the job for which being considered, or possess class I professional engineer license in the field related to the job for which being considered.
ENGLISH LANGUAGE COMPETENCY: 1. The American Language Course Placement Test (ALCPT) score of 60 and Management Panel Approval are required. 2. The passing score of former English Language Proficiency Test (“A” series) may be substituted for ALCPT requirement. 3. The TOEFL score of 450 (score of 133 on the computer-based test; score of 45 on the internet-based test) or TOEIC score of 550 may be substituted for ALCPT requirement. TOEFL and TOEIC scores are valid for up to two years from the examination date. When selected applicant(s) do not have a valid test score, they will be tested with the ALCPT on post, or they may voluntarily elect substitute testing of the TOEFL/TOEIC off post.
