The Korean government's decision to resume U.S. beef imports is prompting public *outcry. Thousands of citizens, including middle and high school students, have held *candlelit rallies in central Seoul to protest the deal. The protesters have waved candles and chanted anti-government slogans. They have criticized President Lee Myung-bak for ignoring people's health by allowing American beef in despite fears of *mad cow disease. "Mad cow, mad government are driving the people mad!" read a sign displayed at a rally held on May 3. In April, Korea agreed to fully reopen its market to U.S. beef. The deal came just hours before President Lee held his first summit with U.S. President George W. Bush in Washington. The deal was apparently Korea's *concession to draw U.S. *congressional approval of the free trade agreement (FTA) that was recently negotiated between the two countries. Under the new accord, Korea will abolish nearly all *quarantine regulations imposed to guard against mad cow disease. Concerns about mad cow disease spread among citizens after a popular TV program dealing with *current issues questioned the safety of U.S. beef. The government has tried to *calm down the public anger, repeatedly saying it would ensure safety of U.S. beef imports. On May 2, Korea's agriculture minister held a press conference and tried to reassure people that U.S. beef is safe. U.S. authorities also called a press conference on May 4 in Washington to address the food safety concerns of Korean *consumers. "If any food safety concern is found, it would be fully investigated and immediately corrected by the U.S. Department of Agriculture," said Richard Raymond, undersecretary for food safety in the department. But such efforts seemed to have failed to relieve the public fears. An online movement seeking *impeachment of President Lee has drawn support from more than 1 million people. The online *petition has no legal binding. Unfortunately, political parties have been divided over how to react to the resumption of U.S. beef imports. The main opposition United Democratic Party (UDP) demands that the government *renegotiate with the United States. "We need renegotiations," UDP leader Sohn Hak-kyu said. If the demand is not met, the party said, it would push for a special law to *nullify the April agreement reached between the two countries. But the ruling Grand National Party (GNP) immediately raised objection to the opposition party's call for renegotiation. The GNP says that it and the government would continue making efforts to *dispel public misunderstanding and fear of mad cow disease. Under the agreement, Korea will fully reopen its market to U.S. beef by the middle of this month, including *bone-in-beef cuts from cattle of any age. If the deal goes into effect, it will be the first time in almost five years that Seoul has allowed the importation of bone-in-beef cuts from cattle that are more than 30 months old. In 2003, Korea *halted U.S. beef imports due to concerns over mad cow disease. In 2006, Seoul only allowed boneless beef from cattle under 30 months old. 한국정부의 미국산 쇠고기 수입을 재개하기로 한 결정이 시민들의 강렬한 항의를 촉발시키고 있다.
중고생들을 포함한 수 천명의 시민들이 이번 합의에 항의 하기 위해서 서울시내에서 촛불시위들을 열었다. 시위자들은 촛불을 흔들고 반정부 구호들을 외쳤다. 그들은 이명박 대통령이 광우병 위험에도 불구하고 미국산 쇠고기를 허용함으로써 국민건강을 무시했다고 비난했다.
"미친 소, 미친 정부가 사람들을 미치게 하고 있다," 라고 5월 3일 열린 한 시위에 등장한 팻말에 쓰여져 있다. 4월 한국은 미국산 쇠고기를 시장에 완전히 다시 개방 하기로 합의했다. 이 합의는 이대통령이 미국의 부시 대통령과 워싱턴에서 첫 정상회담을 열기 전 수시간 전에 이루어진 것이다. 이번 합의는 양국간의 협상 했던 FTA 의 미국 의회승인을 이끌어 내기 위한 한국의 양보로 보인다.
새 합의에 따르면, 한국은 광우병 감시를 위해서 취해진 거의 모든 검역 규정을 폐지하게 된다. 광우병에 대한 우려가 시민들 사이에 확산되고 있는 것 은 시사문제를 다루는 한 유명한 TV 프로그램이 미국산 쇠고기의 안전성에 대해서 의문을 제기 한 후 나왔다. 정부는 미국산 쇠고기의 안전성을 확보하겠다고 반복적으로 말하면서 시민들의 분노를 진정시키기 위해서 애쓰고 있다.
5월 2일 한국의 농업장관은 기자회견을 열어 미국산 쇠고기는 안전하다고 재차 강조하였다. 미국당국도 한국 소비자들의 식품안전에 대한 우려를 해소하기 위해서 5월 4일 워싱턴에서 기자회견을 요청하였다.
"어떠한 식품안전에 대한 우려가 발생하면 미국 농림부에서 충분히 조사가 이루어 질 것이며 즉각 고쳐지게 될 것이다," 라고 농림부에서 식품안전 담당 차관인 리챠드 레이몬드는 말했다.
그러나 그러한 노력은 시민들의 두려움을 완화하지는 못한 것 같다, 이대통령의 탄핵을 추진하는 한 온라인 청원이 백만 명이 넘는 지지를 얻어 내고 있다. 이 온라인 청원은 법적 구속력은 없다.
불행히도 정당들은 이번 미국산 소 수입 재개에 대해서 어떻게 응답을 해야 할 지에 대해서 분열되어 있다.
최대 야당인 통합민주당은 정부가 미국과 재협상 하기를 요구했다. "재협상이 필요하다" 라고 통합민주당 손학규 대표는 말했다. 만일 그 요구사항이 받아들이지 않는다면 양국간에 이뤄진 4월 합의를 무효화 시키는 특별법을 추진하겠다고 당은 밝혔다.
그러니 여당인 한나라당은 즉각 야당의 재협상 요구에 대해서 반대를 제기했다. 한나라당은 당과 정부는 광우병 우려와 시민들의 오해를 해소하기 위해서 계속 노력해 나가겠다고 밝혔다.
그 합의에 따르면 한국은 이달 말까지 자국 시장을 나이에 상관없이 뼈 있는 쇠고기를 포함미국산 쇠고기 에게 다시 전면적으로 재 개방 해야 한다. 2003년에는 한국은 광우병 우려 때문에 미국산 쇠고기 수입을 중단 했다. 2006년에는 우리나라는 30개월 미만의 뼈 없는 쇠고기만 수입을 허락했다. 일본은 20개월 미만의 미국산 쇠고기를 수입한다.
