HISTORY OF HOSEI UNIVERSITY
During the Meiji Era (1868-1912), Japan underwent rapid modernization,
shedding the feudal yoke and adopting the modern state systems of Western
nations. There was heightened interest concerning legal institutions and
human rights. In response to the desire of the Japanese people to learn legal
theories and practice, the first school of law in Japan was established in
1880 in Surugadai, the heart of Tokyo. The school, named Tokyo Hogakusha or
Tokyo School of Law, was the precursor of the present-day Hosei University.
In 1881, Dr. Gustave Emile Boissonade, a distinguished professor from the
University of Paris and juridical advisor to the Japanese Government, Dr.
Masaaki Tomii, an influential member of the committee drafting the first
civil code of Japan, and other renowned scholars of jurisprudence were
invited to teach at Tokyo Hogakusha. Dr. Boissonade was later offered the
post of head teacher in 1883. As minds from the East and the West met here to
lay the foundations of higher education in law, the school began to develop
the liberal tradition, the embodiment of Hosei’s motto “Liberty and
Progress” today.
In 1889, the school merged with Tokyo Futsu Gakko or Tokyo School of French
Studies and the new institution was renamed Wafutsu Horitsu Gakko or Tokyo
School of Japanese-French Law. At that time, Dr. Ume Kenjiro, “father of the
Japanese Civil Code”, was invited to join the teaching staff and was
appointed President of the school fourteen years later.
In 1903, the institution was renamed Hosei University. At this time, the
university had a considerable number of students from China, among whom were
those who later were prominent politically and culturally in Chinese history.
For these international students, intensive English courses were established
in what became the university’s first international program. Hosei
University won recognition as a private university in 1920 in accordance with
the law regulating universities. Subsequently, the faculties of Law and
Economics were established. The years following saw Hosei employ Nogami
Toyoichiro, Morita Sohei, AbeYoshishige, and Uchida Hyakken, four prominent
thinkers and pupils of the eminent writer Natsume Soseki.
The early post-war period was a time of reconstruction and rapid development
for the university. During this period Hosei was guided by a number of famous
presidents, many of whom have greatly influenced Japanese Scholarship. Of
this group, Nogami Toyoichiro, Ouchi Hyoe, Arisawa Hiromi, and Tanigawa
Tetsuzo deserve special mention. Under the direction of these men, Hosei
embarked on a program of expansion that continued for 20 years. In 1947 the
university added correspondence education
programs to the Faculties of Law, Letters, and Economics, then established
the Faculty of Engineering, the postgraduate Humanities division, the
postgraduate Social Sciences Division, the Faculty of Social Sciences, the
Faculty of Business Administration and finally the postgraduate Engineering
Division.
In addition, various research centers were created, including the Nogami
Memorial Noh Theater Research Institute, the Ohara Institute for Social
Research, the Institute of Okinawan Studies, and the Research Center for Ion
Beam Technology. Today, the university ranks among the leading private
universities in the country, contributing largely to society and the
advancement of knowledge. The university celebrated its centennial in 1980.
In order to commemorate past achievements and prepare for the future, the
international faculty and student exchange programs were initiated. The
Faculties of Economics and Social Sciences also relocated to the newly
developed Tama Campus in the western suburbs of Tokyo, thereby ending that
period of construction which gave the university its latter 20th Century
shape.
From 1999 to 2000, four new undergraduate faculties were created: the Faculty
of Intercultural Communication, the Faculty of Humanity and Environment, the
Faculty of Social Policy and Administration, and the Faculty of Computer and
Information Sciences. Together with the new landmark Boissonade Tower, built
in the Inchigaya Campus, Hosei has entered the 21st Century. As a leading
force in the information technology world, Hosei established its Hosei
University Information Technology Research Center (HITEC) and Hosei
University Research Institute, California (HURIC) for academic advancement.
In 2001, the Faculty of Economics set up the International Economics
Department while the Faculty of Social Sciences added Policy Sciences, a new
major, to its postgraduate division. In 2002, the Department of Media and
Communication Studies was added to the Faculty of Social Sciences. In
addition, postgraduate Divisions of Social Well-being Studies and Computer
and Information Sciences were established. Working under Hosei’s motto of
“Liberty and Progress,” the academic staff at the university have proved
themselves to be leaders in all fields of academia in Japan. And in keeping
with its mission as a leading institution of higher education in Japan for
learners of all ages and in response to the various needs of the community,
Hoseiaims at developing into a multi-versity: a multi-functional institution
of higher learning.

세월은 피부에 주름살을 늘려가지만
열정을 잃으면 영혼이 주름진다.
고뇌, 공포, 실망에 의해서 기력은 땅을 기고
정신은 먼지가 돼버린다.
60세이든 16세이든 인간의 가슴 속에는 경이에 이끌리는 마음,
어린애와 같은 미지에 대한 탐구심,
인생에 대한 흥미와 환희가 있다.
우리 모두의 가슴에 있는 "무선 우체국"을 통해
다른 사람들과 하느님으로부터
아름다움, 희망, 격려, 용기, 힘의 영감을 받는 한 그대는 젊다.
영감이 끊기고 영혼이 비난의 눈으로 덥히며
비탄의 얼음에 갇힐 때
20대라도 인간은 늙지만,
머리를 높이 치켜들고 희망의 물결을 붙잡는 한
