○ Nowadays the market of electrical goods is one of the largest and dynamically developing markets of industrial goods and equipment in Russia. First of all the reason is the growth of consumption volume of such items in all sectors of economy (industry, household, agriculture, transportation system etc).

○ If we take the most dynamic field of electrical equipment, namely low-voltage protection devices, consumption volume of them are the hundreds of thousands with constant growth of consumption rate. More and more new Russian companies producing low-voltage equipment appear on the market. At a time of market revival many foreign companies turn to it that makes worry domestic producers so much.
○ Such demand to the sector of low-voltage equipment first of all is connected with outdated equipment stock, which must be reinstalled in the nearest time and appearance on the market of huge amount of new expensive industrial facilities and constructions. Consequently, the risk from the usage of old low-quality low-voltage equipment is evident.
○ Currently on the Russian market of medium (exceeding 1,000 kV) and low voltage (not exceeding 1,000 kV) electrical equipment foreign manufacturers such as Schneider Electric, ABB, Siemens, GBE s. r.l, HTT, Bez Transformatory, GE etc are extremely popular. ○ The share of domestic producers of such equipment with use of modern technologies is much less today. Level of electrotechnical products produced by Russian companies first and utmost have less technical level than equipment produced by foreign corporations.
○ Nevertheless, opening of new production associations and constant expansion of the assortment within one manufacturing facility by the Russian participants of the market allows judging considerable growth of production of electric equipment in the near future.

○ There are the following main schemes of distribution of circuit breakers (ACB, ATS, MCCB, VCB): - there are producers’official representatives who sell products both to the wholesalers, retailers and even end users; - there are dealers which on the specific conditions act same as official representative; - there are direct importers who act only as wholesaler or as wholesaler and retailer; - there are retailers who buy product at direct importer or dealer or official representative.
○ Most of the companies who are situated on the territory of Siberia are wholesale and retail companies. There are some reasons for it. On the one hand, all official representatives or dealers are situated mainly in Moscow, not in Siberia, especially official representatives of European brands. Besides, foreign companies plant on the territory of Russia located in European part of Russia. On the other hand, the consumption rate of circuit breakers in Siberia not exceeds the level of consumption in European part of Russia.

○ According to the abovementioned import statistic the main supplying countries of items under the 8536 HS Code are Kazakhstan, Germany, China, France, Italy and Korea. First time ever Kazakhstan took the 1st place in the rating of importing countries of electrical apparatus for switching under the 8536 HS code.
○ Moreover, it is important to note that this market segment feels good. For instance, total volume of imported items under the 8536 HS Code in 2012 increased by 74.2% in comparison with 2011 and by 128.4% in comparison with 2010. Mainly the market volume went up due to increased import from Kazakhstan. In particular, the volume of such items imported from Korea has grown on 169.9% in 2012 in comparison with 2010 and Korea took 6th place in the rating.
○ The main supplying countries of items under the 8535 HS Code are European states such as Germany, France, Switzerland, Sweden and Italy. First time ever Ukraine moved to Top 5 suppliers of products under the 8535 HS Code.
○ In 2012 the total volume of imported goods decreased by 5.4% in comparison with 2011. At the same time it increased by 20.5% in comparison with 2010. On contrary, domestic market was characterized by high growth of import volume from Korea. In 2012 it went up by 326.2% in comparison with 2011 and by 670.4% comparing with 2010. The reason is enlarged supplies of Hyundai and LS brands and their successful marketing policy.
○ Among leaders of circuit breakers and automatic transfer switches on Russian market are ABB, Legrand, Schneider Electric, Siemens, General Electric. Not so widespread but also popular are the following brands: Hyundai Heavy Industries Co. ltd., Areva, Mitsubishi Electric Corporation (Melco), LS Industrial Systems.
○ Some of international producers have started manufacturing business on the territory of Russia. For instance, ABB Company has already had 5 plants in Russia. What is more, it is going to invest about US$ 20 million in construction of new plant on the territory of special economic zone ‘Lipetsk’. Construction works will start in 2014. ○ Currently low- and medium voltage products under General Electric(GE) brand became more and more popular on Russian market. There are some reasons for it: high quality of products, world level brand, successful assortment and pricing policy, numerous innovation technologies, successful realization of innovation projects in Russia.
○ Besides investment in new projects and plants foreign companies enlarge dealer network in Russia. At the same time some last year’s Russian market of automatic circuit breakers has been swamped by fake and second-rate products. Such situation is especially typical for household circuit breakers (till 63A) of the main foreign producers, in particular ABB, Schneider electric, Siemens, Legrand. Mainly, fake products are imported from South-East Asia, but in Russia, in particular in Moscow there some manufacturing bases, producing ABB copiers. Such products with famous trademark lose in quality, but win in price. For examples, the price of Schneider electric fake circuit breaker is about 40-50% cheaper then original one. ○ If goods are exported or imported between Korean company and Russian company, the Russian company is usually responsible for the customs clearance.
○ In order to import goods into Russia and clear them through customs, an importer has to make all customs payments due under the chosen customs regime and comply with other requirements in customs legislation (e.g. certification requirements).
○ Import duty is applicable to most goods. Most customs duty rates in Russia are ad valorem (i.e. they factor in a percentage of the goods’ customs value). There are also specific duties for certain types of imports, calculated by volume, weight or quantity. Some duties have a combined rate where the two approaches are incorporated and, thus, the tax base may vary.
○ The import VAT rate for most goods is 18% of the customs value, inclusive of customs duty and excise tax (if any). Food, certain types of children’s goods and a limited selection of other goods may be subject to 10% or 0% VAT.

□ Certification procedure
○ Certification is conformation of product quality and safety according to Russian standards. Certificate is given by certification institutions which should be accredited by Federal agency for technical regulation and metrology. In other words Conformance certificate or declaration is given to prove quality in general and permission for the use.
○ First you should make an application for the company which has license for certification. Usually the Certification agency has a right for certification of any type of items from cosmetics on out to heavy industrial equipment. They inform you about all necessary documents and technical information from your side. Then they will check your documents.
○ Certification of low-voltage equipment - From February, 15, 2013 on the territory of Customs Unions the following Technical regulations came into the force: · Technical regulations of Customs Unions 004/2011 ‘On the security of low-voltage equipment’, · Technical regulations of Customs Unions 010/2011 ‘On the security of machines and equipment’; · Technical regulations of Customs Unions 012/2011 ‘On the security of security of equipment for usage in explosive area’; · Technical regulations of Customs Unions 016/2011 ‘On the security of devices which use diesel fuel for operation’ · Technical regulations of Customs Unions 020/2011 ‘Electromagnetic compatibility of technical devices’ - Starting from this day all goods under the abovementioned technical regulations shall obtain conformance documents (certificates or declarations) of new pattern, confirmed by The Decision of the Board of the Eurasian Economic Commission dated on 2012.12.25 № 293 ‘On the unified form of the conformance certificate and declaration on the conformance to technical regulations of Customs Union and rules of their application’. - Air Circuit Breaker, Automatic Transfer Switch and Molded Case Circuit Breaker are the products for which it is necessary to obtain Conformance certificate of Customs Union. - Accompanying paper for receiving Certificate: · technical conditions; · operating procedure documents; · list of standards to which the low-voltage equipment shall correspond according to the requirement of Technical regulations of Customs Union; · Contract (Supply agreement) or Shipping documents · HS Code - Certification procedure · The applicant provides list of low-voltage equipment documents, which confirm the correspondence of low-voltage equipment to the security requirements of technical regulations of Customs Union. - Certification agency shall: · Choose sample (samples) for testing · Carry out identification of low-voltage equipment · Organize testing procedure of sample (samples) of low-voltage equipment for correspondence to the requirements of standards from the list of standards and make analysis of test report. · Make analysis of state of production (pattern 1c). If producer possesses certified manufacturing quality management system of low-voltage equipment certification agency shall estimate the possibility to provide stable production of certifying equipment. · Issue Conformance certificate of unified form, confirmed by Customs Union Commission. · Make control over certified low-voltage equipment by means of samples testing in accredited test laboratory (center) and (or) analysis of state of production (pattern 1c). - Certification patterns · Pattern 1c – certification of batch-produced low-voltage equipment. Producer (or authorized by producer person) shall provide low-voltage equipment for certification. · Pattern 3c – certification of a lot of low-voltage equipment. A lot of goods which was imported to the territory of Customs Union shall be provided by importer or producer (or authorized by producer person). · Pattern 4c – certification of 1 unit. Unit of low-voltage equipment which was imported to the territory of Customs Union shall be provided by importer or producer (or authorized by producer person). - Conformance certificate is valid for up to 5 years. - The cost for certification procedure of low-voltage equipment is starting from US$ 1,600 and it usually takes about 7~10 days. - In case of application for conformance certificates and declarations of technical regulations of Customs Union the applicant may be only the company registered on the territory of Customs Union. - Certification of vacuum circuit breakers · Vacuum circuit breakers are the products for which it is necessary to obtain Conformance declaration GOST P · GOST P 52565-2006 standard covers switches (including their drives) for electrical switching at normal and emergency operation in networks of three-phase alternating current with a frequency of 50 Hz with a rated voltage from 3 to 750 kV inclusive. ○ Price that any Korean company offers to buyer (FOB Busan for example) will be increased as minimum twice when products will arrive to Siberia. But buyer (importer) also has to put their markup to start to sell. So try to be careful when you offer final prices. Potential buyer will calculate and if final price will be the same or just slightly lower than already existing on the market, he will reject to cooperate. So to analyze the final retail price it is obligatory to summarize the following spending: FOB price + spending for certification + import duties + transportation costs + margin of each participant of the market.

○ There is above a classical scheme of retail price formation. However this proportion can vary depending on many factors. For example, dealers of the most popular brands are working with minimal profit margin. In such way they apply damping price policy, especially it concerns internet shops which became more and more popular for last years. Sometimes importers act both as wholesaler and retailer. Such scheme also allows them to made low profit margin and offer end buyer competitive prices. There is no any wholesaler’s price in free access. Thus only retail price list can be found below.
