Uri likely to ask Roh for dismissal

The ruling Uri Party is highly likely to ask President Roh Moo-hyun as early as today to dismiss Prime Minister Lee Hae-chan over a recent golfing scandal.
A series of discussions within the party showed that more than two-thirds of members, including some in Lee`s faction, view that his resignation is inevitable, a Uri official said yesterday.
The opposition Grand National Party continues to take potshots at the premier calling for a thorough probe of suspicious ties between him and his golfing companions.
The prime minister yesterday cancelled his plan to visit a Hynix semiconductor plant March 17, stoking speculation that he has decided to quit. Reports also cited one of his aides saying that the No. 2 national leader is fully ready for whatever may happen to his career.
Lee`s aide said the prime minister has decided to leave his future entirely in the hands of President Roh who returns from his African tour today.
The embattled prime minister is expected to explain his position to Roh during a one-to-one luncheon with the president this afternoon.
"Details about the luncheon haven`t been fixed yet, but they (the president and the premier) are likely to have an exclusive meeting," a government source said.
President Roh is unlikely to make an immediate decision before carefully contemplating the matter and consulting with Cheong Wa Dae aides and the ruling Uri Party," a Cheong Wa Dae official said.
The presidential office is conducting an inquiry into the details of a golf game, the findings of which will affect President Roh`s decision about the prime minister`s future. The game in Busan took place as the nation was hit by a nationwide rail strike and is alleged to have involved a businessmen suspected of attempting to lobby the premier.
The prime minister apologized for the third time again yesterday over his misconduct since details of the March 1 golf scandal broke earlier this month.
"I apologize for my inconsiderate behavior to the (Korean) people and (our) hard-working government officials," said Prime Minister Lee during a weekly meeting with top government officials yesterday.
Lee said he will act with prudence and greater consideration in the future, Lee Kang-jin, the premier`s spokesman told a reporter after the meeting.
Analysts say yesterday`s comment indirectly hints at a possible resignation before the President`s return.
The ruling Uri Party yesterday said it will convey the party`s decision on Lee`s future to the president, as a majority of its members view the prime minister`s resignation as inevitable, a far cry from last week when keeping him in office was largely favored.
Uri leader Chung Dong-young plans to discuss the matter with the President.
The ruling party apparently wants to see an early resolution to the scandal out of concern that dragging it on would seriously damage the party`s chances in the upcoming May local elections.
The ruling party seems to have decided to abandon Lee after concluding that the public has already turned its back on him after a series of allegations raised suspicions about the relationship between Lee and his playing partners.
"This is a critical point for the party ahead of the May 31 election. The party had in-depth discussions about the matter and will (now) focus on regaining public trust to resolve the matter in the future," said Uri Chairman Chung.
The main opposition Grand National Party yesterday intensified pressure on the besieged Lee by urging the prime minister to tender his resignation and the president to accept it.
"The prime minister should tender his resignation as soon as the president returns and (the president) should accept Lee`s resignation," said Rep. Lee Bang-ho, head of policymaking committee of the GNP.
The opposition said yesterday it will probe possible corruption and unethical behavior between the prime minister and businessmen in Busan.
The prosecution has begun investigating the golfing scandal after the GNP filed a complaint against the prime minister and Vice Education Minister Lee Gi-woo on charges of receiving bribery while playing golf on March 1 with local businessman in Busan.
The vice education minister, a long-time aide to Prime Minister Lee, accompanied him to the southern city.
Political opponents and the media have raised suspicions that the private game was arranged to facilitate unsavory connections between the nation`s No. 2 leader and local businessmen.

우리당은 노무현 대통령에게 이르면 오늘 골프로 지탄을 받고 있는 이해찬 국무총리의 해임을 권고할 것으로 보인다.
계속된 당내 논의에서 이 총리의 계파를 포함하여 의원의 2/3 이상이 사퇴가 불가피한 것으로 보고 있다고 어제 우리당 관계자가 말했다.
한나라당은 총리와 같이 골프를 친 사람들간의 의심스런 관계에 대한 철저한 조사를 요구하며 총리를 향해 맹공을 퍼붓고 있다.
총리는 어제 3월 17일로 예정된 하이닉스반도체 공장 시찰을 취소해 사퇴를 결심했다는 의혹을 불러일으켰다. 언론은 총리가 자신의 경력에 어떤 일이 닥치든 받아들일 준비가 되어 있다는 한 측근의 말을 보도했다.
총리의 측근은 그가 자신의 미래를 오늘 아프리카 순방에서 돌아오는 노 대통령에게 일임하기로 했다고 말했다.
곤경에 처한 총리는 오늘 오후 대통령과의 단독 오찬에서 자신의 입장을 설명할 것으로 예상된다.
“만찬 일정은 아직 확정되지 않았지만 (대통령과 총리가) 둘이서만 자리를 가질 것으로 보인다”고 정부 소식통이 말했다.
노 대통령은 결정을 내리기 전에 이 문제를 조심스럽게 숙고하고 청와대와 우리당 측근과 의논할 것으로 보인다”고 청와대 관계자가 말했다.
청와대는 골프 사건의 전말을 조사하고 있으며 그 내용은 총리의 미래에 대한 대통령의 결정에 영향을 미칠 것이다. 부산에서 가진 골프 게임은 전국적인 철도파업이 발생한 가운데 있었고 총리에게 청탁을 하려는 사업가가 동행했던 것으로 알려지고 있다.
총리는 어제 다시 자신의 신중하지 못 했던 처신에 대해 국민에게 사과함으로써 3.1절 골프 스캔들이 이달 초에 터진 후 세 번째로 사과를 했다.
“국민과 열심히 일하는 공무원들에게 본인의 신중하지 못 했던 처신을 사과한다”고 이 총리는 어제 주례 국무회의에서 말했다.
이 총리는 앞으로는 보다 더 신중하고 사려 깊게 행동하겠다고 말했다고 이강진 총리실 대변인이 회의가 끝난 후 기자들에게 말했다.
분석가들은 어제 발언이 대통령의 귀국에 앞서 사퇴를 시사한 것이라고 말한다.
우리당은 의원의 대다수가 이 총리의 사퇴가 불가피한 것으로 보는 가운데 어제 이 총리의 거취에 대한 당의 결정을 대통령에게 전달하겠다고 말해 그의 유임 쪽으로 기울던 지난 주와는 현저한 차이를 보였다.
정동영 우리당 의장은 이 문제를 대통령과 상의할 계획이다.
여당은 이 문제를 지연시킬 경우 5월 지방선거에서 심각한 피해가 우려됨에 따라 신속한 해결을 원하는 게 분명하다.
여당은 총리와 골프를 같이 친 사람들간의 관계에 여러 가지 의혹이 제기됨에 따라 국민이 이미 총리에게서 등을 돌렸다고 보고 그를 포기하기로 결정한 것 같다.
“5.31 선거를 앞두고 당에게는 중대한 문제다. 당은 이 문제에 대해 깊이 있게 논의하고 앞으로 이 문제를 해결하기 위해 국민의 신뢰를 되찾는 데 주력할 것”이라고 정 의장은 말했다.
한나라당은 어제 총리의 사퇴와 대통령의 수용을 촉구하며 이 총리에 대한 압박의 강도를 높였다.
“총리는 대통령이 돌아오는 즉시 사퇴서를 제출하고 (대통령은) 총리의 사의를 수용해야 한다”고 이방호 한나라당 정책위 의장이 말했다.
야당은 어제 총리와 부산 사업가들 사이의 부패와 비도덕적인 행위 여부를 조사할 것이라고 말했다.
검찰은 한나라당이 총리와 이기우 교육부 차관을 3월 1일에 부산 사업가들과 골프를 치면서 뇌물을 수수한 혐의로 고발함에 따라 골프 사건의 조사에 착수했다.
이 차관은 이 총리의 오랜 측근으로서 그와 함께 부산으로 내려갔다.
정치적 반대편과 언론은 이 골프 게임이 국가권력 2인자와 지방 사업가들 사이의 깨끗하지 못 한 결탁을 위해 마련된 것이라는 의혹을 제기했다.
